1 REQUEST FOR EXPRESSIONS OF INTEREST FOR AN INDIVIDUAL SENIOR CONSULTANT AFRICAN DEVELOPMENT BANK Title of the assignment: ICT Business Analyst (Senior Consultant) Brief description of the Assignment: Manage the Expected Credit Loss ICT Solution based on Moody s Analytics RISKCONFIDENCE, RISKDISCOVERY AND SCENARIO ANALYZER to ensure Impairment losses are accurately and timely computed. Introduction / Background The African Development Bank is a regional multilateral development bank whose shareholders include the 53 countries in Africa and 25 non-african countries from the Americas, Asia and Europe. The Bank was established in 1964 with its headquarters in Abidjan, Côte d Ivoire. The Bank s primary objective is to promote the economic development and social progress of its regional member countries, individually and jointly. The central goal of the Bank s activities is promoting sustainable growth and reducing poverty in Africa. The Bank thus finances a broad range of development projects and programs. The Financial Reporting Division (FIFC.1) within Financial Control Department is responsible for accounting and financial reporting of the Bank Group s transactions and decisions. This includes the preparation, fair presentation and overall integrity of the internal financial reports and published financial statements. The Division contributes to the operational and financial strategies of the Bank Group through timely communication of financial reporting impacts of the Bank Group transactions and decisions to Management and the Board. The Financial statements of the Bank are prepared in line with IFRS accounting standards. 2. Duties and Scope of Work The Financial Control Department is looking for a Senior Consultant that will provide support to the financial reporting team on the Moody s Analytics RiskConfidence RiskDiscovery and Scenario Analyzer used for the calculation of Expected Credit Loss (ECL). The consultant will work under the guidance of the Manager of the Financial Reporting Division. Page 1 of 5

2 The consultant will be responsible for the following tasks: a) Administration and management of the IFRS 9 ECL process using Moody s Analytics RiskConfidence, RiskDiscovery and Scenario Analyzer and act as the central reference point for all business and financial assets information and decisions concerning inputs into ECL system and results therefrom b) Carry out the required analyses to define configuration specifications and business technological requirements to enhance the computation and reporting of ECL data c) Conduct analyses and tests to identify issues in the ECL system and provide solutions to effectively resolve the same d) Run ECL system tests to monitor performance and ensure optimum quality of data e) Develop, document and implement systems, processes and controls for validating provisioning numbers produced by the ECL engine and recommending any necessary adjustments f) Develop, define and update configuration specifications and templates for extraction of required ECL reports g) Coordinate all activities around ECL governance with all stakeholders h) Conduct and direct any required ECL process improvements and related system enhancements i) Write and update the specifications for ECL upgrade to include multi-scenarios j) Develop ECL system test plans, coordinate user acceptance tests (UAT) and validate the results with the business owners k) Provide required support to teams to migrate/upgrade systems and interfaces to facilitate data extraction and the posting of accounting entries from ECL software to the SAP General Ledger l) Work with the IT Department (CHIS) and Credit Risk Department (PGRF) to develop and implement improvements to the ECL calculation and governance process so as to ensure that data input into the ECL solution is streamlined. Liaise with CHIS to resolve outstanding ECL issues m) Collaborate with internal and external technical specialists and developers to optimize and enhance the ECL system n) Monitor identified ECL systems development requirements and processes to ensure successful project completion and continuous improvement o) Work closely with CHIS and Moody s Analytics to develop reporting templates p) Assist in providing timely ECL reporting and other ad-hoc reports for both internal and external clients (e.g. Auditors, Risk management department, rating agencies etc.) to facilitate validation and actions on exceptions q) Propose changes to improve the cost-effectiveness and efficiency of the ECL Governance process by identifying opportunities, creating or recommending solutions to speed up the ECL accounting process through automation r) Participate in audit review sessions to provide responses on ECL related issues and implement solutions to address audit recommendations s) Perform any other duties as may be assigned. 3. Qualifications, Skills and Experience Required for ICT Business Analyst Role The consultant shall have the following qualifications and experience: a. Bachelors degree in Engineering, computer science, computer engineering, or IT, or in a related discipline plus 5 years of relevant experience or Masters degree in engineering, computer science, computer engineering plus 3 years of relevant experience. b. Certification in business analysis and or ICT as awarded by a recognized body. c. Relevant experience and skills: Page 2 of 5

3 Experience implementing and supporting Moody s Analytics RiskConfidence, RiskDiscovery and Scenario Analyzer solution to implement IFRS 9 in a financial institution Experience developing, maintaining, and running systems software to meet the needs of a business, specifically calculation of expected credit loss Proficiency with SQL procedures Ability to conduct ICT system analysis and tests to identify issues in a system and provide solutions Familiarity with basic finance and accounting concepts Experience and knowledge of SAP ERP Financial Module would be a distinct advantage Data analysis skills/experience, including experience working with Microsoft Excel Strong written and oral communication skills and ability to communicate technical solutions and requirements to end users and management Fluency in one of the two official languages of the Bank (French and English), preferably with a working knowledge of the other language 4. Remuneration The consultants shall be paid a total monthly lump sum, comprising fee, subsistence and other incidentals, for the duration of the assignment and commensurate with the number of years of work experience. The Bank will cover travel costs to take up duty, and if relevant any field mission costs as per its Travel Policy. 5. Selection A shortlist of individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume customized to demonstrate suitability. General qualifications and suitability for the assignment (30%) Experience related to the assignment (30%) Experience with Moody s Analytics RiskConfidence, RiskDiscovery and Scenario Analyzer (30%) Knowledge of Accounting Standards, especially IFRS 9 and Basic Finance (10%) The eligibility criteria, the establishment of a short list and the selection procedure shall conform with the Bank s procedures for the acquisition of consulting services funded by the Administrative or Capital expenditure.
