Department of Roads, Transport& Public Works 1. Assistant Architect J/G L (2 posts) REF :CG/KLF/CPSB/ADVRT/37/06/16 Preparation of designs and production drawings Interpretation of designs and production drawings Interpretation of clients requirements Post Contract administration Bachelor s degree in architecture or an equivalent and relevant qualifications from a recognized institution Graduate membership with the Architectural Association of Kenya Must be computer Literate 2. Engineer (Structural) BS J/G L (2 posts) REF :CG/KLF/CPSB/ADVRT/38/06/16 Duties and responsibilities Monitoring and execution of Structural works in building services Planning, Design, Supervision of construction, contracts, materials, investigation and research related to buildings, direction, control and supervision of maintenance of building structures

2 Prepare regular and periodical reports for the projects Be a Kenyan citizen Bachelor s degree in Civil Engineering Post Graduate Diploma in project Management is an added advantage At least 3 years experience in relevant field A current valid practicing license from the Engineers Registration Board of Kenya Be registered with the Engineer s Registration Board of Kenya (EBK) Proficiency in relevant computer applications and computer aided designs (AUTO CAD ad designs software) Satisfy the requirements of Chapter Six of the Constitution 3. Engineer (Structural) Assistants J/G J (2 posts) REF :CG/KLF/CPSB/ADVRT/39/06/16 The officer will work under the guidance of the Engineer (Structural) Monitoring and execution of work in building services Planning, designing, supervising of construction contracts, materials, investigating and research related to buildings Directing controlling and Supervising of maintenance of buildings Must be a Kenyan citizen Diploma in Civil Engineering or its equivalent from a recognized institution Must be Computer Literate Must have at least 3 years working experience Satisfy the requirements of Chapter six of the Constitution 4. Quantity Surveyor Assistants J/G K (3 posts) REF :CG/KLF/CPSB/ADVRT/40/06/16 The officer will work under the guidance of quantity surveyor Squaring dimensions and abstracting for the preparation of bills of quantities

3 Preparations of specifications, assisting in site measurements, assisting in the preparation of payments certificate Must be a Kenyan Citizen Diploma in any of the following fields- Quantity Survey, Building (Civil) Engineering or its equivalent from a recognized institution Must have at least 5 years working experience Must be Computer literate Satisfy the requirements of chapter six of the Constitution Department of Executive 5. Chief Information/Communication Officer J/G M (1 Post) REF :CG/KLF/CPSB/ADVRT/41/06/16 Coordinate Public Communication activities in the County in Liaison with Office of the Governor, County Executive and County Chief Officers. Coordinate Civic Education activities in the County To serve as the contact on relevant advisory and networking matters with internal and external audiences Ensuring production of corporate publications and distribution of relevant materials to residents in the County and to other stakeholders Formulating public relations budget proposals and work plans Advising senior management on public relations strategies Coordinating and supervising production of articles and other information material for various media Producing, Printing and distributing in-house journals, newsletters, Corporate and other related publications Organizing and Coordinating public relations activities and outreach events Gathering information on programmes, significant events in specific Sectoral area and the impact on customers Any other duty that may be assigned from time to time

4 Requirement for appointment Served in the grade of Relation Officer or in a comparable and relevant position in the public service/private sector for a period of not less than five (5) years. A bachelor degree in any of the following disciplines, mass communication, communication studies, journalism, public relations, social sciences or any other approved equivalent qualifications from a recognized university/institution. A clear understanding of the working of the media and the socio-political environment in Kenya. Good oral and written communication skills in both English and Kiswahili. Advanced Computer Application Skills. A senior management course from a recognized institution is an added advantage. Demonstrated professional and managerial competence as reflected in work performance and results. Department of Land, Energy, Housing& Physical Planning 6. Chief Renewable Energy Officer J/G M (1 post) REF :CG/KLF/CPSB/ADVRT/42/06/16 An Officer at this level will be incharge of the following fields; Biogas, Biomass conversion technologies (Kiln& gasifiers), Fuel, wood and charcoal; Household and Institutional energy conversation, buildings and Industrial energy conversion, Solar, wind/micro/mini hydro; Nuclear/ tidal& waves. Duties and responsibilities Co-ordination, harmonization and supervision of activities in the various programmes; Collaboration with other institutions with similar interest, Preparation of annual reports, Designing and formulation of standards, programmes and project budgets. A Bachelor degree in any of the following disciplines, Chemistry, Biology, Physics, Forestry, Agriculture, Environmental Science, Mechanical/ Chemical/ Electrical Engineering or any other relevant qualifications from a recognized Institution and Served in the grade of Senior Renewable Energy Officer or a similar comparable position in the private sector for atleast (5) years and shown merit and ability as reflected in work performance results.

