1 NORWIN SCHOOL DISTRICT JOB DESCRIPTION JOB ANALYSIS The is responsible for the leadership, administration and supervision of Norwin School District s student athletic program in such a manner as to provide each student an opportunity to participate in safe, satisfying and enjoyable extracurricular and recreational programs. The District s athletic, non-athletic, and recreational programs will exist and function to further physical skills, generate a sense of worth and competence, and develop a knowledge and understanding of the pleasure of sports and activities, all while emphasizing the principles of fair play. ESSENTIAL FUNCTIONS 1. Supervises athletic assistant, coaches, assistant coaches, athletic trainer, non-athletic staff, recreation staff, and nonprofessional staff assigned to student activities and the. 2. Works cooperatively with the W.P.I.A.L., the P.I.A.A., conference officials and designated responsible building principals to promote a healthy and effective atmosphere. 3. Works with the building principals and other athletic and non-athletic staff in the coordination, development, and maintenance of the District s policy and procedures. 4. Researches, drafts and recommends changes, deletions, or additions to athletic, non-athletic, and recreation policies and procedures as needed. 5. Conducts interviews cooperatively with the Director of Human Resources, principals and athletic council for athletic department employment, and conducts appropriate experience and background checks for athletic, nonathletic and recreation positions. 6. Makes recommendations for employment to the Human Resources Director in consultation and cooperation with the principal and athletic council. 7. Screens and interviews applicants for positions in the non-athletic and recreation programs and makes recommendations for employment to the Human Resources Director. 8. Gathers performance information and conducts annual evaluation of all athletic, non-athletic and recreation employees and volunteers, and jointly with other appropriate administrative staff recommends reappointment, termination, promotion or transfer of athletic, non-athletic and recreation staff to the Human Resources Director.

Oversees the investigation and resolution of all complaints or concerns raised by the athletic, non-athletic and recreation staff, or complaints or anticipated disciplinary actions as they pertain to athletic, non-athletic and recreation staff members, and recommends action to be taken. 10. Keeps the athletic and other concerned school personnel informed of athletic policies and procedures, W.P.I.A.L. and P.I.A.A. regulations, and directives as appropriate, and conducts workshops for athletic personnel. 11. Keeps non-athletic and recreation staff informed of policies and procedures, and conducts orientation programs for non-athletic and recreation program personnel. 12. Arranges physical examinations for all secondary sport participants and confirms insurance coverage with the Director of Business Affairs. 13. Arranges transportation for all athletic teams and approves all invoices for payment. 14. Attends any and all conference and W.P.I.A.L. meetings as required or requested. 15. Manages the distribution of events tickets to coaches, principals, administrators, and Board as provided by policy. 16. Provides daily check of playgrounds and special programs during the summer. 17. Completes arrangements for officials and auxiliary police/municipal police for athletic functions as needed. The payment of officials and call out of auxiliary police/municipal police shall be done in conjunction with the Director of Business Affairs. 18. Completes all arrangements necessary for tournaments held at the District. 19. Reviews elementary and secondary athletic programs and makes recommendations for changes or new programs. 20. Reviews recreation programs and makes recommendations for changes or new programs. 21. Serves as a host for visiting teams for all sports and makes necessary arrangements so that physical resources of the school are available to the visitors. 22. Arranges contracted services related to athletic and recreational programs. 23. Consults with coaches prior to finalizing schedules of inter-scholastic contests. 24. Arranges for advertisement and publicity for athletic and recreational events and programs, and distributes said materials throughout the District and to the news media. 25. Maintains an updated District Athletic Web site, and any other communications deemed necessary to promote the overall athletic program.
3 JOB DESCRIPTION, CONTINUED Page 3 of Shares responsibility with coaches and athletic trainers in checking and follow-up of injuries and completes and processes necessary insurance forms. 27. Distributes and collects parent permission forms for student-athletes, checks returned forms for accuracy and completeness, and maintains accurate and complete files. 28. Establishes an athletic and a recreation budget which is submitted to the Director of Business Affairs for review and submission to the Board of Directors for approval. 29. Prepares purchase orders, reviews invoices for accuracy, and monitors expenditures for athletic and recreation supplies and equipment. 30. Maintains accurate financial records and inventories of equipment and supplies. 31. Prepares payroll for recreation staff and submits to the Business Office. 32. Establishes a fee structure for recreation programs and submits for Board of Directors approval, and collects fees and submits to the Business Office. 33. Documents and files a composite record of inter-scholastic contests to include names of players and substitutes as supplied by the coaches, player s eligibility, scholarship, date of birth and semester of participation. 34. Maintains historical records, artifacts, photographs, and news items dealing with the athletic program in a manner so as to preserve their condition and to ensure availability for future reference. 35. Oversees and communicates with Booster Groups to ensure proper compliance with all policies, procedures, and guidelines applicable to Booster Groups. 36. Works cooperatively with community groups to establish sources of revenue for the athletic and recreation programs. 37. Sponsors and supervises Letter Winner s Club. 38. Ensures proper adherence to District policy and procedures, and ensures proper adherence to applicable contract language that is in effect for the District. 39. Any other duties and responsibilities which may be assigned by the High School Principal. Community Activities 40. Coordinates staff scheduling for the Norwin High School Fitness Center, and ensures collection of membership dues for community members wishing to use the Fitness Center. Files reports with Business Office.
