1 Terms of Reference Development of a Specialised Cash Transfer Programming and Coordination Training for State Actors in the 4 counties on Kenya s Arid and Semi-Arid Areas Introduction The Cash Learning Partnership (CaLP) is a consortium composed of Oxfam GB, the International Federation of Red Cross and Red Crescent Societies (IFRC), Save the Children, the Norwegian Refugee Council and Action Against Hunger/ ACF International. CaLP has been active in Kenya since December 2010, working to improve the quality of cash transfer and voucher programming across the humanitarian sector by: raising awareness of cash transfer programming (CTP) as an appropriate and effective mechanism for humanitarian responses, building capacity in the use of cash and vouchers, gathering evidence through action research, and encouraging learning and knowledge-sharing amongst humanitarian actors. Within Kenya, humanitarian stakeholders such as NGOs, UN agencies and the Kenya National Red Cross Society (KRCS) have all been implementing cash transfer responses for drought, flooding and conflictaffected populations in need primarily in the Arid and Semi-Arid Lands (ASALs) in the north. There are currently five government coordinated social transfer schemes in Kenya, underpinned by the National Social Protection Policy approved in 2012, and now being operationalized by a new National Social Protection Council. In 2013 Kenya adopted a new system of devolved Government through the designation of County level structures. This was intended to increase the growth of the country as a whole through the diversification of Government bodies, budget support and infrastructure, especially in regions such as the ASALs. In the context of regular protracted slow onset emergencies, there is a need for capacity building support at county level to enable greater integration of coordination in CTP and improved links to national contingency planning, disaster preparedness, and social protection strategies. There is a need to strengthen coordination systems, particularly with County Steering Groups and County Disaster Management Committees to ensure understanding of CTP and integration of this into planning and response analysis. This consultancy builds on past CaLP trainings carried out to improve CTP capacity within Kenya. CaLP recognises that its trainings need to be tailored and developed to be specific to the context in order to realize maximum impact. In particular, this work will focus on providing support to improved coordination mechanisms for responses including, where required, advising on strategies for the development of tools and guidance to support coordination. Objective: The primary objective of this consultancy is to build capacity in key government departments both nationally and in the ASALs. Specifically, this will be achieved through the development of a specialised Cash Transfer Programming and Coordination Training for State Actors in the 4 target counties within the Arid and Semi-Arid Areas of Northern Kenya. Key components of this work will include the following. Diagnosis and review of the existing coordination mechanisms, including those for cash transfers. 1

2 Identification of the harmonisation of associated instruments, policies and tools required to improve coordination (such as common complaint mechanisms) at county government level in the ASALs. Drawing comparisons and integrating learnings from the Regional Inter-agency Cash Working Group chaired by CaLP and other coordination mechanisms led by UNOCHA and other agencies. Capturing key lessons and making recommendations for strategies which could be employed to improve coordination at local government levels in future emergency cash transfer programmes The consultant will utilise the outputs of the above stages as the basis of the development of a specialised training for state actors covering cash programming and cash coordination. Methodology Linked Research This consultancy forms part of a larger program of CALP consultancies seeking to build capacity of local state actors in the ASALs. One of these linked consultancies will, prior to the commencement of this consultancy, complete a CTP Organisational Capacity Assessment (CTPOCAT) of local state actors in the ASALs in relation to CTP. This preceding consultancy has the remit to carry out capacity needs assessment to better inform the kind of support that the national and the target county governments of Kenya and the community of practice will need to improve the instutionalisation of cash. This consultancy will, where appropriate, draw on the findings of the CTPOCAT research. Review of Existing Documentation, Policies and Processes To inform the consultancy a review will be conducted of policies, processes, and documentation currently available and in place in relation to CTP coordination. This will provide an understanding of the current status of cash coordination the government institutions. This consultancy will be informed by the finds of the linked CaLP research on cash capacity assessment of state actors in the ASALs In particular, relevant documents / policies / research will include, but not be limited to: CaLP research on Capacity Assessment of Local State actors in the ASALs CaLP Coordination Toolkit NDMA Drought Response Manual Coordination elements within County Contingency Plans Existing and potential coordination elements within the KIRA interagency assessment process. Where appropriate the consultant will draw lessons and best practices around CTP and coordination from the Kenya HSNP case study The consultancy will take account of, and where appropriate link to, pre-existing materials such as the CaLP coordination toolkit. Other documents and processes identified in consultation with CaLP and the Local State Actors. The review of current coordination mechanisms and processes will identify variations processes between the four counties. There variations will, where appropriate, be reflected in the training materials developed. Existing CaLP Level 1 Training In developing the training for state actors it is envisaged that the consultant will begin by reviewing and, where appropriate, adapting the existing CTP Level 1 training materials in order to: o contextualize them for the local state actors; specifically to suit them to the new devolved governance structures within Kenya, taking into account the local context within the ASALs o o address key capacity gaps related to the coordination of cash transfer programming. align the training materials to existing government structures and approaches, including reference to scale up of government social safety net programs. Where gaps exist in the existing CaLP Level 1 training the consultant will be required to develop new materials to address these gaps. In line with CaLP policies, the training should be sensitive to issues related to culture, ethnicity, gender and protection. 2

