No. 20, Palanpur , Gujarat invites sealed bids from reputed eligible contractors for the following works for 2 LLPD capacity milk chilling centre at Radhanpur, Dist: Banaskantha, Gujarat on turnkey basis. 7 1. Eligibility and Qualification requirements: The bidders must meet the following minimum qualification criteria: This is turnkey job including civil work as well as mechanical & electrical work. Bidder can quote either by its own for entire scope of work or collaborate with other agency for Civil/Mechanical work. [A] Eligibility and qualification requirements if bidder is going to bid complete scope by their own (Without any collaboration with either Civil or Mechanical agency): Bidder can participate for entire scope of work including civil and Mechanical work. Bidders annual financial turnover in each of the last three financial years ending March 31, 2017 shall not be less than 1300 Lakhs. The bidder, in the same name, style, during the last five financial years must have successfully designed, supplied, installed and commissioned number of contract(s) of similar nature including civil and Mechanical work each having value as mentioned below: One contract costing not less than 1300 Lakhs. OR Two contracts each costing not less than 780 Lakhs. OR Three contracts each costing not less than 520 Lakhs. Bidders must submit completion certificate along with copy of PO towards proof of their eligibility and qualification requirements. Where the works are executed for private company the bidder/s, in support of their eligibility should submit the copy of the relevant TDS certificate received from their clients for the works. Bidders shall submit the certified copy of the Annual report for the previous completed three years (audited balance sheet and profit & loss account) along with their PAN and GSTN registration Number. [B] Eligibility and qualification requirements if bidder is going to bid complete scope by having collaboration with either civil or Mechanical agency: Either civil contractor as principle bidder can collaborate with mechanical agency and participate for bidding with their name as a principle bidder or

8 Mechanical contractor as principle bidder can collaborate with civil agency and participate for bidding with their name as principle bidder. In either case mechanical agency and civil agency must have following eligibility criteria. Eligibility criteria for Mechanical agency Mechanical agency s annual financial turnover in each of the last three financial years ending March 31, 2017 shall not be less than 450 Lakhs. Mechanical agency, in the same name, style, during the last five financial years must have successfully designed, supplied, installed and commissioned number of contract(s) of similar nature each having value as mentioned below: One contract costing not less than 450 Lakhs OR Two contracts each costing not less than 270 Lakhs. OR Three contracts each costing not less than 180 Lakhs. Mechanical agency must submit completion certificate along with copy of PO towards proof of their eligibility and qualification requirements. Where the works are executed for private company the mechanical agency, in support of their eligibility should submit the copy of the relevant TDS certificate received from their clients for the works. Mechanical agency shall submit the certified copy of the Annual report for the previous completed three years (audited balance sheet and profit & loss account) along with their PAN and GSTN registration Number. Eligibility criteria for Civil agency Civil agency shall be in business as a civil works contractor for a minimum period of five years and shall possess class A or equivalent registration certificate of state Government or CPWD or should have executed similar nature of work with organization such as NDDB. To be eligible for the award of the Contracts, Civil agency shall provide evidence satisfactory to Banas Dairy of their eligibility and of their capacity

9 and adequacy of resources to carry out the contract effectively. To this end all the bids submitted shall include the following information: (a) (b) (c) (d) (e) Copies of original documents defining the constituting or the legal status, place of registration and the principal place of the business of the company or firm or partnership or if a joint venture, of each party thereto constituting the bidder; Power of attorney or a true copy thereof duly attested by a Gazetted officer in case an authorized representative has signed the bid. Sales tax/vat clearance certificate up to march 2017 in original or true copies duly attested by a gazetted officer. Major items of constructional plant proposed for use in carrying out the contract in the given format and the qualifications and experience of key personnel proposed for administration and the execution of the contract, both on and off site, in the given format in this bidding document. Statement of the arbitration / disputes in which the bidder is involved as prescribed in the this bidding document. For the purpose of this particular contract civil agency shall meet the following qualifying criteria as minimum. a) Civil agency should be in business as civil & structural works for the minimum period of five years as on 31 st March 2017 in the same name and style and preferably should have performed projects with high finished architectural finishes. b) Civil agency annual financial turnover in the same name and style during in each of the last three years shall not be less than 850 Lakhs c) Civil agency in the same name & style shall have successfully executed/ completed contracts of similar nature during the last five years ending last day of the month previous to the month in which bid is opened, either of the following:- One contract/work of similar nature costing not less than 850 Lakhs. OR Two contract/works of similar nature each costing not less than 510 Lakhs OR Three contracts each costing not less than 340 Lakhs.

10 d) In addition to above following documents /information should also be submitted along with bid by civil agency for evaluation /determination of their eligibility: Civil agency shall furnish a copy of the Income Tax returns and the Income tax clearance certificate for the three previous years, in original or certified true copies along with PAN for income tax purpose.. Solvency certificate for at least 30% of the estimated cost of the work in the financial year in which the being opened. Copy of the TDS certificate issued by clients to substantiate the claim for the value of works executed in the private sector. GSTN registration e) Even though the civil agency meet the specified criteria, it may be disqualified if it has: Made untrue or false declaration in the forms, statements and attachments submitted in the proof of their qualification and/or Record of poor performance such as abandoning the works, not properly completing the contracts, inordinate delays in completion or financial failure etc. If the civil agency is overbooked beyond his capacity to execute the work as per the required schedules. For collobration/joint venture both agency has to execute an agreement for formation of collobtration/joint venture mentioning all relevant details. Copy of such agreement shall be provided along with other elegibility crieteria. The I/c Managing Director, Banas Dairy, Palanpur reserves all rights to accept or reject any or all tenders without assigning any reasons in case of any dispute. Decision of Managing Director, Banas Dairy, Palanpur shall be final and binding to all the bidders.

Purchase of bidding Document: Interested eligible bidders may obtain further information from Banaskantha District Co-operative milk Producers Union Limited, Banas Dairy, Palanpur, Distt: Banaskantha, Gujarat. Interested bidders can purchase the bidding documents either in person or by written request in their letter heads along with non refundable tender fee of Rs for tender as specified above. Bidding document may be purchased by any interested eligible bidder on payment of non refundable tender fee plus 250 towards the inland courier charges for domestic courier, if required by post, by a crossed demand draft in favour of Banaskantha District Co operative milk Producers union Limited payable at Palanpur by person between hours on any working day with in tender sale period specified above. Banas Dairy may not be responsible for any delay in receipt of the bidding document sent by post. Bidding document may also be purchased by any interested eligible bidder on payment of non refundable tender fee plus 250 towards the inland courier charges for domestic courier, if required by post, by online payment through RTGS to beneficiary as per below mentioned details. Bid Security / Earnest Money Deposit (EMD) All bids must be accompanied by bid security (EMD) of Rs Lakhs and the same should be in the form specified in the bidding document & incorporated in the technical bid (cover I). Bids not accompanied with EMD, shall be summarily rejected. 5. Opening of Bids This is a two stage bid. All the bidders shall submit the bids in cover I Technical bid and Cover II- Price Bid. The technical bid (Cover I) shall contain all the details except for the price. After evaluation of technical bids

12 and confirming the requirements, the eligible bidders shall be notified the option of revising the price bid. Only technical bids shall be opened initially on the date and time specified above in the presence of representatives of interested bidders. The date and time of opening of the price bid (Cover II) & its revision, if any shall be communicated later to all eligible bidders. 6.
