PACKAGE DETAILS Package Name Project management and construction management services Location North-northwest of the Oakey township in southeast Queensland Key Dates Activity Estimated Dates Expression of Interest publish date 19 June 2015 Expression of Interest close date 3 July 2015 Proposed commencement of works Q Proposed completion of works Q PROJECT BACKGROUND New Acland Coal Pty Ltd, a subsidiary of New Hope Group (NHG), currently operate the existing New Acland open cut coal mine which is situated north-northwest of the Oakey Township in southeast Queensland s Darling Downs region. The Mine produces 5.2 million tonnes per annum and has reserves that will allow current operations to continue until approximately The New Acland Coal Mine Stage 3 Project (NAC03) will extend the Mine s operating life to approximately 2029 with approval for an annual output up to 7.5 million tonnes per annum. Works will include: Coal Handling and Preparation Plant; Materials Handling Facility; Optional Overland Conveyor; Train Load-out and Rail spur and loop; and Civil works and offsite infrastructure. 3. OVERVIEW OF WORKS NHG wish to call for expressions of interest (EOI) from suitably experienced, qualified and specialised organisations for the provision of project management and construction management services. The Project Management Consultant (PMC) scope shall include planning, procedural development, contract administration, project management, project controls, construction management, quality assurance and commissioning services associated with the readiness phase and the construction phase of the project. The PMC will also be required to provide input into any ongoing procurement activities however procurement will reside largely with NHG. The PMC will become an integrated part of the owners team providing the below key services for the project: Health and Safety Management; Contract Administration; Project Controls; Risk Management; Quality Management; Construction Management; Commissioning; and Associated support services and administration. The PMC will be managing works regulated by different legislations, including: Coal Mining Safety and Health Act 1999; Transport (Rail Safety) Act 2010; and Work Health and Safety Act The PMC may be required to hold statutory positions under the relevant legislation. The PMC will integrate, develop and implement the below plans, processes and systems for the project: Construction Health & Safety Management Plan (CH&S MP); Project Controls Plan; Contract Administration Plan; Quality Management Plan (QMP); Document Control Plan; Human Resources Management Strategy and Plan (HRMSP); Engineering Interface Management Plan; Construction Management Plan (includes Traffic Management Plan); and Commissioning Plan. 5 6. PRE-QUALIFICATION PROCESS The objective of NHG is that the culture of our sites delivers safe, compliant and reliable operations. The project and existing operations rely on the ongoing capability, performance and commitment of our suppliers, contractors and partners whose values are ideally closely aligned to those of NHG. To support this objective it is a procedural requirement that suppliers and contractors undergo a pre-qualification process. This process aims to identify contractors and suppliers who are qualified to undertake work or supply and is condition precedence to carrying out work on the NAC03 project. The project prequalification requirements include: Technical capability to complete the supply/works/services; Commercial capacity and capability to complete the supply/works/services; Adequate quality management systems (ISO9001); Adequate safety management systems (AS4801) and safety statistics; Adequate environmental management systems (ISO14001); Experience working under the Coal Mining Safety and Health Act Queensland or similar legislation; Adequate sub-contractor management systems (if required); Experience in major contracting (>$1m) within the mining industry (or similar); and Adequate employee relations management systems and IR statistics.
