Primary Purpose Under the direction of the Assistant Superintendent of Business and Finance, the Director of Finance shall be administratively responsible to direct and manage the business operations of the district, including accounting, payroll, and accounts payable. Qualifications Education/Certification Bachelor s Degree in Accounting, Finance, or Business Related Field Public Funds Investment Act certification, preferred Master s Degree or CPA licensing preferred Special Knowledge/Skills Technical knowledge of school finance, state funding, budgeting, and related areas Knowledge of generally accepted accounting principles (GAAP) Excellent oral and written communication skills, and interpersonal skills Strong organizational skills Analytical and problem solving skills Proficient in use of personal computers and current software applications Working knowledge of TEA s Financial Accountability System Resource Guide Knowledge of governmental/fund accounting/federal programs Experience Minimum of five (5) years experience in managing finance/accounting activities of a school district or other governmental agency or business preferred Five (5) years supervisory experience preferred Such alternatives to the above qualifications as the administration may find appropriate and acceptable

Oversee District accounting functions to include: Payroll, Accounts Payable, General Ledger Accounting, and Campus Accounting. 2. Initiate accounting procedures to comply with district policies and procedures, and state and federal laws. 3. Supervise the preparation of District financial statements and reports. 4. Coordinate the successful completion of the annual financial audit. 5. Recommend internal controls for the general ledger of accounts access and security 6. Prepare beginning and end of year accounting entries according to Generally Accepted Accounting Procedures (GAAP) 7. Assume responsibility for fixed asset accounting and control procedures. 8. Prepare financial reports as required by the District. 9. Gather, record, and analyze statistical data for benchmarking and evaluation. 10. Provide financial reporting and programmatic support for all Federal/State programs 11. Interface with Technology Services to test, develop, implement, document, and provide suggestions for future software enhancements. 12. Plan and conduct needs assessments for improvement of district business operations. 13. Oversee the development of accounting procedures and grant manuals. 14. Serve as backup authorizer of purchase orders and transactions.

Analyze and evaluate campus and departmental compliance with district accounting and financial policies and procedures. School/Organizational Improvement 16. Interpret district policies and procedures, and state and federal laws for district staff. 17. Safeguard district assets from inappropriate use or loss through inquiry, observation, and/or reporting abuse 18. Prepare work papers and schedules for the district s external auditors and assist in the conduct of the annual financial audit 19. Promote a positive image that supports the mission of the school district. 20. Contribute to the recommendation of sound policies and procedures directed toward improving the finance department. Personnel Management 21. Assume responsibility for the supervision of finance department personnel as assigned. 22. Define job performance expectations of staff, evaluate job performance, conduct conferences to ensure the best operation of the department. 23. Make sound recommendations relative to personnel placement, transfers, retention, and dismissal within the finance department. Administration and Fiscal/Facilities Management 24. Demonstrate responsible fiscal control over assigned budgets. 25. Provide monthly financial statements providing an accurate financial account of the district. 26. Coordinate collecting and depositing of the district s revenues. Student Management 27. Demonstrate support for the district s student management system and expected student behavior related to financial aspects of the district. School Community Relations 28. Emphasize and nurture two-way communication between the school and community. 29. Participate in community activities which foster rapport and mutual respect between the district and the community

Develop, use, and evaluate ideas and/or innovative approaches to improve jo performance. 32.
