A county application is not required. Merit System exam must be completed to be eligible for this position. Essential Functions 20% Program Administration: 1. Acquire and retain thorough knowledge of all public assistance programs (10+ programs) and MAXIS, MMIS, MEC2, and MNsure eligibility functions. a. Research and interpret all complex written materials as pertinent to program responsibilities and implement by deadlines as directed. b. Displays a positive attitude treating all clients with respect, dignity and following Data Privacy guidelines. c. Guides clients to self-sufficiency; understanding each persons social, physical and psychological barriers that affect them in functioning in the community and their ability to gain employment. d. Complete work accurately to be within acceptable error rates established by Federal and State regulations to avoid State and/or County sanctions. e. Attend DHS training sessions and implement changes. f. Provide input into the development and evaluation of the division s policies, programs and procedures. 65% Job Duties: 2. Responsible to independently determine eligibility for ongoing cases. Process the cash, food support, healthcare, emergency, foster care, child care assistance, Long Term Care programs and Asset Assessments in accordance with DHS Policies and in accordance with Federal and State regulations. a. Interview clients to obtain and verify factual information to substantiate initial and continued eligibility. 1. Assist clients in accurately completing forms (i.e. clarify questions). 2. Review all forms for accuracy and completeness, follow-up by requesting or assisting in acquiring supporting documentation as necessary for each program. b. Maintain complete and accurate case records. 1. Complete case notes regarding pertinent information relating to household s circumstances reported changes and determination of eligibility. 2. Accurately complete computer panels on MAXIS, MMIS, MEC2, and MNsure to match application/case information.

2 3. Evaluate client s circumstances to determine need for referrals to other agencies, community resources and counseling. 4. Act as a resource person providing program information to outside agencies and/or other workers needing the information, with appropriate releases. 5. Assure that the results received through MAXIS/MEC2/MN CARE are correct prior to any approval(s). If computer system does not give correct results according to policy, worker needs to do a manual process (FIAT) to assure rules are applied correctly and the correct benefits are issued. c. Independently review and monitor and process Household Report Forms, Income Reviews, Annual Eligibility Reviews and Change Report Forms. 1. Review forms for completeness and accuracy Act on any changes accordingly within the allowed time frames/deadlines. 2. Verify and document all income and assets according to program requirements. 3. Updates MAXIS, MEC2 and MMIS panels accordingly and new versions. 4. Conduct face-to-face interviews as required, either for recertification or new applications. Meet with clients as they come in to the office and do home visits if client is unable to come to agency. d. Determine overpayments and recoupments on continuing or terminated cases. 1. Enter claims on system to initiate repayment letters. 2. Monitors claims activity to insure correct adjustments. e. Determine timely eligibility for emergency (EGA, EMSA, CCF). Expedited Food Support and County Burials as required. 1. Contacts and negotiates with vendors regarding emergent needs of client. 2. Determines client s responsibility of payment on need. 3. Assists client in acquiring required information to determine eligibility. 4. Refers clients to other resources to assist in meeting clients needs. f. Compose necessary correspondence and file documentation. g. Independently determines caseload priority utilizing procedures and techniques to manage caseload. 1. Appropriately attend to client need. 2. Process eligibility reviews and reapplications on caseload within required time frames. 3. Meet all monthly deadlines. h. Review computer reports and initiate required actions. i. Determine cost effectiveness of Health Insurance policies or send pertinent information to Benefit Recovery to determine if insurance is cost effective. 1. Reimburse clients accordingly and timely. 2. Update info in MMIS to exclude from Managed Care and enter in insurance information in TPL. 3. Explain and assist in the selection of Managed Care (Me) programs. j. Provides verification of income to clients applying for. help with outside agencies. ie: Lakes and Pines, housing subsidy, Patiners Care, Salvation Army, etc.

3 15% Screening and Miscellaneous: 1. Responsible to answer inquiries via telephone calls or in person. To provide accurate and timely replies to clients, providers and other agencies as requested by client. Respond to client complaints. a. Screening 1. Screens potential applicants in person or over the phone for all public assistance programs. 2. Provides information and proper application forms for the individual or family situations. 3. Schedules appointments with appropriate worker, considering needs for expedited services, emergencies and transportation barriers. 4. Interviews and takes Emergency Assistance applications and processes within 10 days. 5. Interviews and takes Expedited FS Applications and processes within 5 days. 6. Assists clients in acquiring required information and verification to determine eligibility. 7. Contacts and negotiates with vendors regarding emergent needs and determines client s responsibility and eligibility. 8. Maintains knowledge of outside resources, i.e. Vocational Rehabilitation, Regional Professional Vocational Services, SSI, RSDI, VA, Fuel Assistance, WIC, Food Pantry, Public Health, Salvation Army, etc., to appropriately refer clients. 9. Refers clients to other resources and agencies, i.e. Social Services, Woman s Shelter, Lakes & Pines, Food Pantry, Legal Aid, MNsure, Central MN Jobs & Training, etc for possible assistance as needed. 10. Acting as client advocate assisting client in obtaining resources and legal services, etc. 2. Attend staff development sessions - Agency Income Maintenance. a. Staff or Mentor meetings b. Mandatory training required by the DHS c. Attend training at DHS and MFWCAA, MFIP and/or MSSA conferences as required by Income Maintenance Supervisor. 3. Miscellaneous a. Appeals 1. Informs clients of appeal rights. 2. Assist with clients appeal statements. 3. Help prepare and present information supporting agency decision at appeal hearing. b. Refer possible fraud situations to Fraud Investigator. 1. Compute amount of overpayment. 2. Testifies in Court when requested. c. Assist in the training of new Financial Workers and Interns. d. Performs other related duties as required. Knowledge, Skills and Abilities Desired

4 Knowledge of interviewing techniques and skills in conducting interviews. Knowledge of agency programs, operations, policies and procedures. Knowledge of available community resources. Knowledge of the MAXIS data information system as well as MMIS, MEC 2 & MNsure. Some keyboarding skills Ability to establish and maintain effective working relationships with clients, public, co-workers and agency administration. Ability to organize and coordinate job activities. Ability to remain objective. Ability to establish and maintain accurate and systematic records. Ability to express ideas clearly and ability to comprehend and follow complex written and verbal instructions. Ability to communicate effectively, both orally and in writing. Ability to interpret legal documents, complex rules, manual materials and bulletins as they apply to income maintenance programs. Minimum Qualifications High School graduate or equivalent 3 years experience Must be on the Merit System register Access to transportation Physical Demand Analysis Summary In a typical 8 hour work day, this person sits 6½ hours, stands a ½ hour and walks 1 hours. Insurance Insurance plan is an 80/20 plan with a $200 per person yearly deductible. This plan includes health, prescription, dental, and vision coverage. Coverage becomes effective the first of the month following 60 days from hire date. Cost of this insurance plan is $ per month Life insurance provider is Sun Life Financial. County pays for a $10,000 policy. Extra coverage is available at the employees cost
