1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT PSER Field Coordinator The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. As this is a national UNV assignment, it is a family assignment and the volunteer will be responsible for arranging his/her own housing and other living essentials. 2 The UNDP Programme of Assistance to the Palestinian People (PAPP) derives its mandate from United Nations General Assembly Resolution 33/147 of 20 December Called upon by United Nations Member States in that year, UNDP was requested to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end. With the adoption of the GA Resolution, UNDP seized a historic opportunity to mobilize the international community in support of the economic and social development of the West Bank and Gaza Strip. Firmly rooted in the principle of the Right to Development, UNDP/PAPP was launched. The continued and deepening occupation of the territory, and its severe socio-economic consequences, serve as a stark reminder of the critical role that UNDP/PAPP continues to play today, over three decades after its establishment. UNDP/PAPP s comparative advantage rests on its development approach of empowering the Palestinian people and their institutions to achieve a resilient Palestinian nation based on national ownership and capacity development towards sustainability. With a long-standing presence in the occupied Palestinian territory, UNDP/PAPP has acquired a deep understanding of the local context. A trusted partner and convener, UNDP/PAPP enjoys a close partnership with Palestinian institutions, civil society, communities, academia, the United Nations Country Team (UNCT) and international development partners. Unlike many other development agencies, UNDP/PAPP works throughout the occupied Palestinian territory including, and as requested by the PA and the international community, in East Jerusalem, the Gaza Strip, and what is today Area C of the West Bank. Since its establishment in 1978, donor support to UNDP/PAPP has increased steadily reaching over USD 1.1 billion in In 2016 alone, it delivered close to USD 140 million. UNDP/PAPP has close to 240 staff and offices in Jerusalem, West Bank and Gaza. The hiring project is a project on women s participation in the reconciliation process between the West Bank and Gaza. The project aims to create diverse platforms where women can establish themselves as contributors to the reconciliation process and to work on the perception of women in the reconciliation process through nationwide media campaigns. There will be two coordinators in total for the project; one in Gaza and one in the West Bank. Sustainable Development Goals Task description 16. Peace, Justice and Strong Institutions Under the direct supervision of the project manager, the UN Volunteer will undertake the following tasks: Coordinate and monitor the project implementation activities including ensuring counterpart adherence to the outputs to be achieved. Facilitate the day-to-day management of the activities in Gaza; responsible for the timely delivery of all project activities in Gaza and achieve the intended outputs, Liaise with counterparts in Gaza, and UNDP/PAPP to assure the overall direction and integrity of the 21 Mar 2019 Page 2 of 7

3 project. Ensure vulnerable groups, specifically youth, females, and persons with disabilities are targeted as per the project document and associated plans of action. Support delivery of high quality project outputs through supporting the preparation of annual work plan and budget in consultation with the Project Manager. Prepare and ensure implementation of any required procurement plans. Prepare quarterly and annual technical and financial progress reports in English. Implement the project work plan in Gaza by providing technical services and managing activities within given financial resources approved by the project board and the project manager. Provide communication support on the project to all stakeholders, and logistical support to project activities when required. Arrange for field trips when so required and draft field visit reports for all visits. Monitor project financial resources in line with UNDP rules and regulations (including facilitating spot checks and HACT exercises), ensuring accountability and transparency. Undertake project monitoring in line with the monitoring plan developed by the project manager and against the approved work-plan and budget. Develop a monitoring report at least every quarter and when needed by the project manager in using activity and output indicators agreed in the monitoring framework Manage and monitor the project risks as planned in the risk log. Capture lessons learned during project implementation and include in reporting. Support in the preparation of any Project Review Board meetings related to the project. Ensure all activities and processes are fully coordinated and synergized with the Project Manager and the team. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs The intended project outputs and associated activity level results are successfully delivered as outlined in the project document results and resources framework (RRF) and associated project implementation plan. All monitoring and reporting requirements are submitted in a timely and quality manner. 4 The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed Qualifications/Requirements Required Degree Level Education - Additional Comments Bachelor degree or equivalent Education Required Degree Level: Master's degree in the fields of Development, International Relations, Regional Studies, Gender or equivalent. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. 6 Supervision, induction and duty of care of UN Volunteers UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
