4 More Powers for the Scottish Parliament October 2014 Scotland should have full responsibility for its welfare system, to design a system based on early intervention and responding to individual needs Employment policy is crucial in co-ordinating and delivering our ambitions for economic growth and social justice. A coherent employment policy requires powers over not only the transitions people make when moving into work, but also how they sustain employment and progress once in work.

7 Critical Points Employability is an essential part of our economic ambitions for inclusive growth The Scotland Act didn t provide the full range of powers we hoped for, but did provide an opportunity to take a different approach to employability support

8 Fair Start Scotland establish a distinctly Scottish employability service that creates a strong platform for future services. a high quality, high performing service that helps people into sustained jobs, treating them with fairness, dignity and respect. focus on those further from the labour market a nationally consistent service, but delivered locally seek to integrate and align services to maximise value for money.

10 Devolved Employment: Fair Start Scotland Fair Start goes live in April Contracts announced in October. Key features of the service, include: all age service minimum 38,000 people over 3 years voluntary programme for all service delivered across 9 contract areas. One area reserved for supported businesses three levels of support: Core, Advanced, Intense months pre-work support and up to 12 months in-work support strong emphasis on health and disability Supported Employment Framework/Individual Placement and Support

12 Fair Start Scotland: continual improvement Have learned lessons from transitional services Will collect regular management information Evaluation will look at quality of user experiences Regular sharing of best practice among providers