3 Consultation with Key Stakeholders The work will be conducted in close consultation with key stakeholders such as KRCS, OCHA, cluster leads, INGOs, NGOs and private sector at national and county levels. This will help ensure buy-in from the community of practice, appropriateness of the activities and strengthened ability to coordinate and prepare for CTPs in government and other key stakeholders. Plans for preliminary discussion meetings with management, other joint meetings, debriefings, review exercises and stakeholder meetings and field work must be considered within the time plan and notification done ahead of time. Proposed Use of Outputs Following on from this consultancy CaLP will be working to strengthen existing local state actors and County Steering Groups to promote cash coordination, through capacity building and provision of necessary support the community of practice of ASAL stakeholders. Expected Outputs / Deliverables 1. Inception Report The Consultant will produce an inception report within 1 week of commencement of the assignment. 2. Project Report The consultant will produce a detailed report to include: A review and analysis of the cash coordination mechanisms currently being used by the Kenyan government at national and county levels. A review and analysis of the different cash coordination bodies currently operating in the country, including how state actors are involved, and also participation in other relevant coordination bodies. Documenting the main achievements of previous cash transfer coordination efforts in the region, including state-led cash responses such as the Hunger Safety Net Programme. A review of the nature and degree of stakeholder ownership and accountability of the existing cash coordination mechanisms, and recommendations for increasing ownership and accountability where required and / or appropriate. Identification of lessons learnt and best practices or innovations in coordination which will be relevant for state actors and county governments. Identification of recommendations regarding what can be done to improve the capacity of the government to coordinate cash responses at scale. A report on the revision and contextualization of Level 1 training and coordination process that looks at the existing training materials and the adaptations implemented to achieve contextualization and coordination mechanisms. 3. Training Materials Level 1 training materials for state actors that are fit for the local context are developed, including coordination aspects. The target duration of this training is 3 days. The consultant will deliver: o copies of the proposed training materials, o copies of associated guidance notes handouts, videos and case studies in addition, the consultant will review of existing CaLP competency framework to ensure a fit with the revised / expanded training materials. The competency framework will be reviewed and adjusted to target the skills and knowledge relevant to the capacity building needs of the state actors. The consultant will work with CaLP to include reference to on-going support materials within training framework. 4. Validation Workshop The reports / training materials will be submitted in both electronic form and bound hard copies. 3

5 Application Guidelines CaLP is inviting expressions of interest from suitably qualified consultants to undertake this work. The Consultant is expected to submit a detailed proposal with the following components: a) Technical proposal to include: A maximum of one and half pages Expression of Interest outlining the consultant s understanding of the TORs On outline of the proposed methodology to conduct the assignment, which should be largely guided by the global tool on capacity assessment (CTPOCAT). A detailed activities schedule/work plan with time frame (including a Gantt chart) A profile of the consultant, copies of CV(s) for the lead consultant(s), and the supporting team, outlining who will undertake the different roles within the assignment, if applicable. Descriptions of at least 3 relevant examples of recent work At least one referee for whom the consultant has carried out similar work, (stating the organization, assignment undertaken, date and duration, contact person s name, address and contact number) b) Financial Proposal detailing the following: Itemized consultant s fees - consultant should indicate professional rate Itemized breakdown of any additional chargeable expenses, including any field work related costs and any administrative costs or overhead charges.
