1 Job Description Heritage Engineering Manager Job Description Reports to: Director of Collections, Interpretation & Heritage Responsible for: Heritage Engineering Curator, Volunteer Project Teams Close Liaison with: Collections & Exhibitions Manager, Head of Track & Air Events, Property Manager, Estates & Heritage Manager 28,000 Permanent, Full Time Role Major Purpose To be responsible for the maintenance, care and preservation of Brooklands Museum s historic aviation, vehicle and large mechanical objects through a range of activities that include their inspection, conservation, handling and movement. You will direct the work of the Heritage Engineering Curator and relevant volunteer teams to ensure all activities are to the highest standard and the integrity of the historic objects are not compromised; Support the live operation of key Museum vehicles and aircraft, helping to animate and interpret the site, while ensuring that this is done in line with agreed procedures and policies; Be responsible for the management and maintenance of the Museum s mechanical interactives in the galleries ensuring they are regularly serviced. Routine Maintenance Management Develop and implement a routine maintenance programme for the historic aircraft to be implemented by the Heritage Engineering Curator and relevant volunteers, making sure that those with live engines are looked at regularly, while ensuring static displays are safe; Develop and implement a routine maintenance programme, carried out by the Heritage Engineering Curator with relevant volunteers, for the Museum s collection of static historic vehicles, as well as those on loan, ensuring they are appropriately maintained; Ensure an appropriate programme of maintenance, carried out by the Heritage Engineering Curator with relevant volunteers, is in place and is implemented for all historic vehicles that continue to be operational, including all essential paperwork such as MOTs and other required certificates; Develop and implement a defect monitoring system for all major exhibits that will inform future maintenance work; 1

2 Make sure that all paperwork and records are up to date, liaising with the Collections & Exhibitions Manager ensuring that each object history file is updated as and when required; Implement a maintenance programme for the Museum s mechanical interactives, making sure the Heritage Engineering Curator carries out regular checks and has appropriate spares in place for potential repairs; Where faults have been identified, follow up accordingly acting to resolve issues and communicating to relevant individuals the progress of their repair. Live Exhibit Operation Support the Director of Collections, Interpretation & Heritage in the implementation of the protocols for the running and use of historic aircraft and vehicles on site, working closely with the Collections & Exhibitions Manager and the Head of Track & Air Events; Working with the Collections & Exhibitions Manager, make sure that each live historic vehicle and aircraft has appropriately trained volunteers that can support their safe operation and that operating procedures and logs are maintained; Develop and implement a system, in co-ordination with the Collections & Exhibitions Manager and the Head of Track & Air Events, that can monitor the use of historic vehicles on site, ensuring public safety at all times while being used as a way to help interpret the site; Support the Head of Track & Air Events and the Collections & Exhibitions Manager in the delivery of the Museum s onsite events by taking responsibility for the running of the Museum s historic aircraft and vehicles ensuring that each vehicle or aircraft have an appropriately trained team and sufficient numbers for safe operation; Support the Collections & Exhibitions Manager in the planning and delivery of external events where one of the Museum s vehicles or aircraft may be taken out, making sure adequate transportation is in place if required and to be the official Museum representative at the event if required Health & Safety Take responsibility for writing method statements for new projects, detailing the processes to be undertaken and address any potential Health and Safety issues in line with the Museum s Policies and Procedures; Be responsible for all the relevant department Risk Assessments, ensuring they are up to date, and those working on projects have read and understood before starting the task; Support the work of the Health & Safety Committee, making sure that any queries that arise relevant to the department are addressed in a timely manner, reporting back on the issue, the course of action to be taken and the timescale to achieve this; Ensure that Control of Substances Hazardous to Health (including radiation, asbestos and polychlorinated biphenyls) is maintained and recorded at all times, informing the relevant authorities to ensure the mitigation of risk is dealt with in a safe and timely manner; Correctly maintain all engineering tools and equipment to ensure that unserviceable equipment is removed from use; Be a trained First Aider and to be available to support the wider organisation when required 2

