1 Recommend staff development and guidance for continuous Overview This unit covers the competences required to generate and encourage to an organisation's continuous culture by identifying and recommending staff development and guidance. You will be required to assess whether staff in an organisation have the necessary skills and knowledge to implement a continuous programme. You must be able to identify any gaps in their knowledge and skills that are required to support the programme. You must be able to identify, with the management team, the appropriate resources and changes required in the organisation, to develop those staff with identified educational and training needs. Your responsibilities will require you to comply with organisational policy and procedures for the activities undertaken, and to report any problems that you cannot solve, or that are outside your responsibility, to the relevant authority. You will be expected to take full responsibility for your own actions within the activity, and for the quality and accuracy of the work that you carry out. Your underpinning knowledge will provide a good understanding of your work, and will provide an informed approach to the techniques and procedures used. You will need to understand the principles and procedures of business planning, and its application, in adequate depth to provide a sound basis for carrying out the activities to the required criteria. You will be fully aware of any health, safety and environmental requirements, and the appropriate legislative and regulatory frameworks, applicable to your area of responsibility. You will be required to ensure that safe working practices are maintained throughout, and will understand the responsibility you owe to yourself and others in the workplace. 1
2 Performance criteria You must be able to: P1 work safely at all times, complying with health and safety and other relevant regulations and guidelines P2 collect information on the knowledge and skills of the staff within the organisation P3 assess the knowledge and skills of the organisation's staff against the requirements for the continuous programme P4 identify any gaps in staff knowledge and skills required to support the continuous programme P5 review, with business stakeholders, the capacity of the organisation to meet its own development needs P6 produce, with the key people, a learning and development programme for the organisation P7 identify and recommend changes to the management support structure, to sustain the learning and development programme for continuous P8 provide change management guidance during development of the new management support structure P9 present recommendation to business stakeholders in an agreed format 2
3 Knowledge and understanding You need to know and understand: K1 the importance of working safely at all times, and of complying with health and safety and other relevant regulations and guidelines, in the department/organisation where the programme is being implemented K2 how to identify and minimise potential risks to health and safety that could occur during implementation of the programme K3 the range of performance measures used in business analysis, and how they will be calculated in the organisation K4 the range of different processing methods used by companies (such as one-piece flow, cell layout, batch production, mass production) K5 the range of business techniques that can be used to improve business performance K6 how to identify and apply suitable diagnostic tools K7 the key features of good communication and reporting K8 how to develop a practical programme and plans to satisfy the business case K9 the sector in which the business operates, and the internal/external factors that may affect it K10 why the organisation needs to introduce a lean programme K11 the manufacturing/business processes used within the organisation, and the activity areas K12 how to ensure that appropriate people in the organisation are involved in the planned business programme and associated activities K13 factors that can adversely influence the analysis process K14 the key stages in the analysis activity, and who should be involved and/or consulted at the various stages K15 sources of expertise relating to the programme (such as environmental, legislative, government departments, support agencies, training bodies) K16 how to conduct a staff knowledge and skills gap analysis against the requirements of a continuous programme (training needs analysis) K17 how to gather data on staff knowledge and skills K18 how to provide constructive feedback on training requirements to staff and stakeholders K19 the diagnostics techniques that can be used to analyse a business (such as SWOT analysis, force field analysis, QFD, fishbone diagrams) K20 how to develop a learning and development programme for an organisation involved in a continuous programme 3

Assess staff knowledge and skills in the use two of the following business performance measures: 2.1. parts per operator hour (PPOH) 2.2. value added per person (VAPP) 2.3. overall equipment effectiveness (OEE) 2.4. delivery schedule achievement (DSA) 2.5. stock turns 2.6. floor space utilisation (FSU) 2.7. not right first time (NRFT) 2.8. cost breakdown in terms of labour, material and overhead 3. Assess staff knowledge and experience of all of the following business techniques: 3.1. standard operating procedures (SOPs) 3.2. visual management wastes analysis S/5C analysis Plus one more of the following: 3.5. single minute exchange of dies (SMED) 3.6. skill control 3.7. lead time analysis 3.8. value stream mapping (VSM) 3.9. total productive maintenance (TPM) line balancing work study techniques kaizen process flow analysis six sigma 4. Develop a learning and development programme for all of the following key people: 4.1. senior management team 4.2. team leaders/supervisors 4.3. implementation staff 4.4. maintenance staff 4.5. internal trainers 4.6. operators/admin staff 5. Use all of the following methods of communication: 4
