S/he will be accountable to ensure the coherence and effectiveness in influencing to achieve change objectives of the Flood Resilience Programme. The focus in Nepal is on ensuring effective, efficient and transparent planning, implementation, monitoring, reporting and communication across the practical action team working in the projects in line with the requirements of the Zurich Flood Resilience Alliance (ZFRA). S/he must effectively coordinate, focus and communicate the work in order to achieve our stated programme outcomes and properly harness available capacity of the organisation and improve efficiency in our ways of working to deliver high quality results. S/he will have oversight and responsibility for coordination with the UK and other country teams as well as alliance members in Nepal towards achieving the global outcomes of the Zurich floods resilience programme. In coordination with different experts within Practical Action s/he should represent the programme to alliance members and externally as required. The key global objectives of the program that the project should contribute to are: Increased and more effective financial investment in flood resilience. 2 ACCOUNTABILITIES 1. Planning, coordinating, monitoring and reporting of the programme activities In coordination with the UK-based Programme Manager, develop and regularly update project work plans, including with any partner organisations Ensure preparation of annual, quarterly and monthly plans (both physical and financial) for effective execution of the programme activities as stipulated in the programme document accordingly Ensure that gender, knowledge management, communications and technology approaches are integrated within projects. Oversee all project M&E to ensure achievement in line with expectations, per guidance from the UK-based Programme Manager Ensure programme monitoring, reporting and learning in line with the ZFRA system, ensuring SMART indicators, regular monitoring, reflection and programme strategy review when necessary, communicating changes to relevant staff involved in the program. Support preparation of and review financial reports of programme in conjunction with the respective units and team members 2. Coordination and communication Coordinate with expert groups of practical action and communication team to deliver agreed knowledge outputs for sharing programme learning with beneficiaries, partners and to influence policy makers at local, national and regional level Organise meetings, workshops and other information dissemination events with different stakeholders Establish communications protocol (ways of working) to ensure programme information is regularly communicated to the Regional Management Team of Practical Action Maintain working relationship with alliance members in Nepal and abroad (as per the requirement) to ensure effective knowledge capturing and policy advocacy Assist developing and strengthening networks of peers and professional contacts outside the organization Coordinate and collaborate with UK, Bangladesh and Peru Teams and alliance members under the Zurich Funded Programme for mutual sharing and learning from one organization/ region to another. Proactively involved in various learning sharing events at local, provincial, national and regional/global level to share the project knowledge as well as to influence the policy process related to flood resilience/drr. Coordinate with the Global Programme Manager, Senior Programme Policy Adviser for DRR/CCA and Knowledge catalyst based in the UK to ensure alignment of Nepal activities with the global objectives of the programme and especially on activities with a global influencing dimension. Act as communication and coordination focal point with other floods resilience alliance members in the country Ensure that project progress reports are prepared and shared as per requirement. 3. People, Budget and Partnership Management Manage people working in the projects and in partners ensuring their maximum productivity to ensure the project outcomes. 3 Ensure that project budget from field to the central level is planned effectively and expenditures are made meeting the all compliance and organizational policy/procedures. Manage the project budget including making decisions on spending in line with internal and donor compliance rules and reviewing monthly budget holder reports and making any necessary adjustments Oversee management of sub-award partners, ensuring that they deliver on time, to work plans, within budget and in accordance with our internal and donor compliance requirements. Prepare all donor project reports ensuring that narratives and financial reports tell a similar story of our work and achievements and are in accordance with guidance from the UK-based project manager. Maintain relationship with the implementing partners, local, district, provincial and national level stakeholders ensuring that transparency at all levels maintained and project information communicated to relevant stakeholders in timely fashion. Lead, manage and mentor the team Support and actively enable team learning and development using approaches such as coaching, mentoring, peer learning and reflection activities. Proactively support the professional growth of team members by offering quality feedback and opportunities to progress and grow Conduct timely quarterly People Management conversations with direct and matrix reports, set objectives and provide feedback and support to achieve the set objectives. 4. Knowledge Management Lead the team to prepare and implement knowledge capturing and dissemination plan and to ensure that knowledge of the project/activities is effectively captured and disseminated Ensure learnings are captured, documented and gathered from the project and feed it into the Change Ambition Thematic Leads including coordination with the Knowledge Management Coordinator Coordinate with other stakeholders (i.e. government, academia, INGOs, civil society organization and research institutions) to share the project knowledge as well as to encourage them on capturing and disseminating knowledge related to flood resilience. 5. Compliance and Feedback Ensure the compliance (i.e. government, donor, organizational policies, procedures and requirement) maintained in each levels of project administration. As a practical Actioners, provide proactive feedback and reporting to Regional Management Team for any internal/external issues around project/organisational reputation as well as any solutions to overcome it. Integrate safeguarding considerations within the project, including with partners, and flag and mitigate any safeguarding risks. Conduct other responsibilities as directed by Head of the Programme Delivery. EXPERIENCE, KNOWLEDGE & SKILLS MINIMUM QUALIFICATIONS Minimum qualification required is Master s Degree in Development Studies, Social Sciences, and/or Project Management At least five years of work experience in project management, human and finance resource management and budgeting Preferred knowledge in DRR or Climate Change Job Description_ProjectManager_NFRP II_DEC2018 Page 3