3 Volunteers Manage the co-ordination of all volunteer activity within the department that relates to the historic vehicles and aircraft, working closely with relevant project leaders, making sure all projects are appropriately resourced and supervised; Where relevant, work with the Collections & Exhibitions Manager to make sure that all volunteers who are working in the department receive appropriate training for their role and have the correct tools and protective equipment; Communicate with volunteers in advance programmes of planned works making sure that they are clear and understand the approaches to be taken; Identify potential training opportunities for volunteers to increase skill set, making sure that sufficient training is given on specialist equipment prior to any works being undertaken Large Object Restoration Develop and implement appropriate restoration processes, in consultation with the Director of Collections, Interpretation & Heritage, that meet the Museum s Conservation Policy and other sector guidelines that will maintain the integrity and authenticity of the objects; Be responsible for writing method statements for all object restoration projects that detail the approach to the works to be carried out, the cost and resource requirements as well as an estimation of how long the project will take; Where necessary, consult with external specialists to provide advice and costings on specific aspects of the project this should be done in advance of any work being carried out and recommendations of a preferred approach with associated costs to be presented to the Director of Collections, Interpretation & Heritage; To ensure continuity on a large restoration project, make sure that the Heritage Engineering Curator has a work plan on the specific object that maintains consistency and high standards that works with the volunteers; Where appropriate recruit and train a supporting volunteer team to work with the Heritage Engineering Curator, ensuring they have a clear work plan, understand the processes to be undertaken and that they are supported; Where there are existing project teams, work with them to understand previous activities while consulting with them on the future direction of work, making sure that they understand the processes required and this work is carried out; Make sure all relevant paperwork is kept up to date and fed into the specific object history file, this should include any external certificates for test and a log of works and materials used for future reference. Conservation Management Plans Support the Director of Collections, Interpretation and Heritage in the development of Conservation Management Plans for all large objects, by carrying out technical assessments and reports as required; Carry out initial condition surveys of individual vehicles and aircraft, identifying issues that will impact the integrity of the object along with an assessment of the potential risk they pose in the short, medium and long term; 3

4 Using the Conservation Management Plans, develop and maintain a risk register for all external aircraft which is monitored regularly and ensure a regular report is submitted to the Director of Collections, Interpretation & Heritage Work with the Director of Collections, Interpretation and Heritage and the Collections & Exhibitions Manager to identify priority projects in advance to allow for appropriate budgeting; Where necessary, and in consultation with the Collections & Exhibitions Manager, provide recommendations for conservation approaches to the historic vehicle and aircraft collection, seeking external advice and costings to inform the decision-making process; Contribute to the development and implementation of regular work programmes for all major exhibits that tie into their Conservation Management Plans, using this to forward plan work flow and support the budget process Budget Responsibility Prepare a draft annual budget that aligns with priorities for the coming financial year, providing a detailed breakdown for the Director of Collections, Interpretation & Heritage to review before submitting to the Finance Director; Follow Museum procedures for procurement, ensuring that best value is achieved; Be aware of department expenditure, ensuring that outgoings are justified and relevant to the project, while being prepared to make cost savings if required Site Vehicles and Support Equipment Be responsible for the maintenance and management of all the main Museum site vehicles, ensuring that they are serviced and checked regularly; Be responsible for all service documentation and relevant certificates for each vehicle making sure that they are in date and safe to operate; Maintain an operator log for all vehicles that ensures only named individuals with relevant licenses, training and insurances can use site vehicles; Take responsibility for the Museum s support equipment (scaffolding towers, Cherry Picker) ensuring they are safe to operate and maintained appropriately; Take strategic responsibility for resourcing the Museum s support equipment, ensuring that there are appropriate levels of users (both staff and volunteers) spread across the seven-day operation, identifying where there are gaps and remedying this appropriately; Be responsible for the organisation and implementation of appropriate training for all of the Museum s support equipment, maintaining a log for all users that includes refresh courses when needed. Undertake any other duties from time to time that support the wider Museum s operation, including events, which will entail some weekend and evening work for which TOIL will be awarded. Willingness to go on additional training identified by Management to support you in your role and wider organisational development. 4

5 Person Specification Heritage Engineering Manager Qualifications and Training Essential Appropriate qualification (HND, City & Guilds) in either aviation or general engineering or relevant experience NVQ Level 3 or above in aircraft engineering / maintenance or equivalent experience Current driving licence Willing to be trained on Forklift, IPAF equipment and LGV licence Willing to be trained in First Aid Desirable Degree in relevant subject Hold relevant licences and training certificates for Forklift, IPAF and LGV Hold relevant First Aid qualification Experience and Knowledge Essential Demonstrable experience and knowledge of Health & Safety, risk management, COSHH and Environment Protection regulations. Proven experience in writing Method Statements, Risk Assessments and resource plans Proven experience in managing and leading a team to deliver complex projects within an engineering environment Demonstrable experience in the technical maintenance, care, handling, movement and transportation of aircraft and other large objects or historic vehicles Experience in lifting operations, jacking of aircraft and other large objects and working at height Experience of managing and writing budgets Desirable Health & safety qualifications relevant to a workshop environment Experience of working with volunteers Conservation of Transport and Industrial Collections or equivalent experience within a museum environment Experience in the operation and maintenance of historic vehicles Knowledge of one or more subject areas of Brooklands Skills and Attributes Essential Demonstrable practical engineering skills Drive and ability to meet targets both individually and as part of a team Ability to foster team-wide commitment to and enthusiasm for change and professionalism Approachable, self-motivated and enthusiastic who can work well in a team as well as unsupervised Desirable 5
