3 Who we are and What we do Who we are and What we do... About Us Fundación SOL, is a NGO that promotes research and action on topics such as labor and unionism, education and development strategy, all in the context of democracy empowerment. We provide a strong cooperation to trade unions in their collective bargaining processes. We also generate data analysis of the labor force survey, in order to evaluate the decent work indicators and others development indicators. Through our research, training and support for social organizations, Fundación SOL aims to set at the center of the public debate labor and its interests, recognizing that this will require profound cultural and political changes. Our team has a multidisciplinary approach, nowadays the specialists come from the follow disciplines: Economy, Sociology, Public Management, and Social Anthropology. Our Mission Our commitment is to contribute to the development of Chilean society. We believe that economic and social development should mean a real extension of people s freedom, both collectively and individually, based on social justice. Our Vision The ideal that guides our concrete action is a society opposed to all forms of economic exploitation and political domination that allow the potential of all human beings to be probed and exploited. Our contribution to achieving this ideal is to work for joining a common direction that honors human dignity, putting work at the core of our society and development. Institutional Report 3

6 The Team Carla Brega Researcher at Fundación SOL, she received her degree in Sociology from Universidad de Chile. Her research interests include labour relations, collective bargaining, wages, transformations of the labor process and gender analysis. Her work also includes providing assistance to trade unions for collectively bargaining, as well as developing Trade Union Education courses and networks. Valentina Doniez Researcher at Fundación SOL, she received her Graduate degree in Social Anthropology from Universidad de Chile. With a Specialization Course for Latin American Experts in Labour Relations, Universidad de Castilla La Mancha (España). She has worked in advising retail sector unions in training processes and strengthening unions. Her work also includes coordinate and facilitate instances for union training. Her research interests include labour relations and union democracy. Gonzalo Durán Researcher at Fundación SOL, he received his degree in Commercial Engineering with double major in Economics and Business Administration from Pontificia Universidad Católica de Chile. With a Specialization Course for Latin American Experts in Labour Relations, Universidad de Castilla La Mancha (España) and Master of Sciences in Labour Economics Applied to Development from Universitá de Torino (Italy). His research interests include inequality, wages, trade unions and collective bargaining. He teaches economics on Universidad de Chile and Universidad de Santiago. Institutional Report 6
7 The Team Recaredo Gálvez Researcher at Fundación SOL, he received his degree in Public Management with a major in Political Sciences from Universidad de Concepción. He is Master of Public Affairs with a major in Policy and Government from Universidad de Concepción. His research interests include trade union politicization, strikes, social conflicts and social security. In 2012, he was President of the Student Federation of Universidad de Concepción (FEC). Marco Kremerman Researcher at Fundación SOL, he received his Graduate degree of Economic and Administrative Sciences from Pontificia Universidad Católica de Chile. With a Specialization Course for Latin American Experts in Labour Relations, Universidad de Castilla La Mancha (España) and Master of Sciences in Work Policies and Labour Relations from Universitá de Bologna (Italy) and Universidad Central (Chile). His research interests include inequality, wages, social security and education. He teachs economics on Universidad de Chile, Universidad de Santiago and Universidad Academia de Humanismo Cristiano. Karina Narbona Researcher at Fundación SOL, she received her degree in Social Anthropology from Universidad de Chile. She facilitates instances for union training. Her research interests include economic transformations, labour relations and new forms of work organization, mechanisms of labour and social discipline. She worked her thesis of Social Anthropology about new management and sutil control of workers with Confederation of Banking and Other Financing Area Unions (CSBA). Institutional Report 7
