1 Vacancy Announcement Deadline For Application Position Title Location Report to till the position filled Finance Manager Colors Rainbow, Yangon, Myanmar Deputy Director Colors Rainbow is seeking a committed and enthusiastic individual to join the team in the Yangon-based office as Finance Manager. This position is full time.the incumbent will report to the Deputy Director and will be a Member of the Management Committee. Organization Background Colors Rainbow (CRB) began as a specific LGBT project of the NGO Equality Myanmar in 2007,and has since grown into Myanmar s leading LGBT rights organisation. Colors Rainbow transitioned inside Myanmar in 2013 and started enhancing a common understanding and acceptance of dignity and human rights in order to terminate discriminatory ideas against lesbian, gay, bisexual and transgender (LGBT) individuals. CRB addresses LGBT rights from a multifaceted program perspective which consists of trainings, discussions, networking meetings, community events, lobbying, advocacy and research projects, and the production of multimedia resources. CRB produces a Myanmar-language website, TV program, and magazine covering LGBT rights issues in Myanmar and abroad. CRB co-founded the Myanmar LGBT Rights Network on 26 November 2012, provides technical assistance to the Network and works closely with the Advisory Board, the Central Board and Working Committees for network development and full independence. Finance Planning Prepare the overhead/core cost percentage rate(s) calculations as well as the annual organization budget which includes individual projects budget with assistance from the finance coordinators and advice of the deputy director, and update the budget as and when changes are required; Prepare annual organizational budget; Prepare individual project budget in coordination with program manager/project coordinator; and Ensure budget codes are correspondence with organization accounting system.

2 Accounting and Financial Management Operations Make certain that all finance systems and procedures are highly reliable, finely tuned and well delivered with an aim toward pro-action rather than reaction; Manage the computerized accounting program must be reliable and relevant with organization internal controls policies and procedures, grants and budget; Oversee headquarter and sub-offices day to day financial management operations; Develop, manage and implement accounting and finance manual, and recommends to the management committee for their modification or change; Ensure that all staff are aware of policies and procedures in place; Introduce and re-discussion of accounting & finance manual to staff members; Manage the organization s financial external reports calendar up-to-date and share to the relevant budget holders and program/projects management staff; Ensure grants management procedures which including; grant agreement, payment request & acknowledge receipts, liaise with donors, maintain grants documents, donor financial guidelines, etc; Review a lost property report to determine financial accountability; Authorize staff loan requests ; Manage the annual financial reports to be audited as donor s requirements, and compile management response upon on auditor s recommendation in coordination with program management staff members; Manage individual specific donor financial guidelines and requirement; Authorize to make withdrawals/payment from project bank accounts; Authorize to open and close project bank accounts ; Verify a summary of project advances, cash & bank transaction reconciliation report and conduct main cash count on a biweekly basis ; Manage the preparation and presentation financial reports to donors and government, and ensuring that donor/government reports are completed and submitted in timely manner; Verify donor financial reports and integrate project narrative and financial plans for programmes / projects prior to submission to donor in coordination with program manager and development manager; Prepare annual financial statement with various non-numerical format to report to the stakeholders, networks, and beneficiary groups, etc ; Coordinate fundraising needs in accordance with organization s strategic priorities to development manager; Represent the organization with partners, donors and networks for financial management purposes; and Manage the organizational records of all assigned projects financial and accounting transactions in accordance with accounting and finance manual.

3 Organization Management Represent as a member of senior management team; Attend regular M-COM meetings, or calling a meeting as required; and Provide inputs prior to management issues among a M-COM committee. Team Supervision Serve as finance team leader, coach, and advocate for finance staff; Supervise directly to the Finance Coordinators; Oversee the finance staff capacity building and training development priorities; Conduct a regular monitoring visits to sub-offices; and Facilitate a regular meeting with supervisees to address any issues arising and monitor supervisees performance. OTHER DUTIES: Undertake any other organizational tasks that may from time to time be assigned.

4 Required Qualifications and Skills Myanmar national. Minimum Master of Commerce or Master of Accounting, or equivalent degree with additional qualifications in the accounting/human resource field. ACCA part II or CPA equivalent professional experience is preferable. Minimum of 8 years working experience with NGOs/CSOs with good understanding of human rights issues and political situation. An excellent working knowledge of NGO and donor procedures, systems and practice in Finance, Office Management and Human Resources is essential. Ability to engage effectively with excellent verbal and written communication skills in Myanmar and English Excellent communication and interpersonal skills and a proven ability to be flexible in demanding situations. Understand program management with strong administration, strategic planning, organizational development, financial and human resource management skills. Strong supervision and organizational skills including time management to complete multiple tasks under pressure. Commitment to Colors Rainbow overall aims and policies. Proven knowledge of computerised systems and demonstrable experience of working with computerised accounting packages and spreadsheets. Excellent reporting skills. Strong interpersonal skills. Self-motivated. Respect for human rights and diversity.
