1 Title Departmental Property Officer Job Purpose Department Property Post Ref. Reporting to Team Manager Departmental Services To act as a Client for the County Council for major strategic capital projects to facilitate the delivery of those projects on time, on budget and to meet the needs of the services. To provide a single point of contact to service departments, providing specialist advice, support and guidance on property related matters The officer will be provided with individual cases and will be expected to work with a degree of autonomy Key Responsibilities 1. To develop capital property solutions to improve client department asset performance and meet the business development and service needs identified by the Department and County Council. 2. To advise senior managers and elected members of property implications arising from changing service needs. 3. To liaise and work in partnership with operational managers and staff, the Resources Department and Public, Voluntary and Private Sector Organisations, as appropriate. 4. To commission property refurbishment, improvement, remodelling, replacement and other changes to meet service needs and optimise use of property across the portfolio in alignment with corporate asset management planning and service need. 5. To prepare business cases for funding property changes including refurbishment, improvement, remodelling and replacement, presenting such cases at relevant forums such as the Capital Asset Management Group (CAMG). 6. To act as Client in the property design process and give formal approval/sign-off for: Key Accountabilities 1. Key contact point for service departments property advice and to provide and oversee solutions for identified issues. 2. To achieve specified service capital requirements within agreed resources. 3. Development and delivery of relevant Property strategies, processes and policies that deliver value for money, operational efficiency and meet service need in under the general guidance of the line manager and association with strategy officers e.g the development of service asset management plans 4. Work positively with internal and external professionals and stakeholders and their representative bodies in order to jointly meet the challenges facing provider, commissioners and government policy. 5. Alert the Team Manager of issues that could affect delivery. 6. To manage any delegated budget and or resources within identified parameters with regular reporting to line management of progress and status. 7. Accountable for the delivery of major capital programmes

2 - scheme designs and budgets - changes after sign-off which affect delivery, timescale and/or output specification - completed projects including ensure specifications met and defect identified/ rectified 7. Acting as Client representative, to pro-actively monitor and liaise with the delivering body to facilitate management of the delivery of the capital programme and corresponding capital budgets. 8. Acting as Client representative to ensure an appropriate response to Central Government initiatives, legislative and other changes and developments. 9. To develop and maintain information/ indicators to assist the Team Manager/Group Manager in providing information and feed-back to departments on the delivery and budgetary implications of capital projects. 10.To maintain current knowledge and awareness of policy, procedures, practice and legislation in the post-holder s field of work and keep others informed. 11.Attending any regular or ad-hoc meetings with other stakeholders, preparing presentations/reports as necessary. 12.Preparing and delivering presentations and management reports for senior officers and elected members. 13.Liaising with the appointed project manager regarding any relevant contractual issues during procurement, design and construction. 14.Contributing to any relevant departmental and corporate tasks, projects and responsibilities as required by and agreed with the Team Manager/ Group Manager. 15.Pro-actively scrutinise and challenge the delivery of key capital projects in respect of budget costs and delivery. 16.Representing the Service and County Council at local, regional or national level and deputising for the Team Manager/ Group Manager as required. 17.To be budget holder as required for minor miscellaneous revenue property budgets that are transferred form time to time and projects, alerting the line manager of issues that could affect project delivery and performance. 8. Membership of cross departmental capital programme boards for capital projects, the membership of which is generally team and group manager level. 9. To ensure that clear and concise briefs and instructions are developed with Client Departments.

3 from non property departments. 18.To demonstrate and operate with highly effective communication, influencing and negotiation skills, both written and oral, including addressing audiences, leading on public consultations, preparing reports and briefing officers and elected members on the implications of policy, legislation and strategy for their areas of work. 19.As required, to be part of a team of officers within the Property Group who lead the department s emergency response and participate in the County Council s Emergency Planning/business continuity activities. 20.To undertake any other activity that is commensurate with the role and grade of the post. The post holder will perform any duty or task that is appropriate for the role described

4 Person Specification Education and Knowledge 1. Educated to degree level and desirable to have membership of a recognised property related professional institution (eg RICS) or relevant appropriate experience that demonstrates this level of competency. 2. Proven evidence of continuous professional and personal development. 3. Significant Corporate knowledge and understanding of the main issues affecting the delivery of capital projects. 4. High level of understanding of the County Council services in order to ensure that property meets the need of departments 5. Ability to work collaboratively in the development of the Service Departments property needs in the context of the Corporate objectives and policies 6. Knowledge of the principles and practice of: Effective Property Asset management Health & Safety Good Communication skills Excellent customer service Appropriate risk management Budget Management 8. Demonstrable business acumen with high-level of numerical, literacy and analytical skills. 9. Understanding of and commitment to Nottinghamshire County Council s values. 10.Knowledge and understanding of project management theory and practice, preferably with a recognised project management Personal skills and general competencies 1. 5 qualification Experience 1. Significant experience of working in a property related environment. 2. Experience managing and achieving change. 3. Proven experience in working within multi-discipline teams 4. Proven computer skills across the Microsoft suite. 5. Experience of financial planning and budget control. 6. Experience of engagement in complex projects/programmes of work in relevant field. 7. Experience of working with a range of Senior Managers and elected Members across a large organisation. Ability to articulate simple explanations of relatively complex issues, and the confidence to present this meaningfully to a wide range of senior managers and stakeholders. 15.
