Placement, job analysis and evaluation, salaries, fringe benefits, maintenance of morale, collective bargaining, and student performance are addressed. 2 Course Objectives: The students in this class will be able to: To identify the major human resources issues facing educational administrators in our contemporary society, To develop the ability to analyze issues confronting educational administrators from a human resources perspective, To develop a professional approach to solving problems and confronting issues in the practice of human resources leadership. Required Text: Rebore, R. (2010). Human Resources Administration in Education: A Management Approach (9th edition). Upper Saddle River, NJ: Prentice Hall. Student Learner Outcomes: Upon completion of the course, students will be able to: Understand, interpret, and apply legal principles governing teacher-employer relations regarding contracts, assignments and reassignments, extra duties, demotions, termination, leaves of absences, academic freedom, labor relations, and tort and negligence liability; Understand legal principles governing teacher and student rights; Identify sections of the Texas Education Code and Local School Board Policy Manual that are applicable to situations involving specific teacher and student rights; Identify and interpret constitutional provisions, statutory laws, court decisions, and regulations relating to public school personnel and student legal issues; Understand and apply appropriate legal and administrative procedures regarding personnel conduct, grievance hearings, interviewing and selecting school personnel; Develop foundations relative to the establishment of legally defensible personnel policies and procedures in educational institutions at various levels; and Examine legally and educationally sound methods of effective recruitment, selection, assignment, and evaluation of personnel (including all teaching and auxiliary personnel). Prerequisites of the Course: Admission to graduate program in educational administration; Effective writing skills with control of grammar, punctuation, sentence structure, spelling and word choice; A command of communication skills which permit discussions which are clear and precise; Evidence of class preparation which permits active participation during class discussions and postings; and Research skills that enable preparation and scholarly reporting for class sessions. Technology Note: Given the nature and logistics of the course I expect you to have reliable access to a computer to access the Internet and to utilize Blackboard throughout the duration of this course. Computers are available on-campus and you may use them if you do not have access otherwise. My role in this course is to facilitate your understanding of the personnel administration functions. I will do this by responding to your questions by and by posting additional or instructive readings relative to course content. You will note below that I have provided a calendar for the term. Web-based instruction has the benefit of offering you the freedom to do your work at your convenience. This freedom can sometimes be a liability. I suggest that you stay on a schedule of completing work each week and when possible move ahead. There will be times when your life and your family s events will conflict with the schedule. This type of challenge is normal and will continue to be a challenge as you assume leadership positions in schools. Also, there will be times when technology is undependable. Again, a normal expectation! So, please plan ahead on all deadlines just in case there is a problem with technology. 4 Performance Evidence This online course will be administered through readings, instructor s notes, practical exercises, on-line resources, written assignments (assignments). Students will be required to complete assignments and submit them in a timely fashion. Assignments are designed to demonstrate the student s competency of the learner outcomes. Chapter postings are designed to encourage reflection. The product (written assignments) will provide the instructor evident of mastery of each course expected outcome. Methods of Evaluation and Grading Procedures: Instructional Strategies and Methods This online course contains multiple assignments. Each assignment is identified with a specific reading assignment and written reflection from the required text. Assignments must be completed by the due date. Assignments must be ed or mailed directly to the instructor. Course Requirements Students are expected to complete each assignment by the designated time and the instructor, via Blackboard Messages. The work should be attached to the . If a student is having difficulty completing the assignment by the due date, the professor should be contacted prior to the due date of the respected assignment. Failure to contact the professor could result in failure of the assignment and ultimately failure of the course. Assignment 1: Transmittal Letter, Professional Resume and Marketing Portfolio: Students will construct a targeted cover letter, a professional resume, and a quantifiable portfolio showcasing personal and professional talents, skills, and achievements etc. for future use in applying for leadership positions. (100 points) Assignment 2: Creation of a Human Resource Office Plan: Students will create an organizational handbook that addresses the most important aspects of a HR Office. This handbook should include at least two areas of EVERY CHAPTER IN THE REQUIRED TEXTBOOK. Examples could be : hiring/firing practices, grievance policies, staff required trainings, information on workers compensation, and many other aspects of a human resource office. The instructor will provide more information on the required elements of this assignment. (200 points) Assignment 3: Case Study Analysis/Reflection/Report: each student is required to select and seek instructor approval of a personnel litigation topic and prepare a scholarly paper. The paper should be at least 5 pages in length (not including the bibliography), and presented in APA format. Specifically, the paper should address the following: The litigants: identify plaintiff and defendant; dates, and key case particulars; Facts of the case; Major arguments of the plaintiff and defendant; Who prevailed or won the case and why; EDAD 5351: Staff and Pupil Personnel Administration Fall, 2011[Type text] Page 4

5 Rationale for decision; and Implications for and impact of the case on current local administrative policy, procedures, and practice; and relevance of, utilization of, and applicability of case to student s current job responsibilities. (200 points) Assignment 4: Chapter Reflections: Students will respond to questions posted by the instructor from the required textbook.
