Essential Knowledge: To have responsibility for all financial activities undertaken within the Force or contracted out under the supervision of the Force. To be a member of Chief Officer Group and be responsible for ensuring the effective and efficient use of the financial resources available to the Force. To liaise and consult as appropriate with the Treasurer and Police Authority members. Chief Officers, the Police Authority, the Treasurer, the Clerk to the Police Authority, the Home Office, HMIC, regional police groups, relevant ACPO Committees, the Audit Commission and the internal and external auditors, police and support staff of the Force, other forces, external organisations. Actively advance diversity /equality, work towards eliminating discrimination, harassment and victimisation and foster good relations between all groups of people To be CCAB qualified or equivalent (preferably The Chartered Institute of Public Finance and Accountancy CIPFA) Work Experience: To have substantial experience in a financial management post at senior level in a large organisation.

2 To have experience of advising executive members of an organisation. To have experience of preparing long term plans / budgets. To have experience of networked financial information systems. To have experience managing people in a changing work environment. 4 Core Responsibilities/ Accountabilities Operational: To determine Force financial planning, budgetary control and monitoring systems as directed by the Chief Constable. To ensure the efficient management and closure of the revenue and capital accounts of the Force in accordance with the appropriate procedures. To undertake day to day management of loans and investments in line with delegated powers. To ensure the provision of efficient and effective Exchequer services and manage external contracts as required. To co-ordinate the insurance arrangements for the Force as appropriate. To ensure that the Force systems of accounting, monitoring and budgetary control are robust in line with Home Office policies. To provide timely and accurate monitoring reports to the Chief Constable, the and, as appropriate the Treasurer and Police Authority members. To formulate and direct the development of a rolling three-year financial plan as directed by the Chief Constable. To Head a Department that provides a full financial service to the Force Management/Leadership: To develop and direct a team of finance staff to deliver departmental objectives effectively and efficiently. Communication: Administration: General: To contribute to the development of the Force objectives through membership of the Chief Officer Group and relevant working parties. To advise the Chief Officer Group, Police Authority, HMIC, Treasurer and senior officers, as appropriate, on financial issues affecting the Force. To devise strategies both short and long term to address and support the objectives. To represent the Force on national and regional groups to facilitate networking and sharing best practice.

5 To undertake any other such duties commensurate with the post as may be required for the safe and effective performance of the post.
