It will be updated and amended from time to time in accordance with the changing needs of the council and the requirements of the job. Successful candidates will be required to undertake CTC/SClevel security clearance if they do not possess this already. PURPOSE OF ROLE: The education sector has a vital role to play in responding to all forms of extremism leading to terrorism, including both Islamist and far right threats. The national Prevent Strategy is part of the Governments Counter Terrorism Strategy. This aims to stop individuals from becoming terrorists or supporting terrorism by safeguarding and educating young people, parents and communities around the dangers of the radicalisation process. This high profile role will be responsible for supporting schools across all key stages and educational personnel within the local area to delivery Prevent activity. The post holder will be responsible for leading on the engagement with schools and other education providers including Early years providers and out of school education settings. The post holder is expected to have sight on the further education sector where required and liaise closely with the Prevent HE/FE Coordinator. The post holder will identify vulnerabilities and risk, deliver training and capacity building, and build and maintain a network of contacts within Ealing to advance Prevent activity, including working with council departments, local partners including the police, Ofsted, Home Office and the Department for Education.

2 KEY ACCOUNTABILITIES: Support the Ealing Prevent Partnership to identify vulnerabilities and risks around radicalisation within education settings developing actions to mitigate identified risks. Contribute to Ealing s Prevent Partnership Delivery plan with specific responsibility for coordinating objectives aimed within the education sectors. Provide advice and support to schools on their compliance with the Prevent statutory duty by taking a whole school approach. Responsible for developing relationships with key partner organisations to allow Prevent priorities for be delivered in schools and other education settings. For example, police, Prevent HE/FE Coordinators, probation, prison and local authorities and community groups. Support and develop guidance for educational establishments to review their existing safeguarding systems, procedures, policies and practices in relation to identifying and responding to risks around radicalisation, including identifying and responding to areas for development. Lead on commissioning as agreed by the Prevent Coordinator for project bids linked to Prevent education outcomes. Contract manages providers that are commissioned to deliver education Prevent projects. Assist education settings in delivering effective, age-appropriate lessons and school assemblies on tackling radicalisation and implementing British values as part of their curriculum and other school programmes including community safety, online safety, safeguarding, PSHE or citizenship programme. Lead on the design, delivery and evaluation of a communications and training strategy to education staff including the roll out of Home Office WRAP training enabling frontline education professionals to have a better understanding and respond to children and young people at risk of radicalisation and extremism Maintain and further develop the ARISE (Anti-Radicalisation In Schools for Ealing) network to share good practice and cultivate a culture of strong peer support in identifying and responding in implementing the Statutory Prevent Duty in respect to safeguarding and the curriculum. Update and maintain the Prevent Education toolkit in consultation with ARISE member schools and develop a version in consultation with representatives from out of education settings. Create and identify potential resources that could be shared across Ealing Grid for Learning and the DfE Educate Against Hate Website. Keep informed and disseminate information on national developments in relation to Prevent across education settings. Provide advice and guidance to professionals in education settings on referrals pathways when vulnerable children and young people are at risk of radicalisation. Support Ealing s Prevent and Channel Team with referrals from education settings ensuring that information sharing between agencies is managed according to the Council s information sharing and data protection policies. Present progress of Prevent delivery within education establishments to the Home Office and Department for Education and Prevent partners when required.

3 Attend Ealing s Prevent, Home Office and DfE meetings when required. Provide regular monitoring reports to the Home Office Support the Prevent Team on delivering the borough wide Prevent delivery programme. Undertake ad hoc duties as agreed by the Prevent coordinator. Work when reasonably required, outside of normal office hours, most particularly in the evening. Comply with duties with regard in respect to the Council Equal Opportunities Policy. KEY PERFORMANCE INDICATORS: WRAP training delivered to all Ealing Secondary and Primary schools. Identify and map out of education settings and provide risk assessments to Ealing Council Bespoke Prevent training package developed for education settings. Update Prevent Webpage on Ealing Grid for Learning Prevent Education Toolkit updated and refreshed on Ealing Grid for Learning and DfE Educate Against Website. Maintain and develop ARISE network of schools Develop a network and resources for out of education settings Maintain and develop the ARISE Quality Assurance Framework KEY RELATIONSHIPS (INTERNAL AND EXTERNAL): Schools School Effectiveness, including Extended Services, Workforce Development & Governance LB Ealing Early Years Service LB Ealing Safer Communities Higher and Further Education settings Probation Home Office Department for Education AUTHORITY LEVEL (PEOPLE, POLICY, FINANCIAL): Post holder will be responsible for a small budget for Prevent Education projects.

Knowledge of the current Ofsted Framework in relation to safeguarding and Prevent.** Skills & Abilities 5. Ability to plan and organise work streams by identifying and assessing risks, manage change and make long term plans including delivering and evaluating effective training & development opportunities to a wide range of audiences, also being able to prioritise and manage workloads and competing priorities.** 6. Excellent communication and persuasion skills with the ability to sell ideas and concepts and articulate a shared vision across a range of stakeholders from statutory partners to local community based education settings and negotiate effectively to achieve successful outcomes.** 7. Experience of supporting professionals working with children and young people around sensitive and contentious issues that affect their safety and well-being 14.