4 JOB DESCRIPTION, CONTINUED Page 4 of Serves as a District liaison to the Norwin Athletic Hall of Fame. Responsibilities include organizing the annual Hall of Fame banquet and meetings as required. Chairs the Hall of Fame Committee. 42. Coordinates the use of facilities for student and community groups. Compiles and distributes the monthly use of facilities report. COGNITIVE ABILITIES Ability to establish and maintain rapport with staff, business associates, and general community. Ability to work on multiple tasks and prioritize appropriately. Ability to recognize areas of concern relating to student athletics issues and propose or recommend appropriate solutions to problems. Ability to communicate effectively. Ability to exercise initiative and make independent decisions to reschedule work to meet deadlines or to effectively handle emergency work. PROFESSIONAL QUALIFICATIONS Qualifications for the position include: Bachelor s degree in related field (i.e. Sports Management) preferred. Prior coaching experience required. Administrative and organizational leadership experience preferred. A broad, demonstrated knowledge about student activities and athletics. Ability to effectively communicate with students, parents, athletic and nonathletic staff, recreation staff, administration, Board members, booster groups, and the general community relative to their involvement in the school s student athletics program. Working knowledge of W.P.I.A.L. and P.I.A.A. rules and regulations. Ability to work cooperatively with community and booster groups and effectively communicate with staff and parents. A working knowledge of how to establish and coordinate schedules, establish budgets, and raise funds. An understanding of, and preferably experience with, personnel matters including hiring, supervising, and evaluating staff.
5 JOB DESCRIPTION, CONTINUED Page 5 of 6 A working knowledge of athletic, non-athletic and recreational equipment and supplies, and the ability to manage the equipment and supply needs of the staff. An understanding of the importance of, and the ability to develop, an effective plan for providing a well-rounded student athletics program. Demonstrated knowledge and application of effective student activities and athletics principles, practices and trends. Ability to perform the above responsibilities at a high level. REPORTS TO High School Principal. POSITION REQUIREMENTS Physical Demands: Occasional travel to School District offices, buildings, classroom and grounds. Frequent traversing throughout various buildings. Sitting for extended periods. Standing for periods of time. Moderate lifting from pounds. Some moving of various items - up to 30 pounds. Manual dexterity to use office equipment. Repetitive operation of computer keyboard. Sensory Abilities: Ability to communicate effectively in all aspects of the job. Work Environment: Generally, office setting year round. Temperament: Ability to work as a leader, coordinator and a member of a team. Must be courteous and able to effectively manage job responsibilities. Must be cooperative, congenial, service oriented, and promote these qualities. Ability to work in an environment with frequent interruptions. Ability to be respectful and empathetic. Workplace Expectations: Ability to follow directions and give direction to others. Ability to create and delegate assignments. Ability to complete assigned tasks without supervision. Ability to communicate, comprehend and perform complex computations. Ability to use correct grammar, sentence structure and spelling. Ability to compose clear, concise sentences and paragraphs.

Ability to use computer technology efficiently including word processing, presentation/webpage software, PowerPoint and Excel software applications. Ability to appropriately handle confidential information in accordance with District policies. Ability to use technology for group meetings, presentations (i.e. overhead, document camera, projector and video equipment). Driver s License: Must have a valid PA driver s license. Clearances: Must have valid Act 34 (Criminal Record Check), Act 151 (Child Abuse History Check) and FBI (Federal Bureau of Investigation) Criminal History Check. Must also complete and submit an Arrest/Conviction Report and Certification Form as required under Pennsylvania Act 24 of Must also accrue all training hours and content mandated by Pennsylvania Act 126 of 2012, Child Abuse Recognition and Reporting. TERMS OF EMPLOYMENT Twelve-month position. Salary and benefits will be in accordance with the Act 93 Agreement. EVALUATION Performance will be evaluated annually by the High School Principal, in accordance with the provisions of policy on Evaluation of Administrative Personnel, as amended.
