1 POSITION DESCRIPTION SENIOR ENGINEER Position Title: Classification: Department: Position Type: Organisational Context: Senior Engineer SGW Enterprise Agreement - SEO Infrastructure and Planning Team Full Time, Fixed Term 2.5 years South Gippsland Water (SGW) is a Victorian Water Corporation responsible for water and wastewater service provision for over 30,000 customers located in 22 towns, across a service delivery area of more than 4,000 square kilometres. Our seven key strategic objectives include: 1.Water Quality / Quantity /Reliability 2.Customer Engagement & Service Delivery 3.Regional Enhancement 4.Environmental Sustainability 5.Organisation Culture & Development 6.Management of Assets 7.Governance, Regulation & Compliance Position Overview: SGW s Senior Engineer is responsible for the provision of technical engineering expertise and project management skills to ensure that the Infrastructure and Planning Division achieves the targets and objectives of its annual capital works plan. This involves managing capital works projects, investigating, monitoring and reporting on existing systems to identify continuous improvements and managing development proposal activities including investigating, monitoring and reporting on new services and/or facilities for new areas and existing towns, including undertaking associated field activities. Reporting Relationship: This position reports to the Manager Project Services Roles directly reporting to this position include: Nil
2 General Manager Infrastructure and Planning Project Services Manager Senior Engineer Project Engineer Duties: Position: Manage capital works projects as assigned by the Project Services Manager Provide high level technical engineering advice, expertise and support to the Project Services Manager and the Infrastructure and Planning Team Contribute as part of a collaborative, cohesive, high performing team to deliver project time, cost and quality outcomes. Assist in the investigation and reporting on services for new areas and existing towns by undertaking associated field activities Implement appropriate design support functionality to ensure design enquiries and issues are assessed and dealt with appropriately. Develop, implement and deliver associated plans, processes, procedures, systems, briefs, reports and contract specifications as required. Prepare tender documentation, evaluate tenders, make required recommendations and manage procurement processes and contracts as required. Conduct investigations, analysis of options and prepare relevant project and progress reports as required by the Project Services Manager and senior management team. Oversee and ensure construction is undertaken in accordance with designs, specification and construction standards and requirements. Ensure Quality Assurance plans and processes are adhered to Ensure appropriate contractor safety and environmental plans and systems are in place and adhered to. Manage work package contractors, consultants and resources as assigned to ensure the scope of work is completed within time and budget constraints. Ensure project documentation is developed to SGW standards Corporation: Ensure public safety by observing and reporting all potential public liability risks. Ensure reasonable care is taken for own health and safety as well as the health and safety of others and that no one is adversely affected by workplace activities or omissions. Act in a responsible manner in all matters where the environment is impacted by SGW s operations. Demonstrate a commitment to innovative practice and quality management principles to continuously improve work processes and procedures to achieve Corporate outcomes. Ensure the security and maintenance of SGW s property to ensure they meet their service objectives efficiently and effectively and report any known security issues or risks to SGW s property. Adhere to all SGW Policies and Procedures. Adhere to SGW s and the Victorian Public Sector Commission s (VPSC) Code

Accountability and Extent of Authority : Judgement and Decision Making: The position operates within Corporation policy and approved Corporate Plan frameworks with responsibility to: Work with the Project Services Manager and Infrastructure and Planning team to establish short and long range planning and make decisions on policies and processes. Autonomy to exercise authority and technical control over project staff and work package contractors as delegated by the Project Delivery Manager Maintain awareness of industry best practice Identify and address any safety and environmental issues when undertaking projects in a proactive manner. The position operates within Corporation policy and approved Corporate Plan frameworks with responsibility to: Make on site and in field decisions on a daily basis without reference to senior management. Provide accurate information and specialist advice to the Project Services Manager, senior management team, internal and external stakeholders as required. Manage contractors and allocated project resources appropriately and within delegation Provide high level, expert advice to senior management. Report matters of importance or significant risk to the Project Services Manager. Maintain up to date knowledge of relevant Acts, Regulations, Standards and By Laws associated with the Water Industry. Specialised Skills and Knowledge: Management Skills: Knowledge and skills in the following areas are required: Engineering Degree plus extensive technical and administrative knowledge and experience in a diverse range of activities, preferably associated with water and wastewater reticulation, treatment systems and associated capital works. Experience in contract works as Superintendent's representative under AS General Conditions of Contract. Survey techniques with the ability to interpret external surveys. Demonstrated knowledge and experience in implementing project management systems and processes in alignment to PMBOK principles. High level of safety, risk management and construction knowledge to ensure SGW minimises risk to employees, public and stakeholders throughout the life of the project. Strong report writing skills and ability to prepare high level project reports, budgets and contract documentation. Sound computer skills for , reporting and communication functions. A working knowledge of asset management principles. The incumbent requires, and should be able to demonstrate: Proven ability to plan, program, coordinate and manage capital works projects to achieve required objectives within timelines and budget Ability to deliver business outcomes with a focus on continuous
4 improvement and innovation. Ability to prioritise and plan work, equipment, contractors and staff to achieve effective maintenance programs. Time management skills with the ability to set short, medium and long term priorities in conjunction with the Project Delivery Manager. Interpersonal Skills: Qualifications and Experience: The incumbent will be required to demonstrate: Ability to work effectively as part of a collaborative, cohesive and high performing team Ability to engage effectively with management, staff, contractors, customers and key stakeholders to achieve outcomes. Excellence in customer service, by responding to enquiries and complaints from the public efficiently and effectively and to ensure that customers views, needs and issues are taken into consideration when developing and implementing strategies for programs and/or activities. Well developed written and oral communication skills. Ability to build relationships with, and gain cooperation of others including contractors, consultants and community stakeholders. Ability to resolve specialist and technical problems. The requirements of the position are: Tertiary qualification in Engineering or equivalent, with a preference for civil engineering with a minimum of five years project management experience preferably in a similar role. Demonstrated project management experience, including the delivery of large capital works projects or equivalent. Strong knowledge of contract management, safety and quality systems and processes. Position Requirements: Current Victorian Drivers Licence. Satisfactory National Police Check. Minimum safety and technical training as required for the role and duties. Willingness to perform some weekend work as required during the construction program. Key Selection Criteria: 1. Engineering Degree (with a preference for Civil Engineering) or relevant tertiary qualification, along with demonstrated experience in delivery of major capital works programs or projects; 2. Strong planning, organisational and decision making skills 3. Knowledge, experience and demonstrated application of safety, quality and environmental systems on large capital works projects. 4. Well developed communications skills with ability to effectively engage with management, the project team and other stakeholders. 5. Well developed computer skills with proficiency in MS Word, Excel, Autocad, and MS Projects. 6. Current drivers licence and a satisfactory National Police Check, with a willingness to renew this every three years.
