Items regarding implementation of evaluation With regard to the evaluation of the Incorporated Administrative Agencies for FY2014, JAMSTEC Sub-Committee meeting (hereinafter referred to the Sub-Committee ) was held three times as follows. And the following procedures were implemented At the 1st Sub-Committee held on June 5, 2015, the procedures for FY2014 business achievement evaluation were discussed. In this meeting, the evaluation criteria for the 3rd medium to long-term objective plan were also discussed and a hearing regarding evaluation criteria was conducted by the meeting participants. At the 2 nd Sub-Committee held on July 3, 2015, fieldwork for Japan Agency for Marine-Earth Science and Technology (hereinafter called the Agency ) was conducted. Hearings from the chief director, the directors, the head of the research and department center, the general manager and so on were conducted. In addition, a hearing was conducted based on the Agency s self-evaluation report which makes its results clear. At the 3 rd Sub-Committee held on July 29, 2015, opinions regarding the evaluation draft were obtained from the meeting participants. At the 2 nd meeting of National Research and Development Agency Council, Ministry of Education, Culture, Sports, Science and Technology (MEXT) on August 21, 2015, we received the advice in line with scientific knowledge from the committee, regarding the implementation of evaluation conducted by the competent minister. In addition to the above, written interviews were carried out to the head of the research and development center and the general manager regarding the chief director s leadership/management competence. Then this feedback was given to the president. 4. Important items and others relating to the evaluation No comments 2

Overall evaluation Rating*1 (S, A,, C, D) Reasons for rating : ased on the National Research and Development Agency s aims, business, medium to long-term objectives and so on, as a result of comprehensive consideration based on some circumstances FY2014 FY2015 FY2016 FY2017 FY2018 regarding the agency s business achievement, efforts and so on through its activities, a certain degree of expectation for the creation of achievement and creation of achievement in the future toward maximizing the achievements of research and development were recognized, and steady business operations have been also recognized. Since most of the individually assessed scores were, an overall rating of was awarded, based on the criteria relating to the evaluation for Incorporative Administrative Agency under MEXT s jurisdiction (decision by the Minister of MEXT on June 30, 2015). However, as far as the 1st business year of the 3rd medium-term plan is concerned, various high levels of achievements were produced. They are: high level of scientifically meaningful achievement in the fields of individual research and development, achievement combined with other fields, achievement of societal implementation etc., maximizing the achievements of research and development. 2. Evaluation of the whole agency This evaluation is based on the actual achievements based on the following factors: First, the Agency created its long-term vision for 15 years ahead and created a technical vision to realize this long-tern vision. Second, it reviewed drastic systematic reform to deal with 7 medium-term research and development projects. Lastly, steady organizational management has been being implemented to maximize the achievements of research and development. 3. Issues to be solved and /or improved for each subject Nothing in particular to affect the overall evaluation was observed. 4. Other items Main opinions from National Research and Development Agency Council Auditor s special comments [Regarding the overall evaluation] - is considered to be reasonable for its self-evaluation as a whole agency. With regard to its self-assessment (SAC), drastic correction is not necessary. In general, most of the objectives were achieved or exceeded. [Regarding the achievements] - From the perspective of research paper publications, as far as its field is concerned, the agency sufficiently proved that it has developed as the foremost research and development agency in Japan. In each field, influential and ongoing research achievements and related article publications were made in high quality international academic journals. - The themes in each field for FY2014 and the reports on FY2014 business achievements etc. show a satisfactory high level of implementation based on the fact that a variety of research fields are being carried out through the creativity of researchers and efforts to implement joints research with other research agencies. - Regarding research and development achievements, joint research with private companies in industrial recycling and industrial transformation is being conducted naturally and in line with capacity. [With regard to its long-term management] - The agency has dealt with a review toward drastic organizational reform to realize the long-term vision it created to be a central organization in the world among marine nations. - In addition to the creation of excellent research achievements, although its national grant is diminishing drastically each year, the agency established a system which enabled the implementation of cross-organizational medium-term research and development issues, reinforced the maintenance and management of its large facility, and contributed to the strategical acquisition of the earth simulation succession machine and to the success of its excellent operation. As a result of these efforts, considering its activities as a whole, the agency is highly evaluated. - Whereas research is developing in a variety of fields, and at the same time capital and human resource investment is needed in those fields, it is expected that a difficult judgement may be required. The agency, consisting of about 600 full-time workers including researchers and technical staff combined, is the foremost research and development agency in Japan. It is believed that keeping various developments stemming from research through multiple ideas contributes to maximize the research achievement as the nation s overall development. Further well-balanced research and development is expected. Also, the evaluations after FY2014 are made based on criteria regarding the evaluation for Incorporative Administrative Agency under MEXT s jurisdiction (decided by the Minister of MEXT in June, 2015). The details are as follows. Ratings up to FY2013 S: Outstanding achievements are fulfilled. (Without providing a cross-cutting objective standard for the agency in advance, S is rated according to the characteristics of the agency's business operations.) A: Achievements are in line with the plan for medium-term, or beyond, or are steadily being implemented toward a medium-term objective, or beyond (achievement rate for the medium-term objective should be over 100% in a given FY.). : In some ways the plan is not being implemented in line with medium-term-objectives, however, the plan may be achieved by means of ideas and efforts (achievement rate for the medium-term objective should be 70% to 100%.). C: The implementation of the plan is behind the medium-term objective, therefore, improvement of business is necessary in order to realize the achievement of the medium-term objective (achievement rate for the medium-term objective in a given FY is less than 70%.). F: The Evaluation Committee needs to warn an agency concerning the improvement of its business management and others (Without providing an objective standard in advance, F is rated as a result of judgement that a warning concerning business improvement is necessary.) D: ased on the National Research and Development Agency s aims, businesses, medium to long-term objectives and so on, as a result of comprehensive consideration based on some circumstances regarding the agency s business achievements, efforts and so on through its activities, special efforts and improvements including a fundamental drastic review, toward maximization of research and development or "the appropriate, effective and efficient administration of the operations" are required. [Other than administrative work and projects regarding research and development (After II)] S: Through the activities of the Agency Managed under Medium-term Objectives, considerable achievements more than the original medium-term objective from a quantitative and qualitative point of view have been recognized (in terms of quantitative index, the achievement rate against the medium-term objective is over 120% and significant achievement has been recognized from a qualitative point of view). A: Through the activities of the Agency Managed under Medium-term Objectives, more achievement than the original medium-term objective has been recognized (in terms of quantitative index, achievement rate against the medium-term objective is over 120%). : The original medium-term objective has been achieved (in terms of quantitative index, the achievement rate against the medium-term objective is between over 100% and less than 120%). C: Operating performance has been less than the original medium-term objective. As a result, improvement is needed (in terms of quantitative index, the achievement rate is between over 80% and below 100%). D: Operating performance has been below the original medium-term objective. As a result, drastic improvement including abolition of projects is required (in terms of quantitative index, the achievement rate against the medium-term objective is below 80%, or improvement of business management and other necessary measures ordered by the competent ministry are recognized). 6
