1 TOWN OF WILTON Position Description Date: 12/1989 Revision Date: 7/1991 Revision Date: 7/10/2017 POSITION: DEPARTMENT: REPORTS TO: SUPERVISES: Director of Public Works and Town Engineer Public Works First Selectman Field Engineer, Highway Supervisor, Administrative Manager, and Clerk SUMMARY: The Public Works Director is a critical department head position that, under the general direction of the First Selectman, is responsible for the total operations of the Public Works Department, including the Highway division and Transfer Station (municipal solid waste, bulky waste, and recycling), and tasked with the goal of ensuring public infrastructure that supports the safety and well-being of the public; serves as the Town Engineer; oversees Road Improvement Program; monitors construction of new subdivision roads; provides advisory engineering review for sewer, stormwater, and water system construction; assists in the planning and engineering of new Town roads, Town facility construction, and water, stormwater, and sewerage systems; oversees solid waste handling; responds to emergency situations involving Town personnel, equipment, buildings, roads, and the general welfare of the public; and assures safe work practices and work environment for Town personnel and the public at large. JOB LOCATION AND EQUIPMENT USED: Work is performed both in the office and in the field in all types of weather conditions. Fieldwork often requires visiting locations accessible only by traversing rough terrain on foot. Field work also often involves inspection of sites during all phases of construction activity. This position requires the ability to drive a motor vehicle. Office equipment used: GPS surveying equipment, transit and leveling equipment, construction layout equipment, computers, plotters, field-related software, digital recording equipment, camera, telephone, calculator, fax machine, and photocopier. ESSENTIAL FUNCTIONS: Plans and supervises major activities in the Highway Division, including snow removal, sanding, road patching, brush and tree removal, correction of drainage problems, and maintenance of vehicles/equipment for the Public Works, Police, Planning & Zoning, Environmental Affairs, Health, and Parks & Recreation Departments and, on occasion, for the Board of Education; Responsible for review and approval of all work orders generated both internally and as a result of requests for services by residents. Coordinate inspection and develop and

2 implement action plan with appropriate personnel, as required, to achieve expeditious resolution of public inquiries and complaints pertaining to public works and Transfer Station; Responsible for the operation of the Transfer Station, including enforcement of and compliance with all applicable laws and regulations and addressing inquiries and complaints pertaining to solid waste activities; Plans for and administers the annual Road Improvement Program, including issuance of necessary requests for proposal, evaluation and selection of contractors, obtaining necessary contract documentation, ensuring insurance and bond requirements are met, approval of preparation of plans and specifications, inspection and approval of construction work, and approval and processing of payments for work completed; Plans for, inspects, and approves sub-contract work on repairs and construction on Town roads; Reviews and approves subdivision road plans, performs inspections of all phases of construction, ensures adequate performance bonds are obtained, responsible for final acceptance and recommendation to the Board of Selectmen on acceptance; Reviews driveway and roadway permits involving entering Town roads, prepare written recommendations, and refers to the Board of Selectmen, as required; Oversees the reconstruction and acceptance of private roads that are designated to become Town roads; Responsible for Town construction projects as assigned by the First Selectman; Responsible for complicated infrastructure projects that may involve coordination with private entities and other governmental agencies, such as running new natural gas, water, and sewer lines and pulling cable for technology needs; Assists as required in the responsible maintenance and improvements of Town-owned buildings; Responds on 24/7 basis to Town emergencies, serves as key member of Town Emergency Operations Team, coordinates Public Works responses during emergencies, and oversees preparation of data gathering and reporting for grant submissions; Serves as Town Engineer; Provides engineering review and recommendations on all new development plans submitted to the Planning and Zoning Commission and the Inland Wetlands Commission for approvals; 2

