13 Business Case Initial Agreement establishing the case for change and the need for investment - approved Outline Business Case identifying the best option in terms of value for money and sustainability. Preparing the scheme for procurement. Full Business Case Set out the commercial and contractual arrangements for the deal.

14 Outline Financial Case Capital cost for new build circa 15m, annual revenue unitary charge (mortgage) 1.2m per annum. Financed by SG. Savings from the closure of two hospitals will be reinvested in additional community services eg care at home, and community mental health. Some refurbishment works Grantown and Kingussie (Health Centres and Care Homes) to maintain services that will remain once hospitals close. Financed by NHS Highland/ Highland Council Capital.
