Target client group The majority of candidates are expected to come from the following groups (or a combination thereof): Page 1 of 8

2 People with substantial work experience in a range of work environments and who wish to develop their skills for subsequent managerial work Current managers wishing to develop their skills and/or obtain a qualification relevant to their current work People with sound theoretical business skills and knowledge (perhaps through lower-level qualifications from BSB07 such as BSB40207 Certificate IV in Business) but who may not possess a great deal of vocational experience. It is anticipated that many such people will either be currently working in, or desire to work in, the public service. The training provided in this program is designed to prepare candidates for a range of managerial positions which may involve responsibilities such as staff recruitment and induction, project management, risk management and business continuity planning. Entry requirements (pre-requisites) All candidates on the course will be expected to have: sufficient literacy and numeracy skills to complete the course access to an internet-connected computer The latter will be necessary even for candidates taking the fully face-to-face mode, in order to complete assignments. It is expected that the vast majority of candidates will be members of the target client groups listed above. Thus candidates will be current managers, those with substantial experience and who are in a good position to gain a management position once the qualification is complete, and people who have completed a Certificate IV level qualification or similar in a related field (such as BSB40207 Certificate IV in Business). The units of competency within this program do not have any prerequisite requirements. Licensing implications Industry consultation This program does not have any licensing-related outcomes. The need for this program was identified through interactions with public service organisations within Canberra. Units were chosen on the basis of this identified need. Please see the Industry Consultation file for further details. These organisations have agreed to provide ongoing advice about local skills needs on an on-going basis. Further, it is intended to involve employers of candidates where this is possible, in that assessment projects could involve real workplace projects determined in consultation between the assessor, the candidate and the candidate s employer. Information from this, such as example project requirements, will be retained where employers give permission to do so, and may influence future training. Employers of graduates will also be surveyed, and data from this may influence future continuous improvement of the program. Page 2 of 8

3 Overview of delivery and assessment Duration of program, delivery mode and study plans This program requires students to undertake part-time study for up to twelve months, for a total of up to 4 nominal hours. Delivery modes may be face-to-face, online, blended or RPL. Study will follow a plan determined by a trainer/assessor in consultation with each candidate and/or employer before commencement of the program. The plan will take account of factors such as previous work experience and student aims (RPL assessment may take place during the planning phase, were appropriate). Location of delivery and assessment For face-to-face mode and the face-to-face component of blended mode, delivery and assessment will take place at the employer s premises or at a suitable location chosen and arranged by the employer. Pre-requisite and co-requisite units No units within this program have pre-requisites or co-requisites. Clustering It is not currently planned that units will be clustered. This is because industry consultation has suggested that a significant proportion of candidates are likely to be able to gain RPL for some units. Because different candidates within a single group may have gained RPL for different units, clustering would mean that some candidates within a group may have to undertake further assessment relating to units for which they have already been assessed as competent through RPL. Delivery and assessment schedule As mentioned above, delivery and assessment plans are likely to vary in order to meet to client need. Candidates taking the program completely online will have one year from the date of their enrolment to complete the course. 4 follow the Victorian Purchasing Guide in the ACT. guidelines will generally be based on the candidate s application of skills and knowledge to the actual tasks required in the workplace. Where the candidate is currently in employment, this may involve project work based on the needs of that person s organisation, and the employer may be involved in designing the project to ensure it meets genuine workplace needs. Where workplace projects are not possible, the workplace will be closely simulated, in order to make assessment as authentic as possible. Features of such simulation will include: Use of industry standard equipment and resources such as computer software Realistic deadlines Need for multi-tasking and dealing with competing priorities Following policies and procedures that are typical of a real workplace Incorporation of variables from the range statements that are representative of the candidates actual or intended workplace Coverage of the four dimensions of competency (task skills, task management skills, contingency management skills and job/role environment skills) Holistic integration of tasks in a way that is typical of a real workplace Integration of employability skills Regular validation and continuous improvement activities see Validation section below Before being deemed competent in a particular unit, a range of assessment methods must be used, covering a variety of situations and demonstrating consistency of performance over a period of time. Summative assessment will follow the principles of assessment (fair, flexible, valid, reliable and sufficient), and evidence will only be used in judgements of competence if it follows the rules of evidence (valid, sufficient, authentic and current). OH&S considerations will be an important aspect of assessment throughout the program. All assessment will be conducted in accordance with relevant legislation applicable in the ACT, listed under Legislative and regulatory requirements below. Although standard assessment instruments will be available, it is intended that these will be used flexibly and adapted to the circumstances of individual students, eg the use of workplace-based projects as described above. Adaptations may also occur according to the principles of reasonable adjustment, and in the light of continuous improvement and validation activities. See the Delivery and Policy for details. Employability skills will be integrated into training and assessment. Access and equity provisions Diverse Training Concepts undertakes, through implementation of its Access and Equity Policy, to ensure that this program is accessible to all potential participants who meet the entry requirements where this can be achieved through reasonable adjustment. Access and equity requirements will be negotiated with the employer and/or individual candidates before commencement of training and assessment. Page 4 of 8

