HomeStart s Values: It is essential the all HomeStart employees model the following values: Empathy in delivery Leader in our field Ethical in action Commercial in thinking Team player at heart Positions reporting to this position: Senior Financial Accountant Finance Operations Manager Business Reporting Manager Other significant working relationships: Internal: Audit Committee Members, GM Treasury, Finance & Risk, direct reports and the Treasury, Finance & Risk division, Executive Committee, Finance Sub-Committee, Human Resources External: Westpac, BankSA, Auditor-General s Department, KPMG, Ernst & Young Position Purpose: The Financial Controller is responsible for overseeing the smooth operations of all of HomeStart s finance functions and to coordinate all financial and fiscal management aspects of company operations, including accounting and budgeting initiatives. 2 Primary outcomes and accountabilities Key results areas Operational responsibilities Performance measures Ensure the preparation of monthly financial statements, management accounts and key statistics for the Management and Board Ensure the timely and accurate month end reconciliations Ensure that the disbursement of funds for settlements, payment of Loan Managers, SAFA and other suppliers (including the Accounts Payable Function) are carried out in a seamless and timely manner Ensure customer loan repayments (direct debit and other) are processed Ensure accurate and timely financial data and information from the loan management system is available to customers, staff and loan managers Oversee the management of the debt portfolio (daily cash flow) Ensure all payments to and from HomeStart are effected in an accurate and timely manner Assume control over processes and procedures relating to payments of various fees to the Loan Managers and associated reconciliations. Implement processes to ensure annual operating budgets are established and approved by Board. Analyse budget variances and report to management and the Board each month. Oversee the administration, maintenance and efficient operation of the accounting software, Accpac and other associated, add on applications Assume control over assets purchases, record keeping, depreciation and disposal of assets and efficient operation of the D-bit Fixed Assets application. Ensure compliance with Commonwealth and State government legislation in relation to indirect taxes and superannuation (including FBT, GST, Group Tax and Payroll Tax). Prepare financial reports for bankers and respond to financial enquiries from regulatory bodies Undertake an annual review of HomeStart s Financial Delegations and make recommendations where appropriate Review all finance policies to ensure they are updated to reflect changes in the business Regularly communicate any changes to Finance Policies Ensure effective and efficient internal controls are implemented and maintained to safeguard the financial sustainability of HomeStart and its assets. Ensure compliance with Treasurers Instructions. Co-ordinate, administer and attend Audit Committee meetings. This includes preparation and presentation of Papers Maintain high quality accounting practices and controls throughout the organisation Periodically review risk levels to ensure low reporting incidences Strategy and planning Drive the development of the division s short, medium and long term strategy to support the achievement of HomeStart s corporate objectives. 3 People Management Financial Management External Stakeholder Relations Corporate Responsibilities Formulate and update departmental policies in line with corporate and regulatory requirements. Promote HomeStart s strategic vision, direction and purpose to the Finance Team and ensure each team member is aware of their role and contributions to the organisation and its objectives. Cascade Key Result Areas and Key Performance Indicators from the SDP to develop team and individual performance objectives. Provide advice on latest thinking and best practice with regard to Finance. In consultation with relevant managers, develop and implement operational plans, projects and initiatives aimed at executing the Finance business plan (SDP). Monitor outcomes and provide regular reports on progress against SDP plan targets to relevant areas of the organisation. Conduct a performance planning session with individual team members to develop SMART objectives as input to HomeStart s performance management system. Provide constructive feedback to team members at regular intervals to resolve any issues and ensure achievement of objectives is on track Maintain regular reviews and one on one follow ups, and conduct a bi-annual performance appraisal with team members against individual performance plans Identify and manage poor performance. Provide guidance for team members in dispute resolution. Identify development objectives for team members that address professional development needs and reflect career aspirations. Provide developmental coaching and functional and management guidance to direct reports. Ensure optimal utilisation of employee skills and expertise through allocation of work duties and projects. Develop annual administration budget(s) for the team/function. Monitor all relevant administration costs to ensure proper budgetary controls are exercised and budget variances are accounted for. Review and approve all expenses relating to relevant cost centres according to delegations specified in the Register of Financial Authorities document. Engage direct reports on the development and attainment of budgets. Create and maintain conditions for effective relations with relevant external organizations, government agencies, customers and vendors where appropriate. Respond to stakeholder queries in a prompt and courteous manner and resolve stakeholder issues that have been escalated. Ensure the appropriate application and recording of risks according to HomeStart s Risk Management Policy and Practices. Ensure own and team compliance to HomeStart s financial policies and procedures. Ensure that all legal responsibilities attached to this role as noted in the Compliance Register are discharged, are properly recorded in the Risk Management System (RMS) and any breaches of these requirements are F-3d177D4153E2-d203=533Adv1/09/2008 Page 3 of 6

4 recorded as incidents in the RMS. 6 Other Requirements Essential criteria A relevant degree level qualification with at least 10 years leadership experience in a complex and diverse environment Ability to lead and motivate and persuade others to adopt particular procedures, methods or strategies where are conflicting interests of objectives Ability to modify/adapt established systems or operating plans depending on environmental impacts in a complex, specialised environment Ability to frequently problem solve, conceptualise, identify and develop ideals and analyse alternative courses of action Sound experience in Finance and Accounting in a corporate environment A thorough knowledge of accounting standards relevant to a financial institution such as HomeStart Ability to organise and control large accounting systems Leadership and analytical skills Excellent communication skills Desirable criteria Membership of the Institute of Chartered Accountants Australia or CPA Australia Membership of the Financial Services Institute of Australia Special conditions Required to provide a satisfactory National Criminal History Record Check (Police Check), where applicable. May be required to act in higher level positions, or assume additional accountability, as and when required. Flexibility in working across business units as required. May be required to work reasonable overtime with notice. Some out of hours, weekend work and intrastate/interstate travel may be required.
