1 Department: Job Title: ESPO Category Manager (generic) Grade: 12 Post Number: Service/Section: Base/Location: Responsible To: Responsible For: Key Relationships/ Liaison with: Procurement & Compliance / Commercial ESPO, Barnsdale Way, Grove Park, Enderby, Leicester, LE19 1ES Procurement Service Managers Senior Procurement Officers, Procurement Officers, Assistant and Trainee Procurement Officers, Contract Support Officers, Administrators (as directed) Procurement teams, Commercial team, Practice Manager, Catalogue Content & Production team, Business Development and Account Management teams, Finance, Communications, Sales and Marketing, suppliers, customers, ESPO Members, collaborative partners Job Purpose To take responsibility for a category area or areas, managing a programme of category related procurement activities, a small team of procurement staff and acting as the go-to point of knowledge and expertise for colleagues, customers and suppliers for all relevant products and services within the category/ies. Main Duties and Responsibilities Managing a dedicated category/categories Take responsibility for a portfolio of framework agreements relevant to the category area/s, ensuring they are managed, publicised, marketed, and that usage is monitored to achieve targeted income. Manage the category s work plan, monitoring staff utilisation and progress made. Support the Procurement Service Manager by creating strategies for development of the category/ies, managing development and implementation of a range of products and services ensuring these contribute towards business growth, financial targets, cost savings and provide fit for purpose solutions for customers as well as managing risk exposure e.g. commissioning of new frameworks, assessing new product offerings, identifying gaps in market (research customer and supplier views), reviewing framework viability, responding to government initiatives, national and regional agendas etc. Develop and maintain a level of expertise in key category areas and be the facilitator of knowledge for the team for these areas, including undertaking market knowledge/research, advising on relevant regulations, changes and new products, developments and/or innovations. Representing ESPO (and collaborative partners where relevant) on key category areas, e.g. customer and supplier forums, collaborative working groups etc where appropriate. 1 of 6

2 Main Duties and Responsibilities Managing a Programme of Work Ensure that team members carry out their duties in an effective and professional manner and that all procurement and contract (including legal aspects in consultation with the Commercial Solicitor) activities comply with the organisation s processes, procedures, UK and EU procurement regulations. Undertake or manage procurement projects from initial idea through to award and ongoing contract management, including (as required) those of a high profile, high value and potentially politically sensitive nature. Such projects may include frameworks and contracts of all types, as well as bespoke procurements for clients, and includes the production of all associated procurement documents, contracts, reports and correspondence. Develop marketing plans and support the development of marketing strategies in conjunction with the Sales, Marketing and Communications Teams and other third parties (as required) to market ESPO frameworks to potential customers. Managing Customer & Supplier Relationships Develop and maintain relationships with key suppliers and customers, proactively developing these relationships to maximise market expertise, to provide market intelligence to colleagues and customers and to maximise performance across ESPO s frameworks and contracts. To monitor and manage ESPO s supply chains (including but not limited to contractual SLAs and KPIs, and performance dashboards) to ensure consistent good performance and that best value is secured for the customer (including price negotiations), and ESPO can maintain its competitive position within the marketplace. Represent the organisation (as required) when working with external bodies, agencies and other stakeholder groups, locally, regionally or nationally. Where appropriate promote ESPO s reputation, expertise and know-how to lead on national or regional procurement and/or contract management opportunities and to form strong working relationships to develop fit for purpose solutions for customers. Managing a category team Take overall responsibility for the day-to day supervision of a small team of procurement staff to ensure procurement projects are delivered on time and to plan. Review, challenge, feedback and coach procurement staff on tasks carried out, e.g. production of procurement documents and presentations at gateway reviews to ensure that they represent the best proposal; balancing customer needs, commercial drivers and compliance. Promote good performance within teams and individuals, including monitoring, reviewing and reporting on individual performance and supporting staff development. Identifying and addressing gaps in resources or skills. Provide the best possible support and advice to colleagues and customers, fostering knowledge sharing and a positive attitude to team work. Take responsibility for HR and line management duties including s, annual performance reviews and all associated HR tasks in line with the organisation s policies and procedures. 4 Department: Job Title: ESPO Category Manager Grade: 12 Post Number: Service/Section: Procurement & Compliance / Commercial Qualifications Degree or equivalent qualification or equivalent demonstrable experience Member of the Chartered Institute of Purchasing & Supply (or committed to working towards achieving) or other professional body Experience Experience of procurement at an influential level in a medium/large complex organisation Extensive experience in purchasing, procurement and supply procedures and processes, including sourcing, tendering, evaluation techniques etc Proven track record in conducting and managing procurement processes, influencing the process to best meet objectives whilst seeking innovation, making savings and delivering value for money Proven track record of managing a varied workload, completing projects on time and delivering high performance Able to analyse complex issues quickly and respond, providing advice in a clear, concise and impartial manner Negotiating and influencing a range of stakeholders including customers, suppliers and collaborative working partners building relationships to achieve results erpretation and manipulation of contract and performance data, to contribute to financial and other business reports Contributing to and supporting continuous professional development, seeking to review and improve process to deliver efficiency Category specific matters e.g. energy, food, commissioning, fleet etc Essential Desirable How assessed App App Page 4 of 6

5 Skills Ability to communicate with a range of customers, suppliers and colleagues at all levels, using written and verbal means, including making presentations Takes responsibility for organising own work, in order to achieve objectives in order of priority Manages time effectively to ensure tasks are completed and deadlines are met, for themselves and any staff for which they have supervisory responsibility Ability to apply the EU procurement regulations to a range of markets and commercial situations to ensure compliance whilst achieving the optimum outcome for the organisation and its customers Understanding risk and means of mitigating risk, in a procurement environment Understanding and interpreting the commercial and legal aspects of contracts and negotiating complex contracts Competent in the use of Microsoft Outlook, Word, Excel and PowerPoint and willingness to learn to use any in-house software or systems Knowledge Awareness and understanding of financial reports and forecasts for the purposes of monitoring performance Sound knowledge of procurement processes and the EU procurement legislation, sufficient to advise colleagues, customers and suppliers Knowledge of the local government environment and landscape Ability to manage a range of products and/or services, frameworks, contracts, etc. to achieve best value, and produce performance information.
