The History of CleanStart February 2007 the light bulb moment - we should set up a Social Enterprise to increase the social value we create for our communities We worked with the Greater Manchester Employment Coalition to identify a client group to work with and chose prolific ex-offenders We used ad hoc contractors to clear/clean our empty properties and we weren t happy with the standards they were achieving We put the 2 problems together and the concept of Cleanstart was born August 2008 CleanStart cleaned their first property and it s been great for THT

Benefits for THT Reduces re-offending in our neighbourhoods Great employees Having an internal supplier for Voids Clearance gives us more control over quality / service standards and more flexibility to be responsive to fluctuating demand Maximises Value for Money by providing Social Value as well as a cost-efficient service Social Value Act requires public authorities to have regard to economic, social and environmental well-being in connection with public services contracts; and for connected purposes Because we also tender for external work, it doesn t have to cost any more

Cleanstart

Why did we pick this Client Group? Why PPOs? Increase employment opportunities Added Social Value Crime reduction Safer neighbourhoods Perception of offenders Role Models that break the cycle

What Makes it Work? Recruit the right people Passion, Drive, Commitment Tough Love Partnership Approach

What Makes it Work TRAFFORD COUNCIL Grant support Access to multiagency HMP Styal Provides volunteers who go on to secure employment POLICE Identify candidates Support ex-offenders Support THT CLEANSTART PROCUREMENT Recruitment process Monthly 121s Move to employment Employment Support Prepare candidates CVs Mock interviews PROBATION Identify candidates Weekly visits Update THT Holistic approach to support The right people around the table A vested interest

Sustainability not Charity Steady Income Stream (from THT Voids) Customer Satisfaction/ Reputation more business Identify Your Supporters (Wates, Police) Not Reliant on Grants (use them for set up & expansion)

The Model Placement Support 6-12 months Job Search Move On when ready It s about how we implement the model: Tailored management approach Time to grow and make mistakes Quality not Quantity Building Trust & Relationships Individualise the support to change Crisis Support

Has it paid off? 44 people through the programme 22 lads into permanent employment Only 4 recalled back to prison 89.5% success rate Over 10 million savings to the tax payer 1 in 5 crimes committed by a former prisoner 61% of offenders reconvicted within 2 years 68% of offenders reconvicted within 4 years 9 out of 10 people having been in youth custody are reconvicted within 2 years Big Tick Award

Has It paid Off? 96.7% tenants satisfaction 98% voids completed in target Average cost of a void with CleanStart 280,34 Compared to 5 of our competitors THT Void Turnaround days General let 13.93

Cleanstart in Action Question: What skills do you need to rob a row of houses in a single night? Alot of the skills required are transferable to the workplace Cleanstart finds work opportunities that fit the skillset of PPOs This means we give them opportunities to use their skills legally! We build confidence by showing them they have skills they didn t realise they had We find that PPOs can be great employees And that if you give them a chance and the right support, they won t let you down

So what can you do? Have you got work that could be delivered by ex-offenders and form the basis of a Social Enterprise? Could you include more employment-based social enterprises in your supply chain? Could you make your procurement processes more social enterprise friendly? Are you wondering how to respond to the Social Value Act? If the answer to any of these is yes, then we d love to explore partnership opportunities with you
