1 THE UNITED REPUBLIC OF TANZANIA MINISTRY OF FINANCE AND ECONOMIC AFFAIRS VACANCIES Applications are hereby invited from suitably qualified persons to fill various vacant posts in the Ministry of Finance and Economic Affairs. 1.0 JOB TITLE :FINANCE MANAGEMENT OFFICER GRADE II (31 POSTS ) 1.1 Duties and Responsibilities: Compile and consolidate inputs from Ministerial Desk Officers for the preparation of Monthly OC and development local funds allocations Consolidate data from Ministerial Desk Officers for the preparation of reallocations, excess votes and supplementary documents. Input budget adjustment data for the Ministries and Departments in the Computer system. Prepare release warrants for projects implemented by Ministries and Independent Departments Collect and compile data for budget monitoring and control of the scheduled Ministries and Independent Departments Monitor and evaluate implementation of development programmes and projects by visiting regions in which they are implemented to ensure optimization of external resources usage (vii) To liaise with other department in monitoring debt service obligations and debt relief initiatives (viii) Arrange for and participate in the negotiations of various agreements and cause them to be declared effective. (ix) (x) Participate in the preparation of development budget. Review, recommend and forward to partner projects and programmes for financing. 1

2 1.2 Qualifications and Experience: Holder of degree in Social Sciences majoring in Economics, Commerce (Accounts or Finance) or LL.B from a recognized Higher Learning Institution. Advanced Diploma in Accountancy, Economics, Commerce or Tax Administration from a recognized Higher Learning Institution. CPA will be an added advantage Computer knowledge. 1.3 Remuneration: Government Salary Scale - TGS D. 2.0 JOB TITLE : RECORDS MANAGEMENT ASSISTANT (3 POST) 2.1 Duties and Responsibilities: Opens Indexes files Files and cross checks correspondences Keeps file index Maintain a diary records for files movements Dispatches correspondences/letters Checks and cross checks mails claims and returns. (vii) Prepare working office materials. (viii) Computerize all file indexes. (ix) Receiving, Recording and sending for previewing all correspondences. 2.2 Qualifications and Experience: Holder of Form VI National Examination Certificate Holder of Certificate in Records Management 2.3 Remuneration: Government Salary Scale - TGS.B 2

3 3.0 JOB TITLE : DRIVER II (10 POSTS) 3.1 Duties and Responsibilities: Drive all types of Vehicles Maintain Security and Cleanliness of motor vehicles Make minor maintenance Maintain Log Book 3.2 Qualifications and Experience: Holder of Form IV Certificate Driving license Class C with Certificate of competence Trade Test Grade II Motor vehicle Mechanics issued by VETA Proven practical experience of not less than 3 years without causing accident. 3.3 Remuneration: Government Salary Scale - TGOS.A 4.0 JOB TITLE: RECEPTIONIST (1 POST) 4.1 Duties and Responsibilities: Provision of front office services Receive Incoming and dial outgoing calls Maintain internal and external telephone directory 4.2 Qualifications and Experience: Holder of Form IV National Examination Certificate (passes in English, Kiswahili and Mathematics). Holder of Certificate in Receptionist/Telephone Operator from a recognized Institution 4.3 Remuneration: Government Salary Scale - TGS.A 3

4 5.0 JOB TITLE: SUPPLIES OFFICER GRADE II (5 POSTS) 5.1 Duties and Responsibilities: Expedite orders placed to Government Stores Government, Government Printer and from others suppliers Responsible for Stores Keeping Responsible for receipt and inspection of Goods Analyses Evaluation Reports Prepare list of unserviceable stores for disposal Report inspection findings to Supplies Officer I for further action (vii) Maintain store ledger and other related registers as per Public Finance Act and its Regulations. (viii) Monitor and keep records for stores 5.2 Qualifications and Experience: Holder of B.Com in Materials or Advanced Diploma in Materials Management from a recognized Higher Learning Institution Computer knowledge is required 5.3 Remuneration: Government Salary Scale - TGS. D 6.0 JOB TITLE: ECONOMIST GRADE II (6 POSTS ) 6.1 Duties and Responsibilities: Collect information in liaison with the External Finance Department necessary on the management and tracking of foreign financing. Prepare background information and undertake the preliminary analysis necessary for the formulation of an appropriate framework to guide the Government s efforts to reschedule or renegotiate debt repayment, debt swaps and servicing agreements or to achieve outright debt write offs. Assist in evaluation of requests for foreign borrowing by Government Ministries and Departments or other public sector Agencies. 4

