1 JOB DESCRIPTION ENVIRONMENTAL SERVICES Post Title: Health and Safety Officer Post Hours: 37 Grade: Scale 4 SO1 Responsible to: Environmental Services Manager Responsible for: Any person allocated for training purposes Main contact associated with principal duties: Daily: Frequently:- Occasionally: Environmental Services Manager Corporate Director / Health & Safety Champion together with Principal Human Resources Officer (Liberata), Risk Assessors Health & Safety Representatives, Liberata, Employees HSE, Health & Safety Practitioners in other Local Authorities and Senior Managers and Section Heads, Job Purpose: To actively assist in the promotion of the Council s health and safety strategies and the provide support to the Environmental Services Manager to deliver a health & safety advisory service. To assist with developing and reviewing health and safety strategies and policies. To provide assist each Service Area in their risk assessment process in order to achieve best practice and ensure legislative compliance,. To deliver training by means of toolbox talks to frontline and office based colleagues as required To assist in monitoring understanding of Health and Safety across the organisation. Control of Resources: Overseeing the required aids and equipment for Health and Safety training and testing including a lap top computer, noise and vibration testing equipment, drug and alcohol testing equipment. Main duties and responsibilities: 1. To assist in providing advice, guidance and assistance to all Service Areas and employees so that all working practices are carried out in a safe manner.

To provide assurance that the health, safety and welfare of employees, members of the public and other visitors are safeguarded whilst in or near the Council s buildings, premises or work sites. 3. To assist the Environmental Services Manager and Corporate Director /Health & Safety Champion in promoting health and safety to all levels within the Council. 4. To assist the Environmental Services Manager and Corporate Director / Health and Safety Champion in formulating, developing and keeping under review the strategic Health and Safety policy. 5. To work in close partnership with the Environmental Services Manager and the Principal HR Officer (Liberata) in progressing and reviewing the Partnership Health & Safety Plan and joint work programme including taking part in the quarterly review process. 6. To assist Risk Assessors within Service Areas to complete and review risk assessments. 7. To assist and seek appropriate advice for service managers whilst undertaking pregnancy risk assessments as required. 8. To carry out HAVS and noise assessments of relevant equipment and machinery 9. To work with the Environmental Services Manager and relevant representatives within Service Areas to develop Service specific safety policies, working practices and procedures. 10. To attend training to obtain agreed qualifications in health and safety. 11. To keep up to date with health and safety legislation, guidance, Approved Codes of Practice and current campaigns. 12. To research information and guidance to assist with the risk assessment process. 13. To assist in formulating the Council s Health and Safety training schedule in conjunction with the Environmental Services Manager and the Learning & Organisational Development Officer (Liberata). 14. To devise and run corporate or service specific training courses in conjunction with the Environmental Services Manager and the Learning & Organisational Development Officer (Liberata) and to assist in securing the services of external training providers when required. 15. To assist service managers in identifying health & safety training needs via the risk assessment process. 16. Under the direction of the Environmental Services Manager to carry out audits on specific issues or topics. 17. To assist the Environmental Services Manager to carry out the quarterly monitoring of Service Areas Health and Safety Action Plans. 18. To assist with the review, on an annual basis, of the Corporate Fire Policy. 19. To Assist the Environmental Services Manager by co-ordinating the work and training of the Council s Fire Officers and to monitor the Fire Risk Assessments and fire drills. 20. To assist the Environmental Services Manager to ensure that Fire Officers carry out regular fire drills. 21. To assist the Environmental Services Manager to monitor the quality of investigation of accidents and near miss reports. 22. To maintain a database of reported accidents and violent incidents for the Council.

To manage and regularly review the content of and access to the Volcano database in respect of Council incidents and to liaise with the Principal HR Officer (Liberata) on any issues which arise. 24. To prepare statistical information on accidents and violent incidents for reports to Risk Management Working Group and to disseminate this information to Service Areas. 25. To undertake, as requested, safety inspections reporting all observations, together with recommendations for change to Service Areas. 26. To be a member of the Council s Risk Management Working Group. 27. To provide assistance to the Environmental Services Manager and Corporate Director / Health & Safety Champion on issues of Emergency & Business Continuity Planning relating to the Civil Contingencies Act To undertake such other duties as may be required from time to time and as are commensurate with the grading of the post.

4 PERSON SPECIFICATION HEALTH & SAFETY OFFICER Qualifications Selection Criteria Or Desirable Assessment Method 1. Possession of IOSH Managing Safely Certificate. 2. Postholder must obtain either NEBOSH Certificate in Occupational Health and Safety or City & Guilds Level 3 in Occupational Health and Safety or equivalent within two years of being in post. 3. Full, current driving licence. Knowledge, skills, abilities and experience 4. A good working knowledge of health and safety legislation and a willingness to keep that knowledge up to date. 5. Significant experience of undertaking risk assessments and recommending control measures. 6. The ability to develop and deliver tool box talks and sessions on a range of health and safety topics. 7. The ability to communicate effectively with people / groups at all levels and build effective working relationships. Presentation 8. Literacy skills sufficient to draft policies, procedures and compile reports. 9. Numeracy skills sufficient to provide statistical information for reports etc. 10. The ability to audit / investigate issues and make recommendations for change. 11. Computer literacy skills sufficient to produce complex documents, set up and use databases etc. 12. The ability to manage a varied workload, often working to deadlines. 13. An understanding of equality and diversity issues relevant to the post. 14. Previous experience of developing training courses. Desirable
