1 Job Title: Manager on Education and Youth Directorate: Programme Job Family: Programme Development Reports to: Head of International Programming Location: International hub Grade: CRB Required: NA: Standard: Enhanced: AAI Grade E (base salary 45, 489) UK Equivalent Band 6 Direct Reports: Role Overview: Manages 2 programme coordinators and one administrator Job Role Providing strategic leadership for the development and design of highimpact rights-based programming on AAI s global strategy objective 3, encompassing education and youth. Convening one or more agency-wide project teams that will deliver coordinated multi-country programmes linking local, national and international work and generating innovative alternatives to conventional approaches. Establishing AAI as one of the leading NGOs globally on education and youth work, and attracting significant external funding to further scale up our work in these areas. Ensuring a strong external-facing engagement in key international fora, acting as senior spokesperson on education and youth and promoting innovative work on alternatives. Accountabilities Key Accountabilities / Responsibilities: Strategic/ Functional Leadership Key Activities Provide strategic leadership to the work on education and youth in line with our People s Action strategy, connecting local, national and international work into a coherent and cutting edge rights based programme. Connect work on Objective 3 with work on other strategic objectives to ensure that we are building links and looking at the inter-relationships between different areas of our work Act as the organisation s senior spokesperson on education and youth and lead strategic outreach to high level staff of relevant UN agencies, donors, foundations, influential journalists and academics as well as building key regional and global alliances etc Provide strategic leadership in ensuring rigorous and creative policy & research analysis, Spearhead the development of new position papers, briefings, practical resources and frameworks as

2 needed. Participate as a key resource person in any relevant multi-country campaigns Lead the development of work on alternatives on Objective 3 as outlined in the People s Action strategy Capacity Building People Management Planning / Communication Promote effective capacity building across the community of practice working on education and youth in close coordination with the wider HRBA capacity building project and the Directorate on Institutional and Staff Development ensuring that we connect up with capacity building of frontline staff Oversee the development of practical resources on education and youth that link to wider HRBA capacity building Ensure participatory methodologies, particularly the Reflect approach, are harmonised with work on other strategic objectives and are used effectively Promote exchanges / links / accompaniment programmes / peer reviews and other mutual support systems for the community of practice on education and youth Ensure high quality performance management for direct line reports, regular appraisals, effective work-planning and harmonisation of work Convene and provide professional advice and support to the wider community of practice working on education and youth across ActionAid Create and support effective systems of horizontal working. Develop an effective monitoring framework for tracking progress towards key change promise 5 and 6 (in close coordination with Organisational Effectiveness Directorate) and for popularising the use of monitoring frameworks and tools Produce (in a collaborative way with the wider community of practice) annual plans that harmonise efforts towards delivering on the key change promises. Ensure quality input on education and youth work to country strategy papers / reviews and other relevant strategic documents. Ensure critical lessons are learnt from local and national practice and that these can be widely shared / communicated internally and externally Work with IASL to establish systems to share internal and external learning on education and youth work Oversee the presentation of ActionAid s work on education and youth work on the public website Identify situations where particular AA members are working outside the agreed strategic framework, where there may be risks associated with contradictory positions or actions, and seek to

3 resolve potential conflicts, where needed with country coordination directorate. Operations & Finance Ensure a well-planned and successful fundraising strategy for this portfolio resulting in significant budget relief for the Secretariat and countries. Manage planning, allocation, disbursement and reporting of budgets for multi-country projects as necessary. Specifically monitor relevant calls for development partner and donor funded projects and coordinate project proposal writing and fundraising initiatives at national, regional and international level. Comprehensive understanding of rights-based approaches to education and youth programming, and ways of linking programme practice to policy and campaigning work. Strategic thinker and innovator, able to spot trends and opportunities before others and translate these into practical interventions Experience in international programme design, project cycle, development & implementation. Excellent advocacy and networking skills and connections at international or regional level for advancing AAI s influencing agenda and public profile on education and youth issues. Dynamic, participatory leadership style with superb negotiating and influencing skills, with proven ability to negotiate among stakeholders

4 Desirable Knowledge and Experience with strongly diverging interests to get results without line management authority. Exceptional verbal and written communication skills in English, ability to persuade and motivate through communication. Able to manage others (often from a distance) to meet tight deadlines and multiple priorities; able to build and inspire high-performing multicultural teams. Successful track record of fundraising, including for influencing work as well as operational work.
