1 CITY OF SEATAC invites applications for the position of: Senior Permit Coordinator An Equal Opportunity Employer SALARY: $4, $6, Monthly OPENING DATE: 06/06/18 CLOSING DATE: Continuous BASIC FUNCTION: This position is posted concurrently. This is an overtime eligible position that is a member of the AFSCME Collective Bargaining Unit. Under the direction of the Permit Center Supervisor, the employee occupying this position will receive and process permit applications and perform a wide variety of advanced administrative and technical duties to support the permitting process; provide advanced technical permitting and development information to residents, developers, builders, contractors, engineers, architects, other City departments and the general public; evaluate the complexity of applications to determine the need for pre-application meetings; be responsible for the proper application and issuance of permits in compliance with State and City codes, policies and procedures, and for the successful administration, operation, training and maintenance of the permit tracking system. This position is responsible for designing, writing and implementation of reports and assisting with special projects as assigned. REPRESENTATIVE DUTIES: Perform the duties of the Permit Coordinator classification in addition to the following: Exemplify and provide outstanding customer service to customers and the general public by acting as a primary point of contact. Assist the public at the counter, on the telephone or electronically by providing and gathering information regarding the permit process, City and State codes and regulations, and City policies and procedures. Determine customer needs, make decisions and assist or direct them to the appropriate person or department. E Mentor, guide and provide training to Permit Coordinator positions. Resolve complex issues and provide guidance as needed to others with problem permits and aggressive customers. E Intake, route and issue permits or resubmitted plans and documents for review. Verify status of City and State licenses. E

2 Coordinate permit reviews with City departments and ensure that reviews are complete and given a disposition by all reviewers before processing. Coordinate written comments for consistency and prepare comment letters to permit applicants. Act as a liaison between other City departments, staff and the public. E Review development related applications for completeness and accuracy, determining acceptability for intake. Support the Engineering Review Manager for all Site and ROW projects reviewed and approved by the Engineering Review Division and the Planning Manager for land use actions and permits. E Maintain, modify, and update computer database programs and software. Train and assist staff in the efficient utilization of permit software to achieve consistent data among all divisions. Serve as the permit tracking system administrator for report generation and information extraction from TRAKiT. E Develop and implement systems to streamline citywide permitting processes, including editing and maintaining the content and design of related forms, handouts and miscellaneous documents, ensuring smooth operation of citywide objectives. Ensure compliance with local and State laws pertaining to permit applications and assist in implementing required changes to systems, policies and procedures as laws change. E Establish and maintain a centralized master file management system for all development, building and land use plans, applications and permit records, information and related documents. Provide guidance to staff in the use and maintenance of this filing system Oversee the preparation of documents for archiving, adhering to City and State requirements. E Calculate and document fees. Process monthly revenue invoicing, purchase requisitions, refunds and orders as needed. Track and follow up on outstanding accounts receivables. E Provide support to managers and staff on a variety of tasks. Process public disclosure requests and provide copies of plans and permit files. Conduct surveys, research issues, prepare meeting materials and reports, and coordinate with other departments as needed. E Perform ongoing evaluation of permit process activities to improve customer service, productivity and efficiency while ensuring regulatory compliance. Assist with the expired permit process including requests for permit extensions and cancellations. E Explain the process of, prepare and schedule pre-application meetings. E Compile information from various paper and computer records to assist the divisions in the preparation of the annual budget. Gather information and prepare reports giving input to future projection analysis and revenue tracking. E Maintain adequate inventories of forms and public handouts. Determine and order filing supplies. E Provide backup coverage to other departments and divisions as needed. E

REQUIRED EDUCATION AND EXPERIENCE: High School Diploma or equivalent A minimum of three years of increasingly responsible experience working in permitting Experience with word processing, spreadsheet and database management software Experience with permit tracking software A combination of experience and training that provides the candidate with the knowledge and skills to perform the job will be considered PREFERRED QUALIFICATIONS: Associate of Arts degree in business administration or related field Municipal experience KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the permitting processes, regulations and codes Knowledge of correct grammar, spelling, punctuation and vocabulary Knowledge of filing and archiving in accordance with established retention guidelines Ability to provide excellent customer service to the public, co-workers and City employees Effective telephone techniques and etiquette Ability to maintain database software management systems Ability to operate a desktop computer to enter data, maintain records and generate reports Ability to read and interpret maps Ability to apply and explain policies, procedures, codes and regulations Ability to analyze and interpret permitting requests accurately and adopt an effective course of action Ability to communicate effectively both orally and in writing Ability to perform arithmetic calculations quickly and accurately Ability to plan and organize work while maintaining schedules and timelines Map reading skills, including GIS and general knowledge of engineering and building plans Ability to meet schedules and timelines by planning and organizing many and varied work assignments Ability to handle several tasks simultaneously while maintaining accuracy and attention to detail in an environment of frequent interruptions Ability to establish and maintain cooperative working relationships with others Ability to train and explain codes, policies and procedures

4 LICENSES AND OTHER REQUIREMENTS: International Code Council (ICC) Certification as a Permit Technician is required within one (1) year of hire. Valid Washington State driver's license A three year driving record abstract must be submitted prior to hire. WORKING CONDITIONS: ENVIRONMENT: Work is performed in an office environment with extensive time spent at a desktop computer. PHYSICAL ABILITIES: Sitting and standing for extended periods of time; dexterity of hands and fingers to operate a computer keyboard; seeing to review plans and projects; hearing and speaking to exchange information. Lifting and carrying boxes or other objects weighing up to 20 pounds. HAZARDS: None other than standard hazards involved in working in an office position and driving a vehicle to meetings.
