3 OBJECTIVES to assist the municipality of Ancona in the formulation of its LAP and support its needs for process start up and development. to identify challenges, key approaches and strategic addresses to be adopted locally for the coming adaptation process. to pave the way to a step-by-step comprehensive, science-based process tailored to the future local needs.

8 TASKS (I) Review the previous steps POLITICAL BACKING Verify that political backing is still strong The political backing could change during time for several reasons. It is therefore necessary to verify if it is still as strong as in the initial phase. increase political commitment Verify the effective vertical and horizontal coordination Effective coordination is vital in order to deliver a successful LAP. Coordination is essential at various governance levels as well as between departments within the same level of government. Region, Province, Municipality Different municipal offices

9 TASKS (II) Review the previous steps MANAGERIAL COMMITMENT Identify the lack of appropriate skills in the TWG Adaptation is a new topic at local level and for this reason local communities generally lack of technical expertise in this field. i.e.: climate change impacts expertise, climate change impacts modeling, etc. cultural heritage coastal erosion Strengthen/complete the TWG It is vital making sure that before the planning step the Working Team has been adequately strengthened. Where needed, the Working Group may include not only in-house experts, but also external experts in climate change adaptation. external experts

11 TASKS (IV) Define the future steps PLANNING Focus on the problems that LAP is designed to solve Set the vision, guiding principles, strategic direction and objectives Once identified risks and opportunities that climate change will pose to the local community, and therefore the problems that the LAP is designed to solve, it will be possible to establish a strategic direction, define Governance Knowledge Sustainability guiding principles and set the objectives. Set the quantitative and qualitative short, medium and long-term targets Identify potential adaptation actions A candidate list of possible adaptation options is required. n. 11 adaptation actions to be programmed n. 14 adaptation actions scheduled Define criteria and explore financial resources Criteria will help guide the selection and prioritization of specific actions Assess, select and prioritize adaptation options ADOPT THE PLAN

12 TASKS (V) Define the future steps DEFINE THE IMPLEMENTATION SYSTEM Design the implementation Plan The implementation will be drawn on the basis of a variety of existing and new tools. In this phase it may be important to involve all those who will likely be responsible for implementation of the Plan. Possible responsible for the implementation i.e. legislative, regulatory and/or fiscal tools. Allocate the implementation tools Identify drivers and constraints Secure the financial resources It is essential to agree the resources that will be made available to implement the action Plan. Securing Economic resources identified for some continued support over time will be a critical element actions of implementation.

13 TASKS (VI) Define the future steps DEFINE THE MONITORING, EVALUATION AND REVIEW SYSTEM Design of a monitoring, evaluation and reporting framework The purpose of monitoring, evaluating and reviewing the Plan is to determine whether the project delivers the intended benefits and/or creates negative impacts. Define key indicators Periodically review the basic assumptions Review the basic assumptions will allow to keep up to date with climatic, scientific and technological developments. Update the Plan To be continually effective the Plan will need to evolve with changing internal and external circumstances and as such it should be approached as a continuous improvement process.

14 STAKEHOLDERS ENGAGEMENT Involve the main local stakeholders Stakeholders are central to the adaptation process and regional and municipal representatives each phase involves different stakeholders in a number representatives of highways companies of ways. representatives of cultural heritage authorities local community (i.e. competition for schools) Stakeholders selected from the vulnerable sectors should be part of the LAB, the body in charge of defining the LAP. TASKS (VII) Define the future steps A Local Capacity Building is aimed at facilitating knowledge and skills transfer to the whole Board. Establish the Local Adaptation Board (LAB) 12 members Organize the Local Capacity Building 2 meetings + interviews one-to-one LAB + methodological support ISPRA Share the direction and the needs of the community Agree a preferred short list of adaptation options Share the Draft of the LAP

15 TASKS (VIII) Define the future steps MAINSTREAMING Identify key actors for mainstreaming adaptation into sectoral policies Mainstreaming refers to the integration of adaptation objectives, principles, strategies, policies and measures Analysis of current policies and planning so that they become a critical component of existing initiatives policies, processes, planning, policy-making, etc. Establish tools and strategies for the integration of adaptation into existing and future strategies, plans, policies and programmes Mainstreaming will allow to consider adaptation as an integral part of sectoral policies and planning and not as a separate topic.

16 TASKS (IX) Define the future steps COMMUNICATION & DISSEMINATION Design the communication and dissemination strategy and plan A communication and dissemination Plan should allow to pave the way towards a successful adaptation process. International meetings, social networks, website, leaflets, notice boards, newsletter Communicate your commitment to an ongoing adaptation effort Launch the LAP and share the results with the community Sharing the results publicly will help the community see that the actions are achieving the desired results. Disseminate the story and lesson learned through a faster, complete and easy exchange and dissemination of information Disseminating the story of the experience and lessons learned through a faster, complete and easy exchange and dissemination of information will provide evidence that the actions deserve funding and political and political support form other levels of government
