1 EAST SUSSEX FIRE AUTHORITY Job Description Work Designation: Resources / Treasurer Location: Shared HQ Job Title ITG Manager Rank or Grade: Job Family 7 (subject to Job Evaluation) Responsible To: Assistant Director Resources / Treasurer MAIN PURPOSE OF JOB To act as the strategic lead for information and technology vision and strategy development, governance and service delivery. The post holder will act as the key strategic Information Technology (IT) advisor to the organisation, leading the identification, development, delivery and management of IT services to meet the strategic and operational needs of the Authority. A key feature of the role will be to provide direction for and maintain oversight of the IT Governance team (ITG) responsible for the management and delivery of Value for Money, best practice, strategically aligned secure and architected IT services. This will include IT supply governance to include management of the managed IT service supplier to assure performance against agreed service levels and contractual obligations, together with the management of additional IT contracts. The post holder will also have responsibility for ensuring that Authority defines and embeds a rigorous information governance environment and practices. POSITION IN ORGANISATION 1. Specialist Relationships (External): All Contracted Suppliers Other Public Sector Organisations RESPONSIBILITIES AND DUTIES OF JOB 1. Strategic IT Leadership Establish and promote the vision for IT within the Service, and lead on the strategic development of IT services ensuring a coordinated and business led approach. Lead the further development and maintenance of the ESFRS 3-5 year IT Strategy and associated delivery roadmap. Act as a trusted IT business advisor and gatekeeper for the organisation; helping to identify and validate opportunities for continuous service improvement through the effective and efficient use of IT both within the organisation and where appropriate, with other public sector organisations. Lead and oversee the portfolio of IT programmes delivering the IT Strategy and coordinate IT activity across ESFRS, actively prioritising competing programmes and projects and brokering available resources effectively to drive greatest value. 2. IT and Information Governance Maintain internal responsibility for the development of fit for purpose, strategically aligned and secure IT services by the IT Managed Service Supplier and ensuring that best value, best practice service is delivered according to the agreed contract. Oversee the sourcing and management of the portfolio of IT suppliers for services outside of the main IT managed services contract. Maintain responsibility for the introduction of an enterprise architecture approach to IT service development. Establish a vision and architecture for Information Governance together with supporting information management processes to ensure effective, secure, and legal use of Service information. Support the Senior Information Risk Owner (SIRO) in managing the Authority s strategic information risks 3. Business Relationship Management Act as the strategic interface for the purpose of business and IT strategy development, business initiative identification, service management, contract management, risk management and business relationship management.

3 Lead business engagement with the Authority to identify strategic and operational requirements that require IT support. Allocate resources from the ITG team to contribute to the development of programme and project business cases that have an IT component. 4. ITG Team Management and Corporate Management Lead, develop and foster an environment in which ITG team members can develop the skills and knowledge required to promote and deliver IT service excellence and customer service. Oversee and lead the development and management of well-defined financial, contract, supplier, risk and service delivery processes and standard operating procedures to ensure the effective operation and audit of the ITG department and support future growth. Establish and oversee a rigorous approach to IT budget and annual planning. LIMIT OF AUTHORITY 1. Personnel: To lead interviews for staff for the Department with authority to make appointments To recommend disciplinary action but no authority to dismiss. 2. Financial: 25k sole responsibility. Advises and facilitates spend on a budget of 3m. NOTE: This job description sets out the duties of the post at the time it was drawn up. Essential 2 Degree in Computer Science, Engineering or Business Management.
