As you are 110.-Pe- aware, Direct Benefit Transfer (DBT) is one of the pivotal areas on which the IAS probationers would be working on during their attachment with the **- -elltak b Ministries. 2. DBT initiative has gained significant momentum in the country. The scope of DBT itself has expanded to include not only cash transfers but also in-kind transfers (e.g. subsidised foodgrains under PDS with Aadhaar based biometric authentication) and payments to enablers of Schemes like Asha and Anganwadi workers. Now, the Government of India has set an ambitious target of bringing all subsidy and welfare Schemes under the ambit of DBT by 31 st March, Presently, 74 Schemes across 17 Ministries are being reported on DBT. Further, 71 Ministries have set up internal DBT Cells that would particularly work towards onboarding the Ministry's Schemes on DBT. Moreover, the DBT Mission has come out with support documents that would help Ministries to transit Schemes of DBT- Summary document, Standard Operating Procedures (SOPs) and Guidelines for State DBT Cells), all of which also available on the DBT Mission's website (at the following link: 4. Thrust areas where DBT Mission will be engaging with DBT Cells are identification of all the Schemes being implemented in respective Ministries / Departments and freezing the list of Schemes that are DBT compliant. For such DBT eligible Schemes, further set of activities that include digitisation of beneficiary database, process reengineering (wherever required), Aadhaar seeding, automation of processes, integration of fund transfer with PFMS & Aadhaar based fund transfer and developing a MIS for effective monitoring and feedback will have be carried out. The DBT Mission looks upon the assignment for IAS officers of 2014 batch to study the DBT related efforts across Ministries as a unique opportunity not only to assess the DBT preparedness of Ministries; but also to expedite efforts for DBT implementation. The DBT Mission has accordingly developed a comprehensive module (copy enclosed) that would help the IAS probationers in their assessment of Ministries from the DBT implementation perspective. Elaborate timelines have been stipulated across activities which include: A. Baseline Assessment of the Ministry -1st August - 15 th August, 2016 B. DBT Eligibility Assessment of schemes - 16th August - 31 st August, 2016 C. Scheme wise analysis of DBT eligible Schemes - 1 st September 30th JU September, 2016) D. Ministry specific Scheme wise DBT Onboarding Report (for at least 5 schemes) 1 st October 31 st October, 2016) The DBT Mission would also stand to benefit from the exercise in terms of collection of information and providing / making requisite Ministry specific support and intervention. 6. Further, the DBT Mission is preparing a Ministry-wise folder for each of the probationers that would contain the module for studying DBT across Ministries, support documents and an indicative list of Schemes being implemented by the Ministry (as culled out by the DBT Mission). 6 Direct Benefit Transfer (DBT) Concept Government's benefit design and delivery mechanism has undergone significant changes in the last few years particularly with the inception of Aadhaar and the increase in mobile phone usage. The most significant change has been in the delivery of Government schemes wherein we have steadily moved towards a system of Direct Benefits Transfer (DBT). DBT is a major reform process where cash/benefits are transferred directly to the beneficiaries of various subsidy and welfare programmes of the Government, preferably Aadhaar seeded, cutting several layers in the delivery process. It envisages achieving accurate targeting of beneficiaries, de-duplication and reduction of fraud, efficiency in delivery process; ensuring greater inclusion; curbing leakage and thereby controlling expenditure and promoting greater accountability and transparency. The JAM trinity - Jan Dhan, Aadhaar and Mobile are the major enablers of DBT. Today, the DBT framework encompasses not only cash transfers to the bank account of beneficiaries, but also in- kind transfers (e.g. subsidised food grains under PDS) with Aadhaar based biometric authentication as well as transfers to enablers of Government schemes like Asha and Anganwadi workers. All this entails digitisation of beneficiary database, automating processes and putting in place a live MIS for Schemes being implemented across Ministries on the DBT platform. Presently, 74 schemes of 17 Ministries are being implemented on DBT. Till date, about Rs. 1.2 lakh crore have been disbursed through the DBT platform to nearly 3o crore beneficiaries across the country. A DBT portal which will be an aggregator of all DBT Schemes at one point is also in the pipeline. 1.1 Present focus on DBT and Timelines The DBT initiative has gained significant momentum in recent years. Now, an ambitious target of ensuring that all Central Sector & Centrally Sponsored welfare and subsidy Schemes are brought on DBT by March, 2017 has been set. The important timelines that have been set for DBT implementation include: i. DBT Cells in all Ministries & States by 3oth June, 2016 ii. All DBT disbursal to be Aadhaar linked by 31st December, 2016 iii. All Subsidies and Welfare Schemes to be brought under DBT by 31st March, 2017

