2 Purpose The NACHC Training and Technical Assistance (TTA) Program assists existing and potential health centers in addressing operational demands while sustaining their health care access mission, a community governance model, and a commitment to cultural and linguistic competence in healthcare delivery to underserved and vulnerable populations. Through a diverse cadre of subject matter experts and increasingly diverse delivery venues, the NACHC TTA Program is highly utilized and must be well prepared to respond to emerging healthcare delivery issues. Specifically, NACHC maintains a professional training cadre to provide health center professionals with quality instruction and technical assistance resources based in adult learning principles, advanced instructional design, and an understanding and application of technology to enhance TTA delivery. The U.S. Health Resources and Services Administration (HRSA) Bureau of Primary Health Care (BPHC) provides resource support to NACHC to improve health center operational and clinical outcomes through the provision of coordinated, collaborative TTA. Organization Overview - National Association of Community Health Centers (NACHC) Because Health Centers serve patients regardless of their abilities to pay, they depend on public financial support and need a unified voice and common source for research, information, training, and policy. To address these needs, the National Association of Community Health Centers (NACHC) organized in NACHC works with Health Centers and state-based primary care organizations to serve Health Centers in a variety of ways: Provide research-based advocacy for Health Centers and their clients. Educate the public about the mission and value of Health Centers. Train and provide technical assistance to Health Center staff and boards. Develop alliances with private partners and key stakeholders to foster the delivery of primary health care services to communities in need. Request for Information Background Through this Request for Information (RFI), NACHC is seeking information on organizations/individuals who are potentially qualified to provide training and technical assistance services to health center professionals in order to advance the operational performance of health centers nationally. Familiarity with Section 330 of the Public Health Service Act, compliance requirements, current HRSA/BPHC strategic goals and objectives, and the executive leadership and operational implications of the Health Center Program is preferred. 3 Vendor engagements may occur through June 30, Engagements are limited to each contract year based on NACHC s fiscal year, July 1-June 30. Vendor(s) may be retained for a multi-year period of service, based upon successful performance and on-going availability of funds. See Attachment 1 for full description of vendor expertise sought. When completing a vendor submission, the vendor should select all domains for which a qualification review is sought. Upon submission of a complete application, NACHC s review team will evaluate vendor applicant qualifications on a quarterly basis and in response to this RFI. A determination of qualified will enable the vendor to receive future targeted Request for Proposals (RFP) from NACHC for specific training opportunities relevant to the selected subject matter area, including specific dates of service and locations, as applicable. Training Topics, Venues and Dates: The list below provides a snapshot of our regular offerings. However, NACHC pursues additional services and activities based on field demand and emerging issues. Most of our regional trainings require on-site services, taking place at multiple locations across the country. However, there are some opportunities that may require virtual services instead. 4 Direct Operational Technical Assistance to Health Centers Technical Advisement to NACHC NOTE: Health Center Resource Clearinghouse Technical assistance materials designed for health centers are regularly posted on the Health Center Clearinghouse site at which is administered by NACHC, on behalf of multiple TTA providers supported by HRSA. This site provides a useful overview of the operational domains in which training and technical assistance is provided to health centers. Submission Requirements and Timeline Proposals must be submitted using NACHC s web-based submission portal, located on the NACHC Job Board at The specific link to the RFI online submission is below. he system will notify you upon your successful submission into the portal. Online Submission Portal: I NACHC reviews vendor submissions on a quarterly basis. NACHC will notify the vendor within 30 days of quarter end regarding review of submission. Vendors may apply for multiple areas of expertise throughout the year and re-apply as appropriate. See timeline below. Vendor Submission Review Status/NACHC Notification Period of Service Begins July-September By October 31 November October-December By January 31 February January-March By April 30 May April-June By July 30 August Proposals must be fully complete in order to be considered. Incomplete proposals will not be considered. In addition, NACHC will perform a vendor status check in the United States System for Award Management (SAM) to ensure the vendor is not on the federal exclusion list. Any applicant found on the exclusion list will not be considered. Submissions must contain: Point of Contact Information/Organization Information Name/Description of Organization: specifically state if vendor is an independent consultant, a corporation applicant or part of a joint proposal with other independent consultants Curriculum Vitae (CV) or Resume for principal facilitator(s)/expert(s) (2 page limit per principal/expert) NACHC General RFI (Update February 2019) Page 4 of 15

5 o o Please ensure the resume(s) submitted adequately reflect expertise in all areas in which that expert is proposed for qualification. Note: Vendors deemed qualified by NACHC will be asked to annually confirm the status of principals/experts previously qualified and associated with the vendor. This is intended to keep NACHC updated on any significant staffing changes that may impact vendor s ability to deliver subject matter expertise. Capability statement that demonstrates vendor ability to deliver subject matter expertise as a faculty trainer, technical expert and/or organizational advisor (2 page limit per SME Category). See role descriptions below: o Faculty trainer capacity to delivery content in alignment with adult learning principles for small or larger group audiences o Technical expert capacity to provide specific professional skills and services to accomplish designated activity or project o Organizational Advisor capacity to provide expertise to NACHC and provide strategic and programmatic insight which informs TTA activities. Sample presentation(s) and/or publication(s) developed and delivered by vendor that demonstrates understanding of the specific subject matter topic, as described in this RFI (20 page limit per each Specific SME Category) Past client evaluations demonstrating quantitative and qualitative feedback from at least two audiences or engagements occurring between August 2016-December 2018 (10 page limit) Sample project implementation timeline that demonstrates approach to planning and delivery of contracted service or product Rate sheet for daily and hourly fees (see template below). Rating Factor Capability Statement Quality of Work Samples Experience & Education Price Proposal Application Selection Criteria To earn the full amount of points in each domain, the applicant must demonstrate the below: Capability statement that demonstrates you/your organization s ability to deliver service in the specific SME content area(s). Page limit: not to exceed two pages per specific SME category. Demonstrate subject matter expertise as well as training and communications skills. Where appropriate, understanding of adult learning needs and content knowledge should be evidenced by: Sample presentation(s) and supplementary training product(s), and/or publications (up to 40 pages per specific SME category) Training evaluation data (up to 10 pages) Page limit: no more than 50 pages (see above) Resumes/CV clearly show tenure, professional experience and/or education that reflects knowledge and ability in content expertise and training. Page limit: 2 pages per principal/expert. Reasonableness of average daily/hourly rate Points Reasonableness is assessed based on market or industry standards and in consideration of the not-for-profit status of health centers and NACHC. Completeness All application materials submitted are responsive to RFP guidance, clear, 5 of Application & and complete. Vendor is not on the federal exclusion list in the United Vendor States System for Award Management (SAM).