8 The Team Alexander Páez Researcher at Fundación SOL, he received his degree in Sociology from Universidad de Chile. Diploma in Statistical Methods from Pontificia Universidad Católica de Chile. He worked as a technical coordinator at the New Employment Survey Project of the National Institute of Statistics (INE). He also conducted research in the Area Studies Division of Public Safety (Interior Ministry) and participated in the Second National Disability Survey (National Disability). His research interests include new forms of work organization, methods of measurement of employment, and informal, precarious and /or unprotected employment, financialisation and indebtedness. Benjamín Sáez Researcher at Fundación SOL, he received his degree in Sociology from Universidad de Chile. Diploma in Statistics from Pontificia Universidad Católica de Chile. His research interests include labour statistics, informal employment, forms of employment and social research methodologies. He has worked as an analyst at the Council Assessment at Universidad de Chile and the Department of Social Studies of National Institute of Statistics. Ruth Sánchez Diploma in entrepreneurship and innovation management from Universidad de Santiago. Diploma in Organization Management from Universidad Bolivariana. Conducted academic coordination at Universidad Mariscal Sucre ( ). Worked at the Secretariat, Department of Engineering at Universidad de las Ciencias de la Información, UCINF ( ). Assistant in the Secretariats of Studies in International Relations and the Labor Observatory Project CUT (2004 to 2006). Currently, she works in the area of Administration and Finance of Fundación SOL. Institutional Report 8
9 Some Research Papers Some Research Papers Indebtedness for govern and private profit boosting: the case of CAE Abstract: This report explains how in Chile, from 2006, with the creation and extension of Credit with State Guarantee (CAE), was privatized (further yet) the Chilean system of higher education, a lucrative niche of business was established for Banking assisted by State. The central argument of the study is shows how the CAE and indebtedness of students works as a device of social control and discipline. From an AFP System to a Social Security System Abstract: Paper presented in Presidential Commission about Pensions System (Bravo Commission). The article reviews the basics of pensions including the international social security principles. Aditionally, the report do a critical diagnostic about pensions in Chile. The core issue of the paper is the proposal of Fundación SOL to introduce in Chile a Defined Benefit (DC) pay-as-you-go system. Unions and Collective Bargaining: Statistics and comparative facts Abstract: The report processes and analyzes the latest trade union information available to date (April 2015). The erosion of trade union in Chile is analyzed under a historical approach, incorporating the effects of the profound transformations occurred in the late 70. The report includes a review of the state of the art in relation to the link (causal or not) of erosion in collective rights (in the world of work) and income inequality. Institutional Report 9
10 Some Research Papers Monthly Report of Job Quality Abstract: Monthly report about the job quality in Chile. Contains supplementary indicators to reach a finest diagnose about the world of work. Some of Fundación SOL indicators: Visible Underemployment, Adjusted Unemployement Rate, Fake Employees, Protected Employment Index. All the estimates are made using official microdata and includes confidence intervals. Chilean labour relations system: Historical Background Abstract: Genesis and philosophical roots of the current Chilean labour relations system. The research put the focus in three models: the first one (from 1931 until 1973), the model created in Pinochet s dictatorship era (1979) and the current model. The analysis reveals a profound impact of liberal transformations over condition of work and trade union s morphology in the Chilean economy. Labour Reform in Chile (2015): Key points on debate Abstract: The paper aims to put on the table the main points of the Bachelet Government Labour Reform (2015). The analysis identified the classical myths against the strengthening of trade unions, strikes and collective bargaining. Point by point the report reveals the weakness of the reform that, in the end, will preserve the architecture imposed by Pinochet s dictatorship. Institutional Report 10

The research was carried by processing microdata of the last CASEN survey (2013). True Wages of Chile Abstract: Wage panorama in Chile using microdata of the National Supplementary Survey of Incomes. Review of the income distribution. Comparative analysis with EU countries (based EU-SILC). Women at Work: an exploration over the value of the labour force Abstract: The Report shows a full overview about the labour conditions for female workers. We have conducted Oaxaca Blinder s econometric estimates in order to reach the discrimination effect against the women. The data used comes from CASEN Institutional Report 11

In 2015, total revenues were US 117,000, wich was aimed at financing daily operation, including rent office, supplies stationery, basic charges (water, electricity, internet, common spending), monthly wages of the team (11 people in 2015). b. Fundación SOL not accept donation from firms and parliaments or political parties. c. Maintain our financial autonomy has become increasingly an important target, which guide our efforts to strengthen micro donors as a source of income that represents a higher percentage of total income.