GIS Expert- J/G L (1 post) REF :CG/KLF/CPSB/ADVRT/43/06/16 Duties and responsibilities Developing GIS policies and procedures Developing County wide GIs implementation Plan Supervising GIS staff and managing GIS resources in the County Coordinating the establishment and management of Geo- Spatial Information System database on key indicators of development in the County Establishing geo- addressing codes and facilitate the mapping of resources in the County Coordinate the utilization of GIS platform to prioritize resources in the County Leading and Coordinating GIS activities with both user departments and external organizations Bachelor degree in Geographic Information Systems or equivalent from a recognized university/institution. Acquired a GIS certification from the relevant professional body Must have at least 3 years working experience 8. Senior Physical Planner J/G L (1 post) REF :CG/KLF/CPSB/ADVRT/44/06/16 Preparing Physical development plans for small and medium sized urban areas Collecting, collating and analyzing urban regional physical planning data Preparing action plans for specific projects such as residential housing schemes and shopping centres Providing advice on development applications Provide Logistical support to Physical planning Liaison committees and Updating and maintaining Physical Planning records Have served in the grade of Physical Planner for a minimum period of three years

6 Have a bachelor degree in any of the following disciplines:- Urban and Regional Planning, Urban Planning or Town Planning from a recognized University/Institution Be a Corporate Member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter) Have a certificate in computer applications skills; and Have demonstrated merit and shown ability as reflected in work performance and results Department of ICT Culture& Social services 1. Re- advertisement Digital Communications Officer (1 Post) J/G H REF :CG/KLF/CPSB/ADVRT/45/06/16 Job Summary Will be responsible for developing content on social channels including blog posts, tweets, status updates, photos and videos. The digital communications officer will work under the supervision of the Director of Communication & Press service Managing internal and external digital communications. Planning, creating and uploading content, and liaising with web developer. Implement a digital communications strategy Monitor digital communications, reporting on their success and improving uptake through search engine optimization and social media engagement. Keeping up with the latest IT innovations in order to maintain a fresh digital strategy. Working with the principal Communications Officer, you will use your excellent written and verbal communications skills to deliver news stories, weekly updates, newsletters, event videos, interviews and podcasts Be a Kenyan citizen

7 Be a holder of at least a Diploma in any of the following disciplines:- Mass Communication, Journalism, Information technology or any other relevant qualification from a recognized institution. Have experience with social media platforms but not limited to facebook, twitter and youtube. Have experience with leveraging social media management and analytic tools but not limited to hoot suite and visible technologies. Have experience in writing and editing content for the social media space Have at least 1 year experience Satisfy the requirements of Chapter Six of the Constitution DEPARTMENT OF DEVOLUTION, PUBLIC SERVICE AND DISASTER MANAGEMENT Re-advertisement 1. Human Resource Officers (7 posts) - Job Group L REF: CG/KLF/CPSB/ADVRT/46/06/16 The Human Resource Officers will support the functions of the Chief Officer Devolution, Public Service and Disaster Management and County Head of Human Resource. Specific duties will include: Supporting the establishment and operation of Human Resource Management function Ensuring correct interpretation of Human Resource policies rules, regulations, labour laws, and other relevant statutes Supporting the establishment of performance Management Systems Preparation of Human Resource reports Assist the Head of Human Resource in Planning, Monitoring and Reporting functions Developing and instilling proper HR Audit systems, job evaluation tools, schemes of service, HR manuals and payroll systems Offering advice on public service regulations and guidelines as well as Human Resource Management policies Assist the Head of Human Resource in preparing briefs on disciplinary cases received in County for decision making by the Board. 8 Ensuring conformity and compliance to HR policies, procedures, guideline and regulations and Articles (232) (1) on Values and principles of Public Service Offer advice on Human Resource Development including Training, Needs Assessment and Capacity building. Coordinate activities leading to final stage and the organization of stakeholders consultations Requirement for Appointment Bachelor degree in Business Administration (Human Resource Option) or Social sciences with higher Diploma in Human Resource Management from a recognized institution Relevant working experience of not less than five (5) years A thorough understanding of Human Resource Management policies, regulations and employee relations Demonstrate high degree of professional competence, administrative capabilities and initiative in the general organization and management of Human Resources Understanding of labour laws and other statute that impact on Human Resource Management A Masters degree in Human Resource Management will be an added advantage. DEPARTMENT OF TRADE, INDUSTRIALIZATION, CO-OPERATIVE DEVELOPMENT, TOURISM& WILDLIFE 1. Recruitment of Mbegu Fund Board Chairperson (Non-Executive) REF :CG/KLF/CPSB/ADVRT/47/06/16 Brief Background Pursuant to the enactment of Kilifi County Microfinance (Mbegu Fund) Act 2015, a fund popularly known as Mbegu Fund was established. The object and purpose of the fund is to provide for seed capital to micro and small enterprises within Kilifi County, for their business development and linkages to market. The fund will be administered in accordance with article 207 (4) (b) of the Constitution of Kenya and section 16 of the Public Finance Management Act. The fund therefore will be managed and administered by a Board whose chairperson shall not be a public Officer and will be recruited by the County Public Service Board (CPSB). of the Non- Executive Chairperson

9 Convene and chair all board meetings Ensure that the fund is managed according to the provisions of the Mbegu Fund Act 2015 and Public Financial Management Act. Be a signatory to the fund Provide overall management, design and oversight of the Fund including risk mitigation measures Consider, verify and approve funding to the Fund beneficiaries Develop relevant guidelines to guide operations and implementation of the Fund Develop and facilitate sectoral linkages on the Fund Monitor and evaluate programmes and activities under the Fund Forward quarterly progress and annual reports on the operations of the Fund to the County Executive Committee Member in charge of Trade Satisfy the requirements of Chapter Six of the Constitution; and Hold a minimum of a bachelors degree in the relevant field from a recognized institution or; on account of training or experience have over five years distinguished experience in financial, business or economic matters; or be knowledgeable about trade, industry, finance or the economy; or Have experience in matters connected with, and of challenges experienced by small and micro enterprises.
