1 To apply: Submit online application at Page 1 of 5 CITY OF CASPER invites applications for the position of: MPO Technician SALARY: $ $26.99 Hourly $3, $4, Monthly $46, $56, Annually OPENING DATE: 07/30/18 CLOSING DATE: 08/19/18 11:59 PM CLASS SUMMARY: Assigned to: Metropolitan Planning Organization (Full-Time Position) Incumbents are responsible for providing technical coordination of transportation demand modeling within the Metropolitan Planning Organization (MPO) operations. Responsibilities may include developing, implementing and promoting strategies to reduce traffic congestion, coordination of transit operations, and other MPO demands; and assists in the preparation of financial and operational reports. Receives general guidance from the MPO Supervisor or other assigned supervisor. TYPICAL CLASS ESSENTIAL DUTIES: 1. Monitors specialized transportation programs relating to MPO and assists with the identifications, development, and implementation of transportation strategies. 2. Provides support to the MPO division on matters as directed; prepares and presents reports and participates in multimodal studies; attends and participates in professional group meetings, serves on any related boards or committees as assigned. 3. Maintains awareness of new trends and developments in the fields related to area of MPO; this includes GIS, and other methods to assist with efficient transportation modeling needs. 4. Inputs data; develops and provides information; presents written and visual presentations of materials such as reports, maps, and briefings. 5. Coordinates closely with CATC, local, State, and Federal agencies to ensure compliance with forecasting methods. 6. Assists in the collection and organization of technical information for use in computer analysis and report generation; generates technical reports and maps; provides analysis and summarization of results obtained from the application of the travel demand model. 7. Provides GIS expertise specifically for transportation planning purposes; maintains transportation model data sets, software, and mapping techniques; assists with research to develop new computer modeling techniques.

2 Page 2 of 5 8. Provides general customer service and communicates with the public regarding policies, rules and general information about the City of Casper. 9. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. 10. Follows all City safety procedures. Reports all accidents/incidents immediately to supervisor. 11. Performs other duties of a similar nature or level. Knowledge (position requirements at entry): Knowledge of: Modern office procedures, methods and use of technological equipment including database management and use of software applications. Customer service principles. Graphic design principles. Record keeping and file management principles. Pertinent Federal, State and local laws, codes and regulations relating to MPO. Principles and practices of GIS data entry and maintenance. GIS/modeling, traffic management, and planning principles and practices. Methods and techniques of transportation forecasting and modeling. TRAINING, EXPERIENCE & CERTIFICATIONS: Training and Experience: Minimum of two years of experience working with GIS, transportation planning, or transportation modeling. Specific experience in the use of ARC-GIS software is required. Associate's Degree in engineering, geography, statistics, urban planning, or a related field. Licensing Requirements: Possession of, or ability to obtain, a valid Wyoming Driver's License. ARC-GIS, Trans CAD certifications preferred. Physical Requirements: Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Driving Requirements: For driving essential positions, employment with the City of Casper is contingent upon a

A driving record that reflects any of the following criteria is considered unsatisfactory: 1) Convicted of three (3) or more moving violations within the previous 36 months (three separate, individual incidents); 2) A conviction within the previous 36 months of any of the following: Driving under the influence of drugs or alcohol; Leaving the scene of an accident; Fleeing to avoid arrest; Reckless Driving; Homicide or assault by motor vehicle; Driving without auto insurance; Driving on a suspended license; Refusal to take blood/breathalyzer test for suspected DUI or impaired driving.