5 Should candidates require extra language, literacy and/or numeracy support, students will be referred to the local TAFE, which has programs in this area. Reasonable adjustments to training and assessment may be applied after following DTC s Access and Equity Policy. These could include: Provision of large-print materials (eg by printing at a larger font size) Allowing for a scribe or reader to assist with written tasks Adjusted time frames for assessment Use of software such as voice-to-text or text-to-voice transcribers Use of wheelchair accessible premises Additional tutorial support where this is considered reasonable (see Disability Standards for Education, 2005) techniques (Evidencegathering methods) Trainer/ assessor competence In line with recommendations within the units selected for this program, the following assessment methods may be used. Evidence should be collected over time and a variety of methods should be used. 6 Trainer/assessor minimum competency requirements As required by the AQTF and the training package, people who both train and assess on this qualification should: be currently competent in the units they assess understand and practise OH&S, LL&N, access and equity considerations as well as appropriate interpersonal skills hold a qualification in Training and that is consistent with the current NQC guidelines validation process validation and moderation will be carried out in line with the Delivery and Policy. Specifically: Initial program: This training and assessment strategy has been designed based on feedback and input from industry, including input from current clients of Diverse Training Concepts. s have also been designed in line with the expressed desires of industry; assessment will be tailored to each client s (ie employer of candidates) wishes and circumstances. Regular moderation. Most implementations of this program will take place on client company premises and/or in close consultation with client companies. Where possible, assessment will involve current work and genuine projects which directly involve clients, thus ensuring in-built industry consultation. In addition, regular assessment moderation meetings will take place between the trainers, and trainer networks will be utilised for this purpose wherever possible. Regular reviews will ensure that assessment continues to be aligned to training package and AQTF requirements. Ongoing. All programs are subject to regular continuous improvement, plus an annual program review (see the Continuous Improvement Policy for details). The continuous improvement program is designed to allow for changes as a result of new or modified regulations, technology, industry practices etc. Where possible, participation in assessor networks may also contribute to such continuous improvement. Resource and infrastructure requirements Students will be expected to provide the following: Own stationery (paper, pencil etc) Interned-connected computer Each trainee will be provided with: A Student Handbook Handouts as required for effective instruction tools, as and when needed The following will be readily accessible for the purposes of delivery and assessment: workplace documentation and resources including business continuity documentation, organisational plans, policies and procedures AS/NZS 43:2004: Risk Management ISO14001: 1996: Environmental management systems In addition, trainers/assessors will have access to: Page 6 of 8

7 DTC polices and procedures relating to delivery and assessment Marking guides for each assessment Appropriate forms for recording assessment results After the first implementation of the course, documentation of assessment validation and continuous improvement activity Books for reference and student tasks Legislative and regulatory requirements Training and assessment activities will be carried out in compliance with the following legislation: Commonwealth legislation: Copyright Act 1968 Disability Discrimination Act 1992 Disability Standards for Education 2005 Energy Efficiency Opportunities Act 2005 Human Rights and Equal Opportunity Commissions Act 1986 Occupational Health and Safety Act 1991 Privacy Act 1988 Privacy (Private Sector) Regulations 2001 Racial Discrimination Act 1975 Sex Discrimination Act 1984 and Sex Discrimination Regulations 1984 ACT legislation: Climate Change and Greenhouse Gas Reduction Act 2010 Disability Services Act 1991 Discrimination Act 1991 Environmental Protection List 1997 Training and Tertiary Education Act 2003 Work Safety Act 2008 Workers Compensation Act 1951 Monitoring Monitoring strategies will include discussion, assessment moderation meetings and continuous improvement meetings between trainers/assessors; observation of classes, and inspection of records, as appropriate. At the end of each unit, trainees will be asked to complete a questionnaire to elicit their feedback. Questionnaires will also be distributed to alumni in their first year after finishing the program, and to their employers. Data from this will be collated and acted upon in accordance with the Continuous Improvement Policy. Recognition of prior learning, national recognition and credit transfer All candidates are informed of the possibility of applying for Recognition of Prior Learning (RPL) and/or credit transfer before enrolling on the course. RPL kits will be readily available to all candidates. Applications for RPL and Credit Transfer will be assessed in accordance with the relevant sections of DTC s Delivery and Policy. Statements of attainment issued by other RTOs will be recognised. Page 7 of 8

8 Appeals Testamurs Candidates may appeal any assessment results, including RPL or credit transfer. The Appeals section of the Delivery and Policy should be followed. Candidates deemed competent in all the units of competency required for this qualification will be issued with a qualification (BSB50207 Diploma of Business) and a transcript listing the core and elective units of competency. Candidates deemed competent in units of competency that together do not meet the requirements for the qualification will be issued with a Statement of Attainment listing the units in which they were successful. Pathways Prior to entering this course, candidates may have completed a Certificate IV-level qualification such as BSB40207 Certificate IV in Business, or may have gained an equivalent level of competency through experience in the workplace. Candidates may complete this program through the full delivery and assessment program, through RPL (assessment only) or a combination of the two). The full delivery and assessment program may comprise face-toface study, on-line study or a combination of the two. Upon successful completion of this program, candidates may wish to take a further qualification from the BSB training package, such as BSB207 Advanced Diploma of Business, or a more specialised qualification.