5 (vii) Compile, scrutinize and ultimately make available information to the Head of Policy & Strategy Unit in regards to the quantitative effects of successful renegotiation/ rescheduling or forgiveness efforts. Assist in assessing the policy position papers cabinet papers, budget speech, etc and advise on issues relating to debt policy and strategy. Undertaking monitoring and prepare input necessary for tracking debt developments. Participating in undertaking sustainability, risk assessment, credit and sensitivity analysis necessary for policy and strategy recommendation on external debt at minimum costs of risks. (viii) Participating in undertaking the background work to achieve a comprehensive formulation of borrowing, debt serving strategies and plans. (ix) Perform any other activity assigned by the head of Debt Policy section or higher authorities 6.2 Qualifications and Experience: Holder of Bachelor degree in Economics/Statistics from a recognized a recognized higher learning Institution. BSc. Agriculture Economics & Agribusiness A computer knowledge is required 6.3 Remuneration: Government Salary Scale - TGS D. 7.0 JOB TITLE : STOCK VERIFIER GRADE II (19 POSTS) 7.1 Duties and Responsibilities: Carry out Stock verification/inspection in medium/small Government stores/units in the Region. Advise the Accounting Officer on proper maintenance of Government assets. Effective routine follow up losses and recoveries of Public properties from Regions/Ministries/Departments and Agencies. Prepare Public Auction Reports Maintaining Government vehicles and Plant Registers 5

6 (vii) Receiving and processing of application for Driving Government Vehicles. 7.2 Qualifications : Holder of Advanced Diploma in Material/Procurement Management from a recognized Higher learning Institution. Holder of Degree/Advanced Diploma in Business Administration majoring in Material/Procurement Management from a recognized Higher learning Institutions. Holder of Professional level II/III issued by NBMM. CSP issued by NBMM will be an added advantage Computer knowledge is required. 7.3 Remuneration: Government Salary Scale TGS. D. 8.0 JOB TITLE : COMPUTER SYSTEM ANALYST GRADEII (12 POSTS) 8.1 Duties and Responsibilities: Support and prepare standards for hardware, Software, development methods and Security measures. Prepare Database for IT equipment inventory Payroll Web-Site operation management. Perform routine cleaning of IT equipments. Installation of operating system and application software. Prepare in house Computer training for users on mostly used software. 8.2 Qualifications and Experience: Holder of degree in Information Technology or Computer Science from recognized Higher Learning Institution. OR Holder of Advanced Diploma in Information Technology or Computer Science from recognized Higher Learning Institution. 8.3 Remuneration: Government Salary Scale - TGS D. 9.0 JOB TITLE : ASSISTANT COMPUTER OPERATOR GRADE II (2 POSTS) 9.1 Duties and Responsibilities: Entering monthly data for government payroll. 6

7 Entering data for Pension benefits Keeping daily records for work done Operate Simple Computer jobs. Captures data using computers and a variety of peripherals in a data processing environment; Performs simple coding of raw data on source documents and data entry operations by applying established, clearly defined codes; (vii) (viii) Working under the supervision of Computer Operator Grade II (ix) (x) (xi) Operates a variety of computers and peripherals in a data processing environment; Checks functionality of computers and peripherals before placing in operation; Powers on computers and peripherals and observes operations; (xii) Monitoring systems functionality during operations 9.2 Qualifications and Experience: Holder of Certificate in Computer from a recognized Institution 9.3 Remuneration: Government Salary Scale - TGS B JOB TITLE : SECURITY GUARD (3 POSTS) 10.1 Duties and Responsibilities: Maintain security and cleanliness of motor vehicles Provision of Security Services around the ministry s environment. Provision of Security Services to the Office Building and Other properties inside/outside of the building 10.2 Qualifications and Experience: Holder of Form Four Certificate Completed auxiliary military training 10.3 Remuneration: Government Salary Scale TGOS.A 7

8 11.0 JOB TITLE: COMPUTER OPERATOR GRADE II (1 POST) 13.1 Duties and Responsibilities: Cleaning and capture monthly Payroll and Pension data in due date. Keep daily records and register Operating Computer jobs and execute application programmes. Batching Datasheet and sorting final printed reports for monthly payroll according to group and vote Qualifications and Experience: Holder of Ordinary Diploma in Computer from recognized Learning Institution. Proven practical experience of not less than three (3) years in a similar field Remuneration: Government Salary Scale - TGS. C 12.0 JOB TITLE: MANAGEMENT ANALYST GRADE II (4 POST) 14.1 Duties and Responsibilities: Collect and analyze various Statistical data for Government Institutions. Participate in the management analysis and management Audit Analyse business plans and strategic plans for approval Provide advise on capacity building for Public enterprises Collect information for the data bank Qualifications and Experience: Holder of a Bachelor of Arts in Public Administration, Business Administration, Manpower Planning or Human Resources Management.
