General Summary of Function/Purpose of Position Serve as the first level manager of professional technology positions in Network & Telecommunications Services (NTSD)/Network Services/Data Access section. Position to oversee Data Access Services support team, responsible for the design, deployment and support of end-user data access throughout at State of Michigan sites. Provide Tier 2/3 operational support for all Managed LAN & Wireless connectivity. Responsibilities include: Ensure timely delivery of Managed Local Area Network (MLAN) and Wireless (WIFI) connectivity catalog services, managing team resources, manage the change control process as it applies to MLAN and WIFI, coordination with other DTMB partners for service delivery, procurement and inventory control of Data Access Services and management of new equipment provisioning. Duty 1 General Summary of Duty 1 % of Time 55 Responsible for supervision of staff and workload for Network Services/Data Access Services unit Completely familiar with the catalog of services provided by NTSD/Network Services and align resources to perform the services Clearly communicate the organizations goals the team and assures each employee and contractor understands the roles in meeting the goals Schedule work assignments, set priorities and direct the work of the employees Continual review of data and metrics to ensure that services are delivery in a timely fashion and at a high level of customer service Evaluate employee performance by reviewing completed work assignments (metrics) and work techniques Identify staff development, training needs and ensure appropriate training is obtained Approve leave time and conduct disciplinary action when necessary Oversee work unit operations budget Provide assistance to subordinates regarding operational issues concerning the delivery of Network Services/Data Access functions Will ensure proper level of technical support coverage during business day; align staff schedules as needed for full coverage of technical support areas Duty 2 General Summary of Duty 2 % of Time 20 Oversee the project management and/coordination between the NTSD Project Management Office (PMO), agency program managers, contractors and stakeholders to assure the completion of the project on time, on budget and within scope Assure change management processes are followed, completed, documented and have proper sign off as service moves from design, to deployment and into operations Attend, as needed, project meetings with NTSD PMO, Client Relationship Managers (CRM), contractors and stakeholders to identify business needs, project objectives and scope Identify project risk and implement corrective actions to stay on schedule, within budget and scope. Assure risk management plan is continuously updated by project managers and risks are communicated Assure quality assurance plan is included in the project documentation and is complete with proper sign off has been obtained prior to implementation of any service in the production environment Conduct as needed meetings, to update business owners, management, users and stakeholders on projects status and proper communications are timely and beneficial Provide assistance, when needed, to staff when project deadlines are in jeopardy and re-prioritize workload when needed Duty 3 General Summary of Duty 3 % of Time 15 Provide guidance and resources to subordinates to ensure all assigned staff remains highly trained and capable of building, maintaining and supporting a large, complicated data network Provide overall technical guidance to staff Develop an environment conducive to building technical skills and is maintained for all subordinate staff Stay current on technical trends, be familiar with the strategic direction from the SOM Enterprise Architecture team Attend trainings and train others regarding IT issues, solutions, etc. Page 2

3 Duty 4 General Summary of Duty 4 % of Time Organizational activities contribute to the overall operation of the unit and support Organization as needed Serve as backup for the Section manager Assist as needed with contract development and administration for project consultants, provide information on policies, procedure, status reports or any other activity related to satisfying contractual obligations Maintain records, prepare reports and correspondence related to work functions Participate on work groups to coordinate standards and promote sharing of information Develop and maintain management reports as specified by the Section Manager Create Individual Performance reviews for each employee, perform regularly scheduled reviews of all employee s performance 16. 4 23. What are the essential functions of this position? This position will supervise professional information technology staff to support managed Network Services. This position will utilize project management tools and concepts, make use of enterprise change request and restore to service ticketing system, in-house change control and incident management application. This position will oversee unit activities to provide telecommunications data services and repair services to SOM users and Agency Services clients. What is the function of the work area and how does this position fit into that function? The Network Services, Data Access team performs tasks required to ensure timely and accurate delivery of designed solutions to our clients. This team also has primary responsibility for problem resolution concerning issues with those services. This position manages one of three delivery services teams. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Possession of a bachelor s degree with not less than 21 semester (32 term) hours in computer science, data processing, database processing, computer information systems, data communications, networking, data network security, computer programming or mathematics. Or equivalent of three years experience in a related position as defined below. EXPERIENCE: Three years of professional experience equivalent to and Information Technology Programmer/Analyst or approved Civil Service alternative. NOTE: Equivalent combinations of education and experience that provide the required knowledge, skills and abilities will be evaluated on an individual basis.
