2 California Workforce Investment Board Statutory Responsibilities Develop California s Strategic Workforce Development Plan which outlines a five-year strategy for the investment of federal workforce training and employment services dollars. Align education, workforce development, and economic development organizations, policy, programs and resources at the State level Advocate for continuous improvement of the local and statewide workforce system Recommend to the Governor state performance measures and negotiated performance levels for Local Workforce Investment Boards Establish criteria for the Governor s WIA Discretionary funding Certify Local Workforce Investment Boards (WIBs) and high performing WIBs

3 California Workforce Investment Board Aspirational Goals Rewire employment/education/training investments around economic growth sectors Establish clear education and training pathways that connect low-skill, unemployed and underemployed workers directly to those jobs Allow all workers, at all skill levels, to easily check back into the public system for ongoing training in skills that are in demand Bridge workforce development and economic development

4 SlingShot SlingShot seeks to seed collaborative efforts by workforce, economic development, and education stakeholders within a region to identify and the work to solve employments challenges that slow California economic engine within regionally-selected solutions to regionally-defined problems. Implementation is done in 3 stages: 1. Action Plan A regional partnership will develop and submit a brief action plan to CWIB seeking initial funding. 2. Research, Design & Development Approved Action Plans will receive up to $20,000 to expand research on workforce issues and possible strategies to undertake and develop a mix of selected strategies for implementation 3. Implementation Implementation grants will be awarded to regional coalitions with well-crafted strategies.

5 Health Workforce Development Council (Council) Established in August 2010 as a Special Committee of the California Workforce Investment Board (State Board) The Council: Is a public/private partnership tasked with understanding the current and future workforce needs of California health delivery system, and development of a comprehensive strategy to meet those needs Seeks expertise from multi-sector representatives to enhance the understanding of the issues and policies needed to ensure that California has the necessary workforce to provide access to quality and culturally and linguistically appropriate healthcare Supports the development of comprehensive career pathways for all health care occupations Examines proven strategies and policies to increase health workforce supply that can be replicated and deployed through sector strategy and other models Embraces its Mission to: Expand California s primary care and allied health workforce to provide access to quality, affordable healthcare, and better health outcomes for all Californians

7 Healthcare Related Programs Dislocated Worker Training National Emergency Grant (DWT NEG) These projects fill critical health care workforce skill gaps by creating opportunities for California job seekers to earn industryvalued credentials and/or developing on-the-job training, internship, and other work-based learning modalities that expedite job placement in entry-level and middle skilled health care occupations. DWT NEG Grantees: Jewish Vocational Services North Central Counties Consortium Pacific Gateway Workforce Investment Network Sacramento Employment and Training Agency San Bernardino County Workforce Investment Board Southeast Los Angeles County Workforce Investment Board

8 Healthcare Related Programs Accelerator Grants These grants focus on designing, developing and implementing projects that accelerate employment and reemployment strategies for California job seekers. Vets-to-Nurses Program Foothill WIB This project is a career pathway program for unemployed or underemployed military veterans with medical service to obtain nursing credentials in California Partnerships for Healthcare Apprenticeships Shirley Ware Education Center (Earn and Learn) This project will focus on the development of apprenticeship models in the healthcare industry Female Vets: Getting the Employment Help They Deserve Verdugo WIB The project will prioritize training and education services for the health care sector.

9 Healthcare Related Programs County of Los Angeles Community Health Worker Apprenticeship Program (Earn and Learn) This program is a partnership between the County of Los Angeles, Service Employees International Union 721 County Employees and Los Angeles Trade Technical College. The CHWs will be employed by the County of Los Angeles.