7 0 1.2 DBT implementation - Role of Assistant Secretaries The Ministry attachment for the IAS probationers provides them an opportunity to understand the modus operandi of the subsidy and welfare programmes being implemented across Ministries and also appreciate and follow-up on the work being undertaken to transit schemes to the DBT platform within the stipulated guidelines. Accordingly, the IAS probationers are expected to associate closely with the DBT Cells in Ministries and capture in detail the DBT transition exercise, with particular focus on the following processes/activities: i. Examination of all Schemes of the Ministry/Department ii. iii. iv. Identification of Schemes that can be brought on the DBT platform Studying of the Scheme design, particularly with respect to the different layers in the delivery mechanism like States, implementing agencies etc. Re-engineering processes and their automation under the Scheme design for DBT on-boarding v. Creation of Scheme-wise digitised beneficiary database, with particular details of Aadhaar and bank accounts of beneficiaries. vi. vii. Putting in place an IT platform/mis for real time capturing of information and effective monitoring Linking of the Scheme-wise MIS to the DBT portal. The DBT Mission has also come out with a set of documents that would help Ministries, States and other stakeholders to understand the concept of `DBT', as it has evolved in the country and also provide guidance to Ministries and States in their efforts to transit Schemes to DBT. These documents include DBT Flyer, Summary Document on PDF, Standard Operating Procedures on DBT and Guidelines for States DBT Cells. 8 1.3 Expected Outcome At the end of three months, the IAS probationers are expected to provide their assessment of the transition exercise that is underway in various Ministries. A questionnaire that would assist DBT out them in their assessment is annexed for ready reference. Further, they are expected to come with their observations and practical suggestions, if any that would not only expedite DBT implementation, but also make the exercise more meaningful in terms of both reaching out to people as well as transforming the entire government service delivery mechanism in the country.

9 0 2 Key Activities 2.1 Phase I: Baseline Assessment (ist August-15th August, 2016) The baseline assessment of the Ministry/Department to be completed by August 15, 2016 Tasks to be covered under Baseline Assessment: Understanding of the Ministry/Department and its Program Divisions Familiarization with DBT concept Developing a thorough understanding of all necessary processes for transition of Schemes to DBT 2.2 Phase II: DBT Eligibility Assessment of schemes (16th August- 31st August, 2016) The Eligibility assessment of the schemes to be completed by August 31, 2016 Working with the DBT Cell to identify all the schemes of the Ministry/Department. Populating list of all the schemes under the ministry on the DBT Portal and examine their DBT eligibility with categorization of the schemes based on DBT eligibility in the prescribed format (questionnaire at Annexure 3.1) 2.3 Phase III: Scheme wise analysis (ist September-30t h 2016) September, The scheme wise analysis of the Ministry/ Department to be completed by Sept 3o, 2016 Detailed drill down of the DBT Eligible schemes identified in Ph*e II. Uploading the analysis of the scheme on DBT Portal as per the format (Annexure 3.2)

16 Support Documents on DBT -11 Summary Document on DBT The document provides information on DBT from historical perspective. Apart from specifying Vision and Mission of DBT, it includes details about entire DBT Framework, specific DBT success stories and basic set of Frequently Asked Questions. It also includes information on scope of DBT, its prerequisite and key enablers. The document acts as a quick reference material and information hand out to understand the basic concept and other related DBT aspects. A copy of this document is available at ie. in/dbt/document.htm I Standard Operating Procedure (SOPs) The document provides detailed reference material for Ministries/ Departments to transit their respective schemes on DBT. SOPs are laid down for DBT on boarding of different types of Schemes which involve i. Cash transfer to individual beneficiary ii. In-kind Transfer to individual beneficiaries iii. Other Transfer (payments made to government enablers) Apart from these, information on Roles and Responsibilities of different Stakeholder involved in DBT Framework and Architecture of Fund Transfer under DBT Framework has been explained. Further an exclusive section on Payment and Feedback loop, to be established for fund transfer under DBT framework, is given. The document will be helpful in understanding the various processes for transiting schemes of Ministry/ Department on DBT in an effective and standardized way. 17 Guidelines for state DBT Cells Both Ministries/ Department and States are required to set up DBT Cells. As States are actually implementing Schemes in the field, it was felt necessary to develop specific guidelines for States to set up these DBT Cells. This document contains information on proposed Architecture of State DBT cell, Responsibility of key stakeholders, Process Flow of Delivering Benefits through States (Both Cash & Kind under various schemes) and a section on some Frequently Asked Questions have been included. It also includes the desired map of Central- State coordination for DBT implementation with State DBT cells as the nodal points. This document will act as an advisory document for State/ UTs to constitute effective DBT Cells. This will also help Ministries at the Centre to achieve smooth and speedy implementation of DBT across schemes in respective States/ UTs through these one point stop DBT Cells in States/ UTs.
