The Future U-Score project workshop: Jönköping 8 April 2016

The process until now

Background LG-SAT 700 Self Assessment reports received between LGSAT evaluation 2014 Peer reviewed documents on the strengths and weakness of LGSAT Suggestions through post-2015 DRR framework consultations Scorecard Released in early adopters In-depth evaluation under U-Score Project Feedback from other cities 3

Next steps First Draft Start of Pilots Mar 2016 Mid 2016 Revisions Guidance Online Tool Global Release Q3 2016

U-Score feedback During project and post final workshop > U-Score has and shall continue to improve the new local-urban assessment tool significantly as part of the outcome from this project. Key feedback include: Keeping terminology simple, clearly defining the purpose and benefits of assessment, a layered successive framework of indicators from general to more in depth, the forming of a how to guidance document amongst many many (!) other valuable inputs. > In addition to U-Score, more than 100 Local governments, institutions and other substantial stakeholders discussed and input to the improvement of the local assessment tool to make what is now the new draft indicators for local risk reduction and resilience.

Common pool of indicators The common pool provides multi-purpose in their implementation, in striving for coherence with the resilience elements and necessities of other agenda. The layered framework of the new tool again allows cities to go about a more tailored fashion of implementation of such indicators according to preference.

New draft framework approach

Primary purpose of indicators

Additional benefits Assess current & future resilience needs and capacities; Establish baseline to monitor progress; Engage stakeholders to define strategies and common goals; Holistic understanding of city s status including their interrelationships; and Identify policies and interventions that would improve the city s resilience Leverage investment and exhibit effective management practices A basis around which to identify and engage the many organizations (state and local governments, utilities, grass-roots organizations) on which the resilience of the city depends. Potentially reduce the cost of some insurance cover. (FIRST Consultation April 21/ Toronto)

Cities piloting New Draft Local-Urban Indicators Arab States: Aqaba, Jordan & Ismaliya, Egypt. Asia Pacific: Yogyakarta, Indonesia, Hong Kong, Mashhad, Iran, Makati, Philippines where national indicators were piloted, India with some local governments. Africa: Maputo, capital of Mozambique where national indicators were piloted. Europe: Lisbon, Portugal & Geneva, Switzerland. Americas: Bugaba, Panama and Tecoluca, El Salvador, continuing work already in progress with these two local governments.

Beyond U-Score U-Score II project proposal submitted to DG-ECHO - City to city local level peer review on Disaster Risk Reduction Involving some USCORE project partners (Salford; Amadora; Viggiano, Italy; UNISDR; UK Cabinet Ofice; Portugal national level) + Viggiano, Italy, that will conduct local level peer reviews on DRR. It will also involve MSB and Italy national level, and others, indirectly through an "oversight board". Complements U-Score and local resilience assessments - peer review of local civil protection mechanisms giving an independent & transparent assessment. Formalize the learning from UScore into UScore2 by designing, developing and testing a peer-review methodology to create a generic, easy-to-use, city-to-city peer review tool for DRR. To enable self-assessment approaches to be complemented by independent analysis.

European Commission DEVCO Making Cities Sustainable and resilient Result 1: Increased commitments to build local-level resilience - At least 500 local governments join the Campaign and commit to implementing the 10 Essentials. Result 2: Local Resilience and investments measured - At least 200 cities & local governments assess their gaps and progress in addressing local resilience. Result 3: Capacity is built in cities and local governments develop and implement integrated local climate and disaster resilience action plans - At least 20 local governments have a Resilience Action Plan and several begin implementation of Action Plans.

Thank you, cities, for making this project the success it is! Questions?
