1 HR Network Follow-up to 12 th session - Preparations for 13 th session October 2006 March Working Groups 1.1 Working Groups organized by ICSC Revised Education Grant Methodology : ICSC decided to establish a small working group, which should analyze, model and test the overall performance of a lump-sum education grant scheme. Timeframe The findings should be presented not later than at the 65 th session (July 2007). The document thus needs to be ready in April, right after the spring session. 4 1.2 Working Groups organized by HR Network All Leave Entitlements. The documents submitted to ICSC last summer (ICSC/63/R.2 and CRP) were not considered complete. ICSC decided to request its secretariat in cooperation with the HR Network secretariat and representatives of a few other organizations and staff, to develop a comprehensive inventory of leave practices, holidays and similar paid closure days and work hours of all organizations of the common system. The types of leave entitlements are to be organized in clusters. All organizations will need to contribute to the planned inventory but to coordinate the work, it is suggested that the Network establish a working group. The next review will be in July The document needs to be ready in April, right after the spring session. Other Activities 2.1 Staff Management Relations Ongoing Design a questionnaire on best practices ( non-qualitative ) Fall 2006 FICSA, CCISUA, The draft survey will be sent to all organizations for comments. The survey will be administered virtually. Results will be analyzed and communicated in writing and could be discussed at an intersessional videoconference. 2.2 Evacuation Allowances Ongoing proposal made by United Nations, considered by Field Group, recommendations forwarded to HR Network Agreement on lumpsumming and amount of EMEA and new amounts for Security Evacuation Allowance. 7

8 Fall 2006 Field Group, United Nations, HR Network members requested to comment on Field Group s recommendation. Deadline for comments 5 October Once agreement is reached, to request DSS to reflect in Field Security Handbook. 2.3 Organization of a special HR Network session To be confirmed A one-day or one-and-half day event focusing on one or two strategic issues. The proposal was made to focus on Gender. A VC to be scheduled in November to prepare for session in 2007 Determine dates and venue during VC in November. 2.4 Relations with UNDGO Started As mandated by HLCM, harmonization of workplans of HR Network and UNDG Personnel Group with a view to ensuring complementarity and avoiding 8

9 duplication. Transfer of Inter-Agency Mobility Programme (IAMP) website from UNDGO to. First meeting between HR Network Spokespersons Brian Gleeson and Martha Helena Lopez and Chair of UNDG Personnel Group on 27 September. Decision was taken to gradually phase out the UNDG Personnel Group. Transfer of website fourth quarter 2006 HR Network Spokesperson (Brian Gleeson), Chair of UNDG Personnel Group (Steven Allen). Discussion between nd UNDGO on IAMP; proposal on costs of transfer of IAMP website to CEB. 2.5 Preparations for 13 th session of HR Network Staff Well-being Confirmed as topic for closed session on day 3 of next HR Network meeting (March 2007) At its meeting on 7 July 2006, the HR Network had an initial exchange on Staff Well-being and decided that this was an important topic to pursue further, with the objective of harmonizing policies and practices across the system. The CEB Secretariat was requested to coordinate a stock-taking exercise and to examine the possibility of inviting an external speaker to the March session. 10 UNAIDS is currently surveying some organizations on their staff wellbeing/work-life policies and practices. It would be useful if the Network-wide stock-taking could build on UNAIDS exercise. It was also decided that these should be established well in advance of the ICSC meeting. Three working groups will already be created by the ICSC (see 1.1 above) but the Network should examine the work programme of ICSC for the spring 2007 session as soon as possible to determine whether additional groups should be created.
