1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT LBYR Programme Specialist - Sexual and Reproductive Health (SRH) and Gender Based Violence (GBV) The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. Living Conditions The UN Volunteer will be assigned in Sebha which is a city in Libya, capital of the historical region of Fezzan and Sebha district. It is located 660 km south of Tripoli, in the middle of the Libyan desert in an oasis. Its population was estimated at 138,000 in After the fall of the Ghaddafi in 2011, Libya entered a phase of transition from a highly centralized governance structure to a new semi-democratic system. This transition has been marked by deep political polarization and political fragmentation, culminating in open armed confrontations that erupted in July 8 Apr 2019 Page 1 of 8

2 2014. In 2015, international staff had to be evacuated from Libya due to the security situation. In 2018, UN agencies are relocating to Tripoli and operate from secured compounds where personnel is also accommodated. Assignment Details Assignment Title Organizational Context & Project Description Programme Specialist - Sexual and Reproductive Health (SRH) and Gender Based Violence (GBV) UNFPA opened its office in Libya in In 2014, as the security situation deteriorated, UNFPA evacuated its office to Tunisia and started managing operations remotely, with two UNFPA national staff operating inside the country. Despite the evacuation, UNFPA continued to be actively engaged in humanitarian and development activities and in late 2017, with the approval of the Ministry of Foreign Affairs, UNFPA established an office in Tripoli. Since the lifting of the evacuation status in February 2018, UNFPA has progressively increased its presence in Libya. By March 2019, as part of the new Country Programme Document , UNFPA will increase the number of staff to 32 full-time staff, of whom 22 based in Libya. Two sub-offices will also be located in Benghazi (East) and Sabha (South). In 2018, UNFPA reached 40 municipalities in the East, West and South of Libya, through its four programmes focusing on Sexual and Reproductive Health (SRH), Women s Empowerment and Gender- Based Violence (GBV), Youth Development and Participation and Population Data. The SRH programme consists in supporting the provision of basic and comprehensive sexual and reproductive health services to all people in Libya and ensuring particularly the good health and wellbeing of mothers and newborns. This is done by supporting national health institutions in strengthening the health system strategy, equipping conflict-affected health facilities with emergency reproductive health kits, training health workers on the Minimum Initial Service Package (MISP) for reproductive health and deploying mobile teams in hard-to-reach areas to directly support the provision of services. The GBV programme consists in protecting and empowering women through training, advocacy and awareness-raising, as well as through the establishment of women community centers where psychosocial support and social activities are provided to internally-displaced and non-displaced women. Project activities are designed and implemented in collaboration with relevant line ministries, local civil society organizations, INGOs and UN agencies. The Programme Specialist for Sexual and Reproductive Health (SRH) and Gender Based Violence (GBV) post is located in the UNFPA Sabha Sub-Office. The Programme Specialist for SRH and GBV will be the principal adviser and manager at the sub Country Office level for the integrated programme and work in an integrated manner with the technical and programme staff in the Country Office. 8 Apr 2019 Page 2 of 8

3 The UN Volunteer will work in a highly complex operating environment with important programme and political partnership engagements and/or representations. The UN Volunteer will play a leading role in the formulation and delivery of SRH and GBV components of the UNFPA Country Programme, being responsible for the day-to-day management of the SRH and GBV activities of the sub- Office. Sustainable Development Goals Task description 16. Peace, Justice and Strong Institutions Under the direct supervision of the Programme Coordinator, the UN Volunteer will undertake the following tasks: 1. Technical Support and Capacity Building Provide analysis of the political, social and economic environment relevant to sexual and reproductive health and gender-based violence and identify opportunities for UNFPA assistance and intervention. In collaboration with Government counterparts, NGOs and other partners, the Programme Specialist oversees the formulation and design of the country programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures. Oversees achievement of programme results by ensuring appropriate policies and procedures are applied by programme team, and appropriate monitoring and oversight mechanisms and systems are established and implemented; Oversees project implementation, establishing collaborative partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs, and addressing training needs of project personnel; Support to identify gaps and opportunities to increase knowledge and use of Family Planning (FP) and SRH products and services among vulnerable populations, including young people, at all levels of the health sector including partnerships with local and international NGOs and faith-based organizations; Support to identify gaps and opportunities to increase access to and utilization of GBV case management services especially psycho-social support, mental health, medical case management and legal assistance; Support developing proposals and engage in resource mobilization efforts to support joint programming and strengthen coherence in programme delivery; Provide technical support to the development of relevant advocacy and policy documents to address SRH and GBV needs and broader gender issues at the district/township level; Contribute to strengthening local capacity to support peace building activities in Sebha with particular emphasis on supporting the participation of women and girls. 2. Partnerships and Coordination Actively participate in health and GBV meetings, consultations and workshops, provide feedback on SRH and GBV issues at sub-national and local level to government departments, local authorities and 8 Apr 2019 Page 3 of 8

4 other key stakeholders; Coordinate the mapping of stakeholders and social and health service facilities relevant for SRH service provision and GBV prevention and response; Liaise with sexual and reproductive health staff and GBV specialists/advisors in other agencies and organizations (including government, UN agencies, national and international NGOs and women's groups) for coherent programme intervention and integration of SRH and GBV; Coordinate with RHSWG and GBV SWG actors to conduct rapid assessments, analyze results, and plan emergency response. Explore areas of Good Practices and Success Stories arising from the program implementation and coordination at national, sub-national and community levels and provide the necessary support for documentation. 3. Monitoring and Evaluation Lead the programme team at Sebha Sub-office, whether staff or short-term consultants, in both substantive and operational issues ensuring optimization of human and financial resources and promoting a culture of results with highest performance standards; Perform spot-checks and regular field visits to projects sites and partners when the security context allows for and report any risk or challenges observed to the program coordinator; Manage budget and expenditures in order to accomplish programme within budget; Close monitoring of the projects in the system, draft annual work plans, quarterly reports, and other donor reports as needed or requested; Perform any other duties as assigned by UNFPA; Within the framework of the EU-funded project to advance nursing and midwifery in Libya, maintain close communication with local partners in Sebha and the national authorities in the East, draft progress reports, and directly supervises activities implemented in Sebha. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. 7 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
