Its purpose is to provide environmental planning and regulatory services. It is also responsible for the promotion and provision of environmental stewardship. Role of Rivers, Drainage & Coastal Section This team provide and manage the protection of people and their properties including land from flooding, river erosion, and coastal erosion in identified areas. They maintain $65million of land drainage, river, stream and coastal protection assets to their design standard and levels of service utilising the most cost effective, long-term asset management options. They monitor rivers, streams and the coast within the Gisborne district, and provide advisory and investigatory technical support and advice. Operational budgets of $2million/pa and $1million+/pa capital projects committed through the LTP process.

3 Role of The principal purpose of this role is to deliver one of Council s major projects, namely the Waipaoa Flood Control Scheme (WFCS) Resilience Upgrade. The work will involve upgrading/upsizing over 64km of flood control stopbanks and associated infrastructure along the Waipaoa River. In addition, the role will assist the Rivers, Drainage & Coastal Manager in the efficient management and maintenance of the Council s flood control and river schemes, drainage networks, pumping stations and coastal protection works and associated infrastructural assets and asset management plans. The role s focus will be on the successful delivery of the WFCS Resilience Upgrade within time, budget and to the quality required. In the 2015 Long Term Plan, Gisborne District Council committed $16million to this project - a long term project (currently fifteen years but likely shortened to 8-10yrs) to improve the level of protection offered by the scheme. This role will work closely with internal and external stakeholders including councillors, consultants, iwi, community groups, land owners and other key stakeholders. The Senior Project Engineer will take the project from the planning stage through to project completion for the upgrading/upsizing of over 64km of flood control stopbanks and associated infrastructure. Other key work involves project managing: Gaining of resource consents (being prepared by an external consultant) Land acquisition - mix of land purchase, easements & statutory rights (delivered by an external consultant) Engineering design (stopbanks & some structural works), contract preparation, tendering, tender review, contract management and contract supervision (engineer to contract or engineer s representative) through to practical completion. The majority of the design work is being delivered by an external consultant. This role may also supervise, mentor, assist and advise other projects and project managers across the organisation as required. Whilst the primary focus of the role is the WFCS Resilience Upgrade project, there are opportunities to be involved in some of the following work that the Rivers, Drainage & Coastal section manages: General Provided engineering & environmental assessments & solutions for coastal processes, flood control & drainage infrastructure, low impact design (SUDS) & other drainage works. Consult with public and stakeholders and manage capital construction projects from design through contract tendering to contractor management & project completion. Coastal Managing the coastal erosion research & monitoring programme, reporting on beach profiles, changes & trends & determined probable critical areas & recommended future action. Provide technical advice & co-ordinate external specialists. Provide strategic input for informed decision making for mitigating risks over next 100+yrs associated with coastal response to predicted climate change.

4 Integrated Catchment Management Promote, design & implement flood & erosion risk reduction, water quality, ecological, biodiversity, connectivity, social, cultural, economic & recreational restoration, enhancement of waterways & catchments and land management changes such as installing ponds, buffer strips, sediment controls, soil conservation, riparian & hillslope planting & fencing stock out of waterways. Flood Modelling Utilise ArcView GIS & build hydrological (e.g. Mike11NAM) & hydrodynamic (e.g. Mike11/21HD) models to assist in providing flood levels & options & designs for alleviating flooding. Resource Consent Reviewer Provided engineering advice to consent staff on the environmental impacts of applications & ensuring use of best practice. Designer Assist with designing cost effective and affordable flood defences, river works, culverts, coastal protection structures, wetlands & fish passes and any other associated infrastructure or soft engineering (use of plants/trees etc.) Civil Defence, Flood Warning & Marine Oil Spill Response Duties Assist with technical & engineering aspects of civil defence emergencies such as floods, fire, earthquakes, tsunamis, cyclones and marine oil spills. Primary Functions 1. Project Management Manage projects utilising GDC project management methodology, processes, systems and tools Provide supervisory and technical assistance to other major projects, project managers and staff. Support the Project Sponsors and EPO Office on project management matters. Manage internal and external relationships with key stakeholders, including iwi. Effectively communicate with project stakeholders, customers and ratepayers. Ensure that projects are delivered on time and within budget and to the quality required in order to realise the project benefits.

5 Monitor, track and communicate project progress. Complete assigned tasks efficiently with quality output. Oversee or manage procurement activities including tender documentation. Evaluation, assessment and recommendation in accordance with Council policy. Ensure all assigned projects have agreed and approved communication plans in place prior to construction commencing. 3. Teamwork/Corporate Responsibility Actively participate in team and Council wide initiatives. Contribute to department and organisational planning. Competencies Academic / Professional Essential: Tertiary level qualification in relevant field. Desirable: Bachelor of Engineering, Civil Engineering, Engineering Technology, Earth Science or Environmental Engineering, a Diploma in Civil Engineering/Environmental Engineering or a tertiary qualification in a related field. Formal project management qualification Formal procurement qualification An understanding of the local government sector. Skills / Knowledge Essential: Leadership and organisational skill. Capable of driving the project and providing clear leadership. Impeccable verbal and written communication skills. High level of inter-personal skills in: People management and contract supervision Communication, consultation and negotiation Customer relations Iwi relationships Landowners and licence holders Project and budget management skills. Sound interpretative, analytical and problem solving skills. Ability to work independently & be responsible for setting & meeting project targets. Holder of a current Motor Vehicle Drivers Licence.
