1 Position Description Division Freight Services Position Title General Manager Freight Services Location: Position Holder: Reports To: Direct Reports: Employment Status: Launceston TBA Chief Operating Officer Regional Operations Managers Network Manager Permanent full time role Primary Position Objective To lead and manage Freight Services operations with a focus on safety, reliability, quality, efficiency, cost, compliance and market needs. This includes ensuring that all people, operations, assets and train services are managed to ensure the achievement of budgeted profit forecasts and business customer service objectives within a productive and safe working environment. Working Environment TasRail is one of the largest transport providers in Tasmania connecting industry and commerce to major shipping ports and freight hubs across the State. As a State-owned Company, TasRail is responsible for both Below Rail and Above Rail assets including freight terminals, ship loading and bulk handling facilities and is commercially focused and committed to delivering optimal and innovative logistic solutions to its customers. The role directly reports to the Chief Operating Officer (COO) and is responsible to lead a management team, with a workforce of approximately 100 employees strategically located across Tasmania. As a key member of the Senior Leadership Team, the GMFS is fully accountable for the Freight Services Division and is expected to work collaboratively with the Executive, Senior Leaders and peers, the Chief Operating Officer (COO) and the Chief Executive Officer (CEO) to implement and execute the Corporate Plan and other endorsed strategies within Tasmanian Railway. The GMFS is required to provide a high standard of timely reporting to the COO, the CEO and the Board with regard to the financial, operational and strategic performance of the Freight Services Division. 2 Primary responsibilities/accountabilities Effectively lead the development and implementation of a Zero Harm strategy and culture across the Freight Services Division; Provide strong and effective leadership for all employees through the development of a quality service culture and a focus on safety, teamwork, change management and continuous performance improvement; Manage Freight Services operations and assets, including people, train services, network access, rolling stock and the development of operating plans to optimise train performance, freight availability and customer satisfaction whilst achieving the highest levels of productivity, service and output; Develop and implement strategic operational plans and budgets to ensure the required level of performance, measured against Key Result Areas and established Key Performance Indicators. This includes the achievement of targets for divisional and company revenue and EBIT objectives in line with Board strategies and the Corporate Plan; Work in consultation with the Business Development group to develop a strong customer service culture and revenue enhancing opportunities, whilst facilitating new business development with tenacity and determination; Play an integral role in positive cultural change across the organisation, including the successful implementation of major projects including effective reporting and systems management; and Establish and maintain effective relationships with key internal and external stakeholders and work in an ethical and collaborative manner. Qualifications, Knowledge and Experience Significant experience (minimum five years) in a senior leadership position in the transport logistics sector or similar industry; Appropriate tertiary qualifications in a business, logistics or related management stream; Outstanding leadership qualities with effective interpersonal and communications skills; A track record of success delivering against agreed targets, goals and role expectations; Proven experience in project delivery and implementation, continuous improvement and change management; Demonstrated analytical and problem solving skills and proven capability as a strategic thinker, planner, organiser and priority setter; Strong commercial acumen and experience in consultation, negotiation and building and maintaining relationships and network; and Experience in managing and leading cross-functional groups and organisation wide projects with a focus on driving performance improvement, customer solutions and efficiencies. Selection Criteria 1. Significant experience (minimum five years) in a senior leadership position in the transport logistics sector or similar industry. 2. Demonstrated analytical and problem solving skills and proven capability as a strategic thinker, planner, organiser and priority setter. 4.
