1 LANCASHIRE CONSTABULARY JOB DESCRIPTION Post Title: Location: Responsible to: Job Purpose: Grade: Web Officer Headquarters Engagement and Digital Services Manager To take the lead, under the direction of the Engagement and Digital Services Manager, for the development and management of the Constabulary s public websites and staff intranet systems websites including content, functionality, analytics, hosting and security provisions. LC8 KEY RESULT AREAS This is not a comprehensive list of all tasks which may be required of the post holder. It is illustrative of the general nature and level of responsibility of the work to be undertaken. To manage the Constabulary s main websites and additional websites within the portfolio. To ensure that the force s public and staff websites are an integral part of Constabulary service delivery and to exploit new opportunities and new technology as they arise, including the further development of online transactions and services. To lead on the development of and enhancements to our websites, from idea generation to testing and delivery. To work with internal and external stakeholders to ensure web services deliver business benefits and enhance demand management. To regularly analyse site statistics using software programmes, such as SiteImprove and Google Analytics, in order to evaluate success and drive further improvements. To keep up to date with web technology within the public and private sectors to ensure Lancashire Constabulary benefits from best practice and continues to innovate. Up-to-date knowledge of web hosting technology and the ability to work with the Constabulary s web hosts to maximise security of force websites and their servers. To take the lead on all web-related contracts. To include negotiating contracts; ensuring services are procured appropriately and implemented effectively.

2 To be the Constabulary s website lead, representing the force at relevant regional and national events and being the force s link with the National Police Chiefs council Digital Policing Portfolio (DPP). To work with other members of the Media and Engagement team to develop creative content including text, images and videos for web. Excellent working knowledge of Content Management Systems including Umbraco and Wordpress as well as experience of SEO. To ensure Constabulary websites and their content is kept up-to-date and are user friendly and accessible to all visitors. To work to internal and external Service Level Agreements. To assist with the delivery of web editing training for Constabulary officers and staff. Possession of excellent communication skills with the ability to community at all levels throughout the organisation from team members and stakeholders right through to Chief Officers. The ability to prioritise and organise a varied workload whilst still being innovative and focused on delivering results. Knowledge of web hosting and web servers, specifically Windows 2008 and Microsoft Azure. Understanding of integrating digital media channels, including internal, external websites and social media, to provide a cohesive approach to service delivery. Demonstrates a strong personal commitment to delivering and achieving value for money, whilst providing high quality of service. To promote and comply with Lancashire Constabulary's obligations under the Equality Act 2010 and Health & Safety, both in the delivery of service and the treatments of others. Take responsibility for improving your performance by participating in the Continuous Professional Development (CPD) process with your manager. To undertake other duties and additional responsibilities which are consistent with the nature, responsibilities and grading of the post.

3 CANDIDATE SPECIFICATION Essential Desirable To be identified by: Qualifications Knowledge/Experience At least three years experience of managing websites and content for a large organisation. At least three years experience of devising and implementing web development plans. Experience of working with Content Management Systems including Umbraco and Wordpress. Knowledge of web hosting and web servers, specifically Windows 2008 and Microsoft Azure. Experience of SEO, and good social media skills. Experience of managing/developing transactional/ e-commerce websites. Proven experience of using website metrics and analysis to make recommendations for website improvements. Experience of copy writing for websites and quality assuring content Experience of working with graphics packages and uploading images and video to the web. Other Acceptable sickness record. A flexible approach to working hours and practices. Degree or equivalent level qualification in website design/development. Experience of developing and running training courses. An understanding of diversity related issues. Car owner with a full driving licence. References Application form
