Context: IOM is committed to the principle that safe and orderly migration is a benefit to migrants and society, and is essential for achievement of the Millennium Development Goals. As a global intergovernmental organization, IOM supports governments to effectively manage the various challenges related to migration, and also provides assistance to migrants. In the health sector, this involves acting as a technical agency to address national priorities and as an implementing agency which partners with government, communities, and other agencies to strengthen health systems to meet the needs of hard to reach mobile populations, migrants, and their local host communities. Within the context of promoting safer migration, IOM s Eastern Myanmar Health Programme comprises several projects that extend the reach of government health systems to locations which host internal migrants and are also transit, source, and return communities for international migrants. IOM s programme involves close partnership with government counterparts and builds capacity of partners and migrant hosting communities for health promotion, diagnostics, referral, treatment, and for extension of service delivery to vulnerable groups. The comprehensive package addresses key health challenges faced by migrants, including maternal and child health, tuberculosis, HIV/AIDS, malaria, and in some locations primary care. Core Functions / Responsibilities: Under the direct supervision of the Medical Officer (TB/HIV) and overall supervision of Head of Sub Office, the incumbent will be responsible to work mobility affected communities to identify their specific health vulnerabilities, in particular in relations to TB/HIV and help them Page 1 / 5

2 to increase their awareness and resilience by developing specific prevention activities and support to infected and affected patients and their families. a) Supporting communities of assigned township to develop health promotion activities and accessible to service using social mobilization approach Facilitate community mobilization through regular interaction with local counterparts and outreach health workers (OHW) and peer educators. Performing community based HIV testing service HTS (HIV screening) according to the National Guidelines on HTS in line with National AIDS program Provide necessary assistance to OHW and PE in their activities. Facilitate ad hoc capacity building activities and identify initial and refresher training needs for OHW and other community volunteer, as well as specific groups in the community such as self-help group, according to needs. organize monthly reflection meetings with OHW to share experiences and challenges on activities in the township. Ensure the preparing monthly work plan in planning for special performance such as social mobilization activities. Record and report as requested on programme process and on any findings relevant to the project. b) Assisting the recruitment and training of Outreach Health Workers (OHW) and in his/her project area. Facilitate the recruitment process of OHW/PE in his/her project area. Transfer basic knowledge and updated information on TB/HIV diseases to OHW and PE. c) Supervising the OHW/PE in the area of Prevention, diagnosis and treatment Liaise with OHW to ensure communities have continued access to prevention, diagnosis, treatment services for TB/HIV including hospital referrals of severely ill patients in assigned geographic locations. Lead, facilitate and support PEER educators in conducting peer education and health education sessions on HIV/AIDS, TB, STD (Sexually Transmitted Disease), condom distribution, and other BCC (Behaviour change communication ) sessions in KAP group and in general population Supervise and support OHW/PE in developing a network of sputum collection points, HIV testing points, accessible by HIV/TB screening and treatment services by migrant mobile population in his/her project area. Ensure all beneficence received care and support related with HIV and TB from township/station hospitals, follow up, monthly drug withdrawal and monitor DOTS completion and Home base care through OHW/ PE. Assist migrants and their family members to ensure receiving TB/HIV relative services without interruption when they move away from his/her project area to reduce the defaulter and treatment failure rate. Ensure access to the HTS services of all presumptive TB clients in assigned geographic locations. Facilitate a referral service of HIV positive TB patient to NAP or other partners for further management especially OI and ART. d) Supervising care and support services provided by OHW and PE. Ensure the receiving support (transportation and/ or meal allowances) for hospital referrals of TB diagnosis, HIV diagnosis and treatment of all HIV/TB cases and severe ill patient hospitalization in the IOM/MOHS health facilities. 3 Ensure access to follow up management of DOTS supervision and home base care through OHW. e) Data collection and Reporting Collect relevant information not only related to three diseases but linked to general security, including natural disaster, and report to Head of Sub office. Supervise and check the OHW s monthly activity reports (quantitative and qualitative) and submit the monthly activities report to data base team. Supervise and check the OHW s monthly financial claim/ report which will be initially endorsed by finance Assistant. f) Monitoring and evaluation Ensure the effective monitoring and evaluation of the programme in assigned geographic locations. Monitor the achievements of OHWs through monthly reflection meetings and regular monitoring visits to their assigned villages. Evaluate the performance of OHW through IOM evaluation form adjusted for OHW biannually. Prepare and conduct regular field monitoring and provide necessary feedback and support to OHWs. g) Public/private relations and communication Assist the HSO/ MO (TB/HIV) in organizing advocacy meetings with key persons in the wnships /Villages. Develop and maintain good professional relationships with all health actors through regular informal / formal meetings in the township level. Establish and maintain regular formal and informal contacts with all health actors, local administrative, religious and educational authorities as well as other implementing partners (INGO and NGO) in the township level, to explain the program and receive feedback. Uphold, explain, and defend the IOM principles, position and strategy in the population local authorities and other partners in the township Serve as IOM s focal point in the designated wnship in liaison with the local authorities and township health services. h) Other duties as may be assigned. Required Qualifications and Experience Education Myanmar national with University Degree in community development, health, or related field. Experience Three years professional working experience, health and development sector preferable. Experience of community-based work, using participatory methodologies would be a definite advantage. Personal commitment, efficiency and flexibility. Ability to analyze information, evaluates options, think and plan strategically. Excellent interpersonal, communication and presentation skills, including ability to talk in public, good writing, communication and negotiation skills, ability to liaise with government authorities, NGO and other institutions in township level. Computer literate (MS office). Languages Fluent in Myanmar and fair in English writing and speaking Able to speak local languages would be considered as an advantage.