3 Provides engineering reviews and recommendations to the Wilton Water Commission and Water Pollution Control Authority, attends all meetings of both agencies, and takes appropriate action as required; Responsible for the planning, design, and contract administration for all sewer and water improvements, extensions, and expansion projects and responsible for the maintenance and repairs of the Town s sewer system and the pumping station; Conducts surveys of property owners to determine the extent of interest in water and/or sewer projects, including tabulation, analysis, and interpretation and presentation of results to respective authorities; Establishes and maintains complete, current, and accurate maps and other records of all properties subject to capital assessments and/or user charges for Wilton Water Pollution Control Authority and Wilton Water Commission projects; Consolidates project cost data for review by the Wilton Water Pollution Control Authority, Wilton Water Commission, and Finance Department as a preliminary step to calculating assessments and charges using appropriate formulas; Calculates any revised sewer assessments and user charges; Provides the Tax Collector with any and all information regarding original and revised assessments and user assessments required to calculate assessment amortization schedules, notices to homeowners, and bills; Investigates insurance claims against the Town involving incidents that occur within the Town s right-of-way; Works with the State Marshal s Office on evictions within the Town in accordance with state law; Provides direction to and oversight of Department staff, including establishing and implementing training and development programs, setting and enforcing department policies and procedures, ensuring compliance with collective bargaining agreements, and working with the Town s Director, Human Resources, Labor Relations, and Administrative Services to address municipal collective bargaining issues such as grievances, prohibited practices complaints, and negotiations for successor collective bargaining agreements; Provides training to Department staff to ensure knowledge of and compliance with federal and state laws and regulations and Departmental rules regarding safe work practices; Attends Board of Selectmen, Board of Finance, Planning & Zoning, Inland/Wetlands meetings and tree hearings, as required; 3

4 Serves as Town representative to local, regional, state, and federal boards, commissions, and agencies, as required; Prepares and administers the annual operating and capital budget for the Public Works Department; Prepares grant and other funding applications to support Public Works projects; Controls all purchases of materials, equipment, vehicles, parts, and services utilized by the Public Works Department in accordance with policies and procedures set by the Board of Selectmen and Finance Department, including issuance of requests for proposal, securing contracts, ensuring insurance and bond requirements are met, and overseeing the proper payables processing; Composes and signs official correspondence; and Performs other duties as assigned by the First Selectman. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of, and ability to apply, engineering procedures and methods in public works construction and operation and road, bridges, stormwater management, and highway maintenance; Working knowledge and experience with construction methods, materials, and equipment; Working knowledge of fleet management; Working knowledge and experience with solid waste and recycling collection and transfer station methods and procedures; Working knowledge of building and facilities maintenance and repair; Ability to effectively supervise and manage subordinate staff and maintain cooperative working relationships with same; Ability to establish and maintain effective working relationships with Town agencies and staff, local and State officials, and the general public; Knowledge of and ability to interpret and apply Federal, State and local laws, regulations and standards relating to Public Works and public administration; Working knowledge of labor relations practices and procedures; Knowledge of municipal operations and their budgetary impact; 4

5 Ability to compile, organize, analyze, and interpret data both manually and by computer; Ability to plan and organize detailed investigations of engineering problems and to recommend viable solutions; Ability to develop thoughtful, detailed, and realistic plans for short-, mid-range-, and longterm resources and scheduling requirements to meet Town public works needs and objectives; Ability to demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly with other Town departments, public agencies, and private entities to provide efficient and cost-effective quality public service; Considerable knowledge of and ability to use engineering, financial, management, and database computer systems and software, including Excel, Powerpoint, and Word software and computer aided design ( CAD ), geographic information ( GIS ), and enterprise resource planning ( ERP ) systems; Ability to perform effective field inspections and to enforce orders promptly, firmly, and courteously; Ability to interpret technical blueprints, architectural and engineering drawings; Physical ability to reach remote and accessibly-challenging work sites for inspections, which may include bending, lifting, stretching, and climbing; Ability to communicate effectively, both orally and in writing; and Ability to make difficult decisions within deadlines in an environment that may have limited resources and competing claims. MINIMUM REQUIREMENTS: Bachelors degree in Civil Engineering. Advanced degree desirable. Professional Engineer s license in State of Connecticut, or ability to obtain same within six (6) months time of hire; Minimum ten (10) years of experience in public works or construction field with five (5) involving supervisory experience in the management of clerical and professional personnel or an equivalent combination of education and experience; and A valid driver s license. 5
