1 SWITCH-ASIA Policy Support Component Review of the Assessment on Capacity Building and Policy Needs on SCP and Meeting of the Technical Advisory Committee 7-8 November 2011, Yogyakarta, Indonesia Agenda Annex 2 Draft TORs and indicative Table of Contents of the Assessment Study Objectives of the study: Identify capacity building needs of decision-makers in the participating countries. Perform a consultation of the national ministries relevant for SCP (environment, industry, economy and finance, trade, development, planning, private sector, consumer) in all 19 SWITCH eligible countries, and identifying the specific country needs in the SCP field. Strengths and weakness of the national SCP policies and policies that are relevant to SCP will be reviewed, as well as capacity constraints of key bodies (ministries, sectoral and consumer associations, private sector). This activity will build upon relevant reviews that have been already done for some countries or for the region but it is expected that considerable work will be needed to identify needs and opportunities and create outputs to support the future project activities. Review the existing environmental policy tools (laws, agreements, voluntary initiatives, etc.) that are related to SCP and RE. Review policy tools as well as gaps and synergies with set priorities, based on outcomes of National SCP Roundtables and Regional Meetings under the Marrakech Process, and other relevant meetings and projects, which provided formal input on regional needs and priorities on SCP to the 18th Session of CSD. The ongoing EC-funded Global Outlook on SCP Policies, being conducted by UNEP, will also contribute to this Asia-focused review. Identify clusters of countries with similar challenges to tackle and common interests. Organize consultation with ministries in the beneficiary countries in order to: o Identify priorities for capacity building o Identify sub-regional groups of countries with similar interests and needs on capacity building Methodology:

2 Desk review of existing documents for all the 19 SWITCH eligible countries (Afghanistan, Bangladesh, Bhutan, Cambodia, China, DPR Korea, India, Indonesia, Lao PDR, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Philippines, Sri Lanka, Thailand, Viet Nam; ) Country visits, interview with government stakeholders, workshops and consultations in the 9 project focus countries (Afghanistan 1 Bangladesh, Cambodia, China, India, Lao PDR, Nepal, Sri Lanka and Viet Nam). Timeframe and Key Dates: An Inception workshop organized on June 2011 in Bangkok Finalized TORs and annotated Table of Contents by end of July First findings by end of October 2011 Consultation with countries and second workshop during the APRSCP (7-11 November 2011, Yogyakarta) Study available by January 2012 I. INTRODUCTION 1.1 Objectives of the study, 5 pages Table of Contents This section gives a brief introduction of the aim of the project, describes why this study was needed and identifies the target audiences of the report. It presents a brief introduction of the concept of SCP and its relevance for and adaptation to Asia and gives some background of the SWITCH-PSC. 1.2 Methodology, 5 pages This section describes the methodology employed to produce the study including the analytical framework, the desk-top policy analysis and the in-country capacity building needs assessment. It describes the approach taken for policy analysis including interviews, policy document 1 It is understandable that the partners that will undertake the study might not will to travel to Afghanistan due to security reasons. In this case they will have to compile information that will be given to them by UNEP

3 analysis and literature research to identify existing polices relevant to SCP outcomes and the main areas of policy development for furthering SCP. The analysis is structured through a list of policy document, activity domains and policy tools that are assessed for each country. It also provide detail on the approach taken in country mission including interviews with main government officials involved in the SCP policy domain and a one-day workshop to assess existing capacities and priority areas for future capacity building investment. Full detail of the literature and policy documents assessed for the analysis and documentation of meetings, interview partners and workshop participants will be provided in Annexes. 2. REVIEW OF SCP POLICY TOOLS 2.1 Introduction, 1-2 pages This section starts with an introduction that describes the elements that were assessed in each country. It then presents information for each of the 19 target countries which will always be structure in 5 main sections 2.2 Country Profiles on SCP policies (this sections might be merged with the section 3.2 in order to create only one profile per country that will include both the policy and capacity buildings assessment) General background, 1 page General background information and graphic-snapshot including a country flag, small map and an overview table on general and SCP and RE indicators as well as information on the political and economic context for SCP. 4 A brief socio-economic context for each country A brief discussion of economic aspects (recent economic developments, main industries, unemployment figures, etc.) A brief description of social issues (e.g. population living below the poverty line, gender imbalance, rural versus urban population, extend of new middle-class, etc.) A brief discussion of governance issues A very brief summary of key environmental and resource constraints Where does the country stand with regard to the policy cycle (problem framing, policy framing, implementation, monitoring and evaluation) General overview of national SCP policies for each country, 1 page Does the National Development Plan, often also called Five-Year Plan, incorporate any SCP perspectives? Does the country have a National Action Plan (or National Programme) on SCP? Does the country have a National Sustainable Development Strategy (NSDS)? To what extend does it incorporate SCP perspectives? Does the country have comprehensive framework laws on SCP/Green Growth/Resource Efficiency? (Examples here include China s Circular Economy Law 2009 and Japan s Fundamental Law for Establishing a Sound Material-Cycle Society) A brief overview of policies for activity domains relevant to SCP outcomes, 1 page Does the country have SCP policies tools (laws, regulations, programmes, standards, voluntary mechanisms etc.) addressing specific activity domains, are SCP relevant aspects mainstreamed into sectoral policies, including: (i) Food and Agriculture; (ii) Buildings and Construction; (iii) Mobility, Transport and Tourism; (iv) Manufacturing and Consumer Goods; and (v) Urban Development and Land Use Energy and water sectors will be analysed as cross-cutting Other Actions towards SCP SWOT analysis and table, 1 page A short SWOT table regarding the development of SCP policy tools in each country. CAPACITY BUILDING NEEDS ASSESSMENT 3.1 Introduction, 1 page This section describes the capacity building elements and activity domains assessed in each of the 9 priority countries. 3.2 Country profiles, (to be merged with section 2.2) This section provides a comprehensive summary of existing capacities for SCP and identifies priority areas for capacity building and enhancement of existing capacity based on a qualitative assessment using a capacity building needs assessment matrix. Each country profile will show three overview matrices on existing capacities, priority areas and capacity gaps and will allow for prioritisation. There will be an action plan for each country based on the participatory assessment undertaken on workshops. 3.3 Synthesis, 3 pages This section summarises important learning s and best practices for capacity building that have emerged from the country by country analysis. 4. OPPORTUNITIES AND DOMAINS FOR ACTION 4.1 Opportunities for policy tool development, 10 pages

6 This section will develop a list of initiatives and policy tools that are promising for advancing SCP policies in countries. This preliminary list will go through consultation allowing for a more thorough reporting on the tools that will be developed by each country and also for tools that may support policy processes at regional and sub-regional levels. 4.2 Action plan for capacity development, 5 pages This section outlines a tool-kit for capacity building assessment based on previous experience from the UN system and will also summarise the main elements of country action plans. It will provide suggestions for the sequencing for capacity enhancement activities (regional and/or sub-regional level) in order to best support SCP outcomes. References Annexes
