1 MEMBER STANDARDS LEVEL I ADVANCED SAR FULL RESPONSE (Final Decisin Left T Operatins Leader) N ICS Management System A. The candidate shall explain the relatinship f the ICS mdular cncept as it relates t a typical search incident: 1. The five (5) functinal sectins 2. The fur management levels f the peratins sectin B. The candidate shall identify the resurces cmmnly managed under an ICS system during a SAR incident. C. The candidate shall define the fllwing cmpnents f cmprehensive resurce management: 1. Single Resurce 2. Task Frces 3. Strike Teams D. The candidate shall define the three status cnditins placed n resurces when using cmprehensive resurce management: 1. Available 2. Assigned 3. Out f Service E. The candidate shall crrectly explain the infrmatin required fr each entry n the ICS 204 frm, Assignment List. F. The candidate shall crrectly explain the infrmatin required fr each entry n ICS 214 frm, Unit Lg. G. The candidate shall explain the use f an ICS 204 and 214 frm, as it relates t the crew and the managers f a SAR incident. H. The candidate shall list and describe the cmpnents f an Incident Actin Plan. I. The candidate shall describe the relatinship f the IAP t the Crewleader and ther SAR resurces. J. The candidate shall identify the infrmatin used t cmplete an ICS frm 202, 203, 204, 205, and 206. N Small Unit Leadership A. The candidate will have a 24-hur ready pack fr SAR TECH I/SAR Crewleader III and explain the use f its cntents. C. The candidate will be able t explain the difference between a 24-hur ready pack fr SARTECH I/SAR Crewleader III and a crewmembers 24-hur ready pack. N Maps, Symblgy, and Land Navigatin A. The candidate shall be able t list the cmmn maps used by land SAR persnnel, aircraft search crews, and ther SAR resurces. B. The candidate shall identify the different cmmn crdinate systems and describe the cmmn elements between them. 1. UTM grid system 2. Lngitude and latitude C. I. The candidate shall demnstrate a technique used t adjust a cmpass bearing fr degrees f declinatin. J. The candidate shall define and demnstrate the use f ICS symbls and markings used with land search maps. N Search Techniques and Tactics A. The candidate shall be able t define Prbability f Detectin (POD). B. The candidate shall be able t describe the factrs that effect the crew s Prbability f Detectin (POD). C. The candidate shall describe the effects f the fllwing n Tracking/Trailing and Airscenting dgs. a. Wind b. Weather c. Terrain d. Time f day 5. The candidate shall describe the search strategy cnsideratins when using SAR dgs in the fllwing types f searching: a. Hasty searches b. Efficient searches c. Thrugh searches N Briefing A. The candidate shall explain the infrmatin required and exchanged during a briefing. B. The candidate will be able t list and explain the minimum infrmatin that must be btained during a missin briefing. C. The candidate will be able t explain the five (5) parts f a crew peratins assignment briefing. D. The candidate shall, given the prper briefing infrmatin, demnstrate briefing his/her crew members n an peratinal assignment. N Debriefing A. The candidate shall explain the need fr crew debriefing as it relates t the management f a SAR incident. B. The candidate shall list the infrmatin required t be prepared fr a debriefing. 4 A. The candidate shall explain the prcedures fr traversing hazardus terrain areas in rder t cmplete a search missin. B. The candidate shall demnstrate the use f webbing and rpe t rig a single pint anchr system. C. The candidate shall explain the definitins f belay and its use as a safety device. D. The candidate shall demnstrate tying a Prusik sling and its use as a safety device. E. The candidate shall demnstrate the tying and use f a Munter hitch. F. The candidate shall cmbine the abve skills, perfrming an evlutin t demnstrate the use f these skills t allw a crew t safely traverse hazardus terrain. G. The candidate shall demnstrate the cnstructin f an imprvised litter. This litter shall be suitable fr the emergency transprt f a victim. The litter shall be imprvised using supplied equipment nrmally cntained in a SAR Crew s (4 persn) 24-hur packs. This litter is intended nly fr the emergency transprt f a victim wh is nt seriusly injured with n suspected spinal injury. (Lcal prtcls shuld always be fllwed). N Stress Management A. The candidate shall explain the fur (4) categries f symptms relating t adverse stress reactins. B. The candidate shall explain the fur (4) ways t help prevent adverse stress reactins. K Crss Cultural A. The member will describe the different cultural beliefs f the different Native American Tribes that the Team ccasinally wrks fr. B. The member will describe jurisdictinal cnsideratins while wrking n r near Native American reservatins. K PACE A. The member will becme New Mexic PACE certified at the next mst cnceivable testing time. K Lgistics A. The member will describe what the needs f field persnnel are. B. The member will have the ability t accurately receive radi transmissins and accurately relay thse messages t apprpriate persns. C.
