3 1.0 Characteristics The Payroll Officer will work under general direction from senior employees. They will be required to undertake a range of functions requiring the application of a high level of knowledge and skills to achieve results in line with the Prahran Mission s goals. They may be required to exercise initiative and judgment where practices and direction are not clearly defined. In addition, the incumbent will be required to set priorities and monitor work flows in their area of responsibility which may include establishing work programs. The Payroll Officer will be required to set priorities, plan and establish the most appropriate operational methods for the organisation. In addition, interpersonal skills are required to gain the cooperation of management, external service providers and staff. They may be required to provide multi-disciplinary advice. 2.0 Key Responsibilities The Payroll Officer will exercise responsibility for a range of functions within the organisation requiring a high level of knowledge and skills; assist with the preparation of or prepare program budgets in liaison with management. They will set priorities and monitor work flow in the areas of responsibility and provide expert advice to employees classified at lower levels and/or volunteers. The incumbent will exercise judgment and initiative where procedures are not clearly defined; monitor and interpret legislation, regulations and other agreements. They will undertake duties that require knowledge of procedures, guidelines and/or statutory requirements relevant to the organisation; plan, co-ordinate, implement and administer the activities and policies including preparation of budget; develop, plan and supervise the implementation of educational and/or developmental programs for clients. In addition to these: 2.1 Payroll Function Process the fortnightly payroll and salary packaging and review the final payroll reports for final review by the Senior Financial Accountant. Ensure all changes to award rates and conditions are acted upon as appropriate. Develop and prepare meaningful payroll analysis reports including comparison of actual to budget. Interpret the Prahran Mission Collective Agreement & relevant awards in consultation with HR & Jobs Australia. Co-ordinate all aspects of staff salary packaging, including liaising between the Advantage Salary Packaging and staff. Manage the setup and ongoing maintenance of both Micropay Meridian and ConnX systems. Organising information sessions and workshops for staff including superannuation and salary packaging. Ensure strong internal controls are in place with respect to the payroll process. Prepare remuneration packages for Managers and Senior staff for approval by HR. Liaise with HR department to implement & resolve payroll/hr related matters Page 3 of 5

4 2.2 Project Management Undertake special payroll related projects as required. 2.3 Other duties Other duties as required by the CFO or the Senior Financial Accountant. 3.0 Requirements of the Job This role requires: Payroll related knowledge & experience including interpretation of Collective Agreements, modern awards, taxation, salary packaging and superannuation. Knowledge of organisational programs, policies and activities; Sound discipline knowledge gained through experience; Knowledge of the role of Prahran Mission, its structure and services; Knowledge of finance policies & procedures Knowledge of Finance Manual 4.0 Organisational Relationship The Payroll Officer will work under regular supervision. 4.1 Accountability This position reports to the Senior Financial Accountant but is directly accountable to the CFO. 4.2 Other Relationships Program Staff The Worker will communicate with and work co-operatively with other program staff. Participants The Worker will ensure the needs and rights of participants continue to be the major focus of the programs, and will deal with all grievances and input in line with Mission policies. Prahran Mission Staff All staff are part of the wider Mission team and the Worker will liaise, meet with and share responsibility with other staff where appropriate and as directed, in line with the work of the whole organisation.. External Stakeholders All staff will be professional in their interactions and communications with external stakeholders and shall uphold and represent the values of Prahran Mission at all times. 5 5.0 Extent of Authority Payroll Officer s work outcomes are monitored and they have the freedom to act within established guidelines. They can exercise limited judgment with guidance.
