1 Terms of Reference Project Development Consultant I. Project Title: Technical Support to the Ministry of Local Development in Support of Local Development II. Post Title: Project Development Consultant III. Type of Contract : Individual Contract IV. Contract Duration: 6 weeks V. Level of Effort: 25 full working days VI. Deadline for Application: 9 May 2015 Background In November 2007, the ian Government designated the Ministry of Local Development (MoLD) as the governmental entity responsible for empowering and implementing decentralization at the national level. The Ministry was assigned to develop and coordinate a complete strategy for implementing decentralization on short and long terms in aiming to empower political participation in addition to reinforcing social and economic impact among different local communities. In this context, MoLD requested UNDP to provide technical support to enable the Ministry activate its core functions and operate as the central entity to guide the decentralization reform and the development of a National Decentralization Strategy. Against this need, the UNDP and the Ministry of Local Development, in partnership with the United Nations Capital development Fund (UNCDF) launched the Technical Support to the Ministry of Local Development in Support of Local Development project establishing the Local Administration & Reform Unit (LARU) which was given the mandate of developing the local administration system in and exploring options for its reform with the objective of enhancing its performance and responsiveness to the needs of the local population. In line with this mandate, LARU has been working along several paths: supporting the drafting of the Local Development Law technical draft, providing new IT solutions for local authorities, developing capacity building programmes for the Ministry and localities, proposing various alternatives for the restructuring of the Ministry and local governance authorities, as well as installing M&E systems to monitor all related activities and services pertaining to this work. Furthermore, a fast-track Local Economic Development (LED) promotion project has been piloted in four governorates, namely, Fayoum, Sohag, Ismailia and Minya. 1

2 Building on the accomplishments of the Technical Support to the Ministry of Local Development in Support of Local Development project which ends in 2015, the Ministry of Local Development has requested UNDP s support to develop a new programme encompassing two areas, namely, (a) supporting the Ministry s technical and institutional capacities in local governance and decentralization, and (b) setting up and implementing an integrated local development programme to support the development of poorest governorates/villages through a range of projects. The latter should be a number of interventions, the most important of which is supporting the role of MoLD (i.e. infrastructure, basic services, etc. Responsibilities The consultant shall: Undertake thorough research and analysis of the current context, including government policies and priorities, prevailing legislation, mandate of the Ministry of Local Development, ongoing initiatives supported by other development agencies and donors, review of literature and lessons learned from earlier experiences, etc. Conduct a number of consultations with stakeholders, government bodies and/or agencies relevant to the scope of the proposed project. Incorporate elements derived from similar approaches implemented internationally, to be adjusted to the ian context. Prepare and deliver presentations to both UNDP and MoLD as well as potential funding partners. Design the project concept and write the project document. Deliverables The Project Development Consultant will design and write a top quality project document responding to the above objective, based on close consultations with UNDP, UNCDF and LARU staff, and under the overall guidance of the UNDP Country Director and the Minister of Local Development. More specifically, the Project Development Consultant will: - Draft an initial concept capturing the essence of the programme to be presented to UNDP and MoLD staff for feedback and validation (proof of concept). - Design and write a full-fledged project document in UNDP format, to be presented at a Local Project Appraisal Committee for final review and approval. 2

Education: Experience: Master s degree, in social sciences, development studies, economics or any another relevant discipline Minimum 15 years of relevant experience in local development and decentralization Demonstrated knowledge and experience in project management and all aspects of the project life cycle Demonstrated knowledge and understanding of various Local Development and Decentralization aspects within the ian context Experience working with government officials, academic institutions, and NGOs Experience working with the UN or other international organizations would be an added advantage Knowledge of and familiarity with UNDP projects would be an added advantage Excellent communication and leadership skills Language: Fluency in written and spoken English and Arabic is a must. Financial Proposal : Applicants are instructed to submit their financial proposals in ian Pounds for this consultancy using the financial proposal template available here: The proposals should be sent via with the following subject heading: Financial Proposal for Project Development Consultant- Technical Support to MOLD in Support of Local Development" by the deadline for this vacancy by 11:00 pm 9 May, Proposals to be received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term all-inclusive implies that all costs (professional fees, travel related expenses, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal. Application Evaluation Process Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation. Technical Criteria weight: [70%]. Financial Criteria weight: [30%] Only Individual Consultants obtaining a minimum of 49 points (70%) on the Technical evaluation would be considered for the Financial Evaluation. Technical Criteria - 70% of total evaluation max. 100 points: Local Development and Decentralization aspects within the ian context 40 points; Demonstrated experience in project management 30 points; Demonstrated experience in project design 30 points. Financial Criteria - 30% of total evaluation max. 30 points. The following formula will be used to evaluate financial proposal: p = y (µ/z), where p = points for the financial proposal being evaluated; y = maximum number of points for the financial proposal; µ = price of the lowest priced proposal; z = price of the proposal being evaluated. 5

6 UNDP is applying fair and transparent selection process that would take into account both the technical qualification of Individual Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores. UNDP retains the right to contact references directly. Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
