1 Small Arms and Light Weapons Project Coordinator The World Customs Organization (WCO) is an intergovernmental organization, established in 1952, and focused on Customs matters. With its worldwide membership, the WCO is now recognized as the voice of the global Customs community. It is particularly noted for its work in areas covering the development of global standards, the simplification and harmonization of Customs procedures, trade supply chain security, the facilitation of international trade, the enhancement of Customs enforcement and compliance activities, anti-counterfeiting and piracy initiatives, public-private partnerships, integrity promotion, and sustainable global Customs capacity building programs. Conflict around the globe have fueled violent extremism and led to a dramatic increase in the number of terrorist attacks. Maintaining border security has become a significant challenge for Customs administrations in response to this global concern. The objectives of the Small Arms and Light Weapons (SALW) Project are envisioned to be achieved through: (i) (ii) (iii) (iv) (v) Raising awareness of the international regulation of SALW and the significant role of Customs in border control and countering illicit trade flows; The development of training materials and e-learning modules; The delivery of train-the-trainer and other technical trainings in risk management and inspection techniques on a sub-regional and national basis; The development of SALW seizure reporting on the CEN system; Fostering stakeholder relations; and

2 (vi) Ensuring that Customs work closely with Police to ensure Customs seizures are able to progress to successful prosecutions. 1. MAIN ACCOUNTABILITIES The Project Coordinator is responsible for delivering training, based on the WCO SALW Training package. He/She should be familiar with international firearms protocols and Customs best practices in relation to the detection, seizure, storage and safe handling of firearms and ammunitions. The post is based in Brussels, however frequent travel to the Middle East and North Africa will be required, to deliver training and to advocate on behalf of the Project. Under the supervision of the Security Programme Manager, the SALW Project Coordinator will assist in the achievement of project outcomes through: (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) (x) Organizing and delivering SALW workshops in the target countries in Middle East and North Africa; Producing written tools and instruments and update and enhance the WCO SALW training materials; Coordinating with the project partners (Small Arms Survey, INTERPOL, and League of Arab States); Provide progress reports on the activities of the Project; Participating in-all-of government events hosted by Small Arms Survey or League of Arab States to deliver awareness trainings in relation to the role of Customs in deterring the trafficking of SALW; The delivery of train-the-trainer and other technical trainings at the subregional and national level in relation to inspection techniques, risk management and analysis; Providing technical advice to Customs Administrations; Providing regular reporting on project activities; Representing the WCO at various forums and international SALW meeting; and Other project-related duties as may be assigned by the supervisor.

3 2. EDUCATION University Bachelor degree or higher, in a relevant field of study or an equivalent combination of education, skills and experience. 3. EXPERIENCE A minimum of 10 years Customs experience in one or more of the following field: - Countering the illicit trafficking of Small Arms and Light Weapons; - Customs control and law enforcement related issues; and - Delivering capacity building projects in the area of border security. 4. LANGUAGES Fluency in English. Good knowledge of French and/or Arabic would be an asset; 5. COMPETENCIES Strong written and oral communication skills, including an ability to engage, influence and persuade at senior levels; Strong interpersonal skills and ability to work in a team, in an multi-cultural environment and with wide variety of stakeholders; and Being a good organizer and have good networking, negotiation and presentation skills. 6. CONTRACT AND CONDITIONS Staff member under short-term contract up to 2 years; Probationary period: 6 months; Full-time employment (37 hours and 40 minutes weekly) at the WCO Headquarters in Brussels, Belgium; 30 days of annual paid leave; Frequent travel required to beneficiary countries; Starting salary commensurate to experience and up to 6,500 EUR/month allinclusive (remuneration exempted from income tax in Belgium); and Compulsory WCO basic health insurance for the staff member and deducted from the salary (around 65 EUR/month).

4 This position is subject to the Manual for short-term contractors. The successful applicant shall not acquire the right subsequently to occupy a permanent post within the WCO. The successful applicant will not be affiliated to any retirement fund or pension scheme taken by the WCO. 7.
